The purpose of this study was to evaluate whether Contractor Logistics Support (CLS) is a viable alternative to Combat Logistics Support Squadrons (CLSSs) for providing F-22 Aircraft Battle Damage Repair (ABDR). Legalities, practicalities, and cost-effectiveness were key ownership concerns. United States Code, Office of Management and Budget, Department of Defense (DoD), and United States Air Force (USAF) requirements were reviewed to address legal and policy issues and whether F-22 ABDR is military essential. The Army's Logistics Civil Augmentation Program (LOCCAP) award fee history was used to assess the potential performance of F-22 ABDR CLS personnel. F-117 ABDR team requirements and …

This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. The need for the study was precipitated by continued reductions in the military budget, consolidation of defense depots, and the reduction in the number of personnel stationed overseas. This is the third in a continuing IBPP series of articles about aviation terrorism. (See IBPP Vol. 1, Nos. 12 and 15 for the first two articles.) It was presented at the international conference entitled "Aviation Communication: A Multi-Cultural Forum" on April 9, 1997 at Embry-Riddle Aeronautical University, Prescott, Arizona. This article illustrates how five commonly accepted elements of aviation antiterrorism and counterterrorism policy usually perpetuate terrorism as opposed to attenuating it.

The purpose of this study was to evaluate the relationship of primary flight students' performance as it relates to personality. Previous research has provided the basis for the relationship between what an individual accomplishes and personality traits. The individual performance of 30 students were evaluated by two different techniques during an observer flight. One was an evaluation form developed by the researcher and the other, the flight instructor's (P.I.C.) evaluation. The performance data gathered by the researcher was collected in order to provide a secondary set of performance data in case there was no discriminability amongst the flight instructor's evaluation. …

The purpose of this study was to investigate the requirements necessary for data and voice communication via satellite, linking Embry-Riddle Aeronautical University (ERAU) and other flight training facilities. The proposed research was conducted following a descriptive method of collecting information, generating and analyzing data, and listing the results for the proposed link requirements. The current fiber-optic communications link at ERAU in Daytona Beach was presented to establish a general foundation of communications. The U.S. Navy/Marine Corps Class A flight/flight-related mishap rate has declined markedly since 1953. However, analysis of all Class A, B, and C naval aviation mishaps between January 1977 and December 1992 reveals that mishaps attributable to human factors have declined at a slower rate than those attributable to mechanical/environmental factors. Upon closer inspection of the data, marked differences were evident between single-piloted and dual-piloted aircraft. Global trends were primarily a function of single-piloted aircraft, particularly when phase of flight and time of day that a mishap occurred are considered. This research was conducted to determine how a Royal Australian Air Force technical maintenance publication could be transformed into a task oriented hypermedia application and to develop a model that could be used for future similar transformations. The model was developed following in-depth analysis of the existing USAF F-15E maintenance publication set and validation was conducted using a prototype developed in HyperWriter, a commercial hypermedia product. The prototype model was based around the performance of three maintenance tasks on an aircraft sub-subsystem and incorporated online user access to the necessary support data for task completion. Multidimensional Scaling Analysis Of Simulated Air Combat Maneuvering Performance Data, Donald J. Polzella, Gary B. Reid

This paper describes the decomposition of air combat maneuvering by means of multidimensional scaling (MDS). MDS analyses were applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The results of these analyses revealed that the performance of expert pilots is characterized by advantageous maneuverability and intelligent energy management. It is argued that MDS, unlike simpler metrics, permits the investigator to achieve greater insights into the underlying structure associated with performance of a complex task.

Multidimensional Scaling Analysis Of Simulated Air Combat Maneuvering Performance Data Ii: A Follow-On Study, Donald J. Polzella, Gary B. Reid

Multidimensional scaling (MDS) was applied to performance data obtained from expert and novice pilots during simulated air-to-air combat. The analyses revealed the principal performance dimensions to be TACTICAL POSITION (offensive versus defensive), TACTICS ("energy" versus "angle"), and TYPE OF MANEUVERING (low energy versus high energy). High-skilled combat performance was found to be dependent on the interaction between position advantage, intelligent management of kinetic and potential energies, and maneuverability.

This collection is composed “Cavalry Drill Regulations, United States Army” in 1911, and pilot’s log book. The log book was owned by Howard E. Emmons and contains approximately twenty pages of materials spanning from July to December of 1918, beginning in the U.S. School of Military Aeronautics at the Ohio State University and including flight activities at Carruthers Field in Fort Worth, Texas. The regulations book was owned by -Delos?- -C.?- Emmons. Also included in the collection is a 1919 letter from the Air Service Flying School certifying that Howard Emmons has 253 hours and 20 minutes of flying time …
