Aviation mishaps are extremely costly in terms of dollar value, public opinion, and human life, The Air Force drastically reduced Class A mishap rates in its formative years. The rate plummeted from 44.22 mishaps per 100,000 flight hours in 1947 to 2.33 mishaps in 1983 and has held steady around 1.5 mishaps since. The Air Force implemented the Operational Risk Management (ORM) program in 1996 in an effort to protect their most valuable resources: aircraft and aviators. The Logistics Composite Model (LCOM) is the tool of choice for many MAJCOM's (ACC, USAFE, AFMC) in determining maintenance manpower requirements. The LCOM is a simulation program capable of modeling the manpower, equipment, supplies, and facilities required to conduct aircraft maintenance activities, Manpower studies conducted with the LCOM result in manpower estimates that end up in Unit Manning Documents (UMD) as "LCOM earned," authorized positions. The 43rd Airlift Wing at Pope AFB, NC, possesses 33 E-model C-130 aircraft. The airplanes range in age from 30-36 years old. Current plans call for replacing Pope's aging fleet of tactical airlifters with new C-130J model planes in FY11. There are two replacement alternatives proposed in this research. The first is to calls for replacing the C-130Es with C-130Js now. The second option is upgrade the C-130Es to C-130Xs and replace them in 10 years with the C-130J. The performance of the Nuclear Facility (NFAC) incident module in modeling a nuclear reactor accident is evaluated. Fallout predictions are compared with air concentration measurements of I-131 in Europe over a five-day period. Two categories of source term specifications are used: NFAC-generated source terms based on plant conditions and accident severity, and user-defined source terms based on specifying the release of I-131. The Atmospheric Transport Model Evaluation Study report source term provided the needed detailed release information. Closed loop instability caused by excess phase lag induced by actuator rate limiting has been suspected in many pilot-induced oscillations (PIOs) and oscillatory departures from controlled flight. As part of the joint AFIT/TPS program, a longitudinal pilot command notch filter activated by a real-time oscillation verifier (ROVER) algorithm was developed to eliminate the PIO source for any developing, severe PIO. Closed loop computer simulations were conducted to prepare for the flight test. The Air Force has implemented various aircraft maintenance organizational structures. The implementation of the Objective Wing in the early 1990s was the latest occurrence of reorganization. This research looks at the effect of the type of aircraft maintenance organizational structure on aircraft maintenance performance. The type of organizational structure was defined by the functional centralization of the on-equipment maintenance. The ALS provides real-time maintenance information to ground maintenance crews, supply depots, and air planners to efficiently manage the availability of JSF aircraft. Forty years ago, the Office of the Secretary of Defense proposed using the Leontief input-output model to assess tradeoffs in the Department of Defense's (DoD) budget. We demonstrate that the Leontief input-output model can assess tradeoffs in the Air Force's budget. To increase one part of the Air Force's budget, we need to know the interrelationships between that budget area and the other areas. Scheduling an air campaign is time and labor intensive. Exacerbating the problem, combat planners use manual methods to accomplish much of this daunting but critical task. While some work has been done to automate the process, the approaches used generate schedules that must undergo major modifications before they are "flyable." Maintaining safe flight operations, military and civilian, in cold weather requires the use of de-icing fluids. Glycols, the primary component of de-icers, have been extensively studied. Water and additives such as corrosion inhibitors and other performance enhancing chemicals make up the remaining portion of de-icing fluids. Little research has been conducted on the additives, but several are suspected toxins to microorganisms, therefore the EPA regulates the disposal of spent de-icing fluids. Tolyltriazole, a corrosion inhibitor found in de-icing fluids, is a suspected human carcinogen. It is also known to be moderately toxic to microorganisms based on Microtox results. The purpose …

The goal of this research is to provide Air Force Weather with a methodology to automate statistical data analysis for the purpose of providing on-demand metrics. A data warehousing methodology is developed and applied to the weather metrics problem in order to present an option that will facilitate on-demand metrics. The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. The Aerospace Guidance and Metrology Center (AGMC) at Newark AFB was privatized in place as a result of the 1993 BRAC process. This was a first of a kind for the DoD repair depot system. The justification was too much excess depot capacity and by closing Newark the Air Force would rid itself of this excess capacity and obtain savings by privatizing the repair workload. During the 1990's the Air Force experienced severe declines in serviceable inventory levels and a rise in their TNMCS rates. Air Force predictions of TNMCS hours during this time period did not account for the upward trend in TNMCS rates. The Air Force uses a regression equation, consisting of possessed hours, flying hours, and sorties, to predict TNMCS hours. This research, through simple linear regression, found a significant relationship between serviceable inventory levels and TNMCS rates for 8 of the 10 aircraft studied.
