Due to December 2024 regulatory changes made to 14 CFR Part 61.195(h)— Qualifications to provide ground or flight training to initial flight instructor applicants—a new training program, titled the Flight Instructor Enhanced Qualification Training Program (FIEQTP), must be developed under 61.195(h)(3).
The purpose of this packet is, in response to regulatory changes, to conduct a thorough training needs analysis, and utilizing its conclusions, develop a new 14 CFR Part 141 course and assessment plan that meets the requirements of Part 61.195(h)(3) Flight instructor enhanced qualification training program.

The purpose of this qualitative case study was to describe the use of drones by suburban police departments in Texas, and its central research question asked how that drone use aligns with what prior research found the public supports. The research design used a holistic multiple-case approach that involved interviewing police officers who use drones as part of their law enforcement responsibilities. Relevant theoretical frameworks were social contract theory, Packer’s theory on law enforcement, and evidence-based policing theory. Airlines and universities have increasingly established partnership agreements for the purpose of providing a clear path for employment for professional pilots. ERAU has multiple agreements with airlines and corporate flight departments. The purpose of this research project is to examine the motivation for students to join these pilot pathway programs. The authors will explore why students choose to join such programs and what barriers keep them from participating.

To address the limitations of Next Generation Radar-based bird strike forecasting, this study modeled 12 spatiotemporal weather features from the National Oceanic and Atmospheric Administration alongside bird strike risk using Long Short-Term Memory Recurrent Neural Network (LSTM-RNN), XGBoost regression tree, and Bayesian network algorithms. Five years of bird strike data from four geographically diverse airfields served as the target risk variable, categorized as low, moderate, or severe based on Department of the Air Force risk models. The ensemble model, which combines the LSTM-RNN and XGBoost regression algorithms, yielded the most accurate forecasts, achieving 80% to 93% accuracy across all airfields, …

Natural gas (NG) diesel dual-fuel systems have emerged as a promising advancement in internal combustion engine (ICE) technology, offering significant potential for reducing emissions, while maintaining high fuel efficiency and performance standards. This review critically examines the combustion characteristics, operational performance, emissions mitigation potential, and the engineering challenges associated with engine modifications and fuel system compatibility. Gasoline is the primary source of energy in combustion engines, despite some drawbacks, such as knocking inside the engine, incomplete combustion, and the production of high emissions. The main trend has been toward the use of chemical additives as improvers, including oxidizing additives and aromatic hydrocarbon compounds. Both additives have an effect on the combustion process. Oxidizing additives improve the combustion process inside the chamber by adding additional oxygen to the fuel, which helps accelerate flame propagation, such as ethanol and oleo-octane plus. This study aimed to evaluate the effectiveness of an eight-module Cybersecurity course at increasing the learning outcomes of middle and high school students with little to no experience, including underrepresented minorities (URMs) in Cybersecurity. Twice we administered and evaluated the Cybersecurity course, which included hands-on IoT-based activities, utilizing collaborative learning, scaffolding, and representation-based learning strategies. Using a quasi-experimental, within-subjects, repeated measures design, each participant experienced a pretest, the course, and a post-test to evaluate the impact on learners’ self-efficacy, interest, and knowledge. It also aims to expose the airman medical certificate process for people with cerebral palsy in the United States. Stress may negatively affect the timely completion of a student pilot's flight training. A student pilot influenced by stress may be subject to what is known as "falling behind the aircraft," a condition that constantly requires minor interventions from their flight instructor. This lack of situational awareness and decreased performance may inadvertently cause the student pilot to repeat the flight lesson, increasing the time spent in the training course.

This study evaluates the operational benefits and sustainability impacts of electrically driven landing gear systems (e-taxi technology) in the aviation industry, focusing on the Philippine context. The objective was to assess improvements in fuel savings, emissions reductions, and maintenance costs associated with e-taxi systems. Using a mixed-methods approach, data were collected through interviews with airline operators, and secondary data were collected from industry reports. Results showed that e-taxi systems reduced taxiing time by 15–22%, fuel consumption by 150–180 kg per flight, and engine wear by 10–14%. Carbon emissions were reduced by 472–566 kg per flight, while noise levels decreased by …

Through firsthand experience, survey data, and analysis of current practices, the paper emphasizes some of the most pressing problems, including scheduling inefficiencies, inconsistent examiner expectations, manual eligibility checks despite the widespread use of digital logbooks, and a lack of meaningful oversight or feedback mechanisms for both DPEs and CFIs.

The purpose of this quantitative causal-comparative design study was to examine the relationship between private pilots’ flight training background (collegiate or non-collegiate) and aeronautical decision-making (ADM) skills among recently certificated private pilots enrolled in a commercial pilot flight training course at a Part 141 flight training program in a large, private, mid-Atlantic university. This study examined whether Part 121 flight disruptions (delays, cancellations, diversions) differed between drought and non-drought periods at the five busiest airports in California from 2004 to 2024. There were no significant differences in disruptions between drought seasons for any of the variables.

This study examined differences in annual bird strike reports per operation by runway configuration: parallel runway and intersecting runway. Results supported that parallel runways experience higher annual bird strike reports per operation compared to intersecting runways, indicating a configuration-based risk pattern.

A weak, decreasing trend was found in monthly UAS (also
known as Unmanned Aerial Vehicle or Drone) sightings near
airports (FAA, 2025), but it was not statistically significant.
There was a significant difference in UAS sightings by month of

There was no significant effect of aviation environmental knowledge on willingness to pay (WTP; p = .20); however, there was a significant effect on WTP by ticket price increases (p = .02) between 0 and 15%. This suggests that price is a stronger driver than awareness of environmental impact when paying for sustainable aviation fuel (SAF).

The paper outlines the conceptual and preliminary design of a hybrid vertical takeoff and landing (VTOL) heavy lift unmanned aerial vehicle (UAV) for autonomous cargo transport missions. The primary design objective was to create an aircraft capable of carrying a 15 kg payload over a range of 33 km, achieving a top cruise speed of 45 km/h and maintaining an endurance capacity of at least 90 minutes.

Since the Clean Air Act of 1996 banned the use of leaded fuel for automotive applications, leaded aviation gasoline (AVGAS) has become one of the leading sources of lead pollution in the nation due to the volume of AVGAS consumed in general aviation applications (GAMA, 2019). Electric Vertical Take-Off and Landing (eVTOL) aircraft introduce unique movement dimensions beyond traditional fixed-wing and rotor-wing aircraft, requiring novel control interfaces for pilot operation. This study examines the compatibility of gesture-based control movements across participants with varying flight experience levels. This study included a total of 60 participants across four groups; novices (no real or virtual flight experience, n=30), flight simulator gamers (n=10), fixed-wing pilots (n=10), and rotor-wing pilots (n=10). Participants viewed eighteen simulated first-person eVTOL aircraft movements (e.g. pitch, roll, yaw, heave, translations) assessing their intuitive gesture inputs for the different aircraft motions.
