Proper condition monitoring has been a major issue among railroad administrations since it might cause catastrophic dilemmas that lead to fatalities or damage to the infrastructure. Although various aspects of train safety have been conducted by scholars, in-motion monitoring detection of defect occurrence, cause, and severity is still a big concern. This paper presents a modified reliability centered maintenance (RCM) methodology developed by The Applied Research Laboratory at The Pennsylvania State University (ARL Penn State) to meet challenges in decreasing life cycle sustainment costs for critical Naval assets. The focus of this paper is on the requirements for the development of the on-board Prognostics and Health Management (PHM) system with a discussion on the implementation progress for two systems: the high pressure air compressor (HPAC), and the advanced carbon dioxide removal unit (ACRU). For expedient airfield runway repair, the US Air Force has developed a folded fiberglass mat to cover craters repaired with a well-compacted granular base material. The objective of this study was to evaluate the adequacy of using polymer plugs to anchor the mat to a repaired asphalt pavement for heavy aircraft operations. The effort consisted of materials testing, field experiments and analytical modeling. An 89,800-kg (198,000-pound) load cart having the footprint of a single C-5 main gear was pulled on a mat with wheels locked to simulate full braking forces.
