There are currently over 3,200 fixed-base operations (FBOs) conducting business in the United States attempting to meet the demands of FAA Part 91, Part 135, and a limited number of Part 121 operations. With the US economy slowly climbing out of the trough during 2013, the utilization of fixed-base operations has become more attractive and economical to the corporate business and the affluent recreational traveler. Despite the increased flight activities utilizing the services of fixed-base operators, keen competition, rising fuel cost, and the economies of scale recognized by large FBO franchises significantly erode the profitability and sustainability of smaller FBOs. …

System errors, both mechanical and human in nature, can have a grave effect on aircrew judgement in flight. The effects of these errors can be massively compounded during emergency situations. Crew Resource Management (CRM) is an important process aircrews can utilize to minimize risks and enhance assessments. The employment of this technique can be validated by aviation mishaps over the last three decades and how system errors increased the probability of the incident occurring. The Republic of Singapore Air Force (RSAF) conducts Logistics Support Analysis (LSA) studies in various engineering and logistics efforts on the myriad of weapon systems. In these studies, inventory spares provisioning, availability and sustainability analyses are key focus areas to ensure asset sustenance. In particular, OPUS10, a commercial-off-the-shelf software, is extensively used to conduct reparable spares optimization in acquisition programs. This paper presents a new tabu search based two-dimensional bin packing algorithm which produces high quality solutions to the Mixed Payload Airlift Load Planning (MPALP) problem using C-5 and C-17 aircraft. This algorithm, called Mixed Payload Airlift Load Planning Tabu Search (MPALPTS), surpasses previous research conducted in this area because, in addition to pure pallet cargo loads, MPALPTS can accommodate rolling stock cargo (i.e. tanks, trucks, HMMMVs, etc.) while still maintaining aircraft feasibility with respect to aircraft center of balance, mandatory cargo separations, aircraft floor structural limitations, etc. Furthermore, while this research is currently restricted to C-5 and C-17 aircraft, …

Wichita State University has developed an integrated set of virtual reality models of an aircraft assembly line. These models are intended to provide students an ‘artifact’ of industrial and manufacturing engineering by providing a realistic environment for initial learning and application. Reliability-centered maintenance is an approach to analyzing how and when equipment fails in order to maintain a desired level of performance or functionality. It employs the use of failure modes, effects and criticality analysis to rank order potential failures, and combines this rank order with the use of a prescribed decision logic process to determine what preventive maintenance tasks should be performed and when. Traditionally, the United States Air Force's Air Mobility Command (AMC) has used the concept of direct delivery to airlift cargo and passengers from a point of embarkation to a point of debarkation. This study develops an alternative hub-and-spoke combined location-routing integer linear programming prototype model, and uses this model to determine what advantages a hub-and-spoke system offers, and in which scenarios it is better-suited than the direct delivery method. Additionally, the analysis suggests that the C-17 may be better-suited, in certain airlift situations, for theater airlift versus strategic (direct delivery) airlift. The primary objective of this study was to develop an analytical methodology based on the Mean Value Analysis algorithm that approximates the performance characteristics of a queueing network model QNM containing a fork- join queue with probabilistic branching. These performance characteristics are response time, throughput and queue length at each station. The QNM solved contains the essential features of the aircraft sortie generation process. The sensitivity of the methods accuracy to increases in server utilization was determined. The objective of this study is to develop an approach that would assign patients to aeromedical evacuation aircraft and route each aircraft to a single CONUS airport. The goal is to minimize total patient wait time. A heuristic algorithm is developed which exploits the structure of the problem. The first subproblem solved is the assignment of aircraft to airports. This subproblem is solved using integer programming and the results are input into the second subproblem. The second subproblem is the patient to aircraft assignment problem. This study outlines a structure for a manufacturing planning and control (MPC) system for a repair/overhaul/rebuilding environment. Included an examination of the organizational components that must be incorporated into the system and the planning functions for which the system can be used.
