Atomic Offsets: Nuclear Policy Shifts For Arctic States In The Wake Of Moscow’S Special Military Operation, Molly Wise, Lillian Hussong

This article examines how Russia’s 2022 invasion of Ukraine has intensified nuclear reliance among Arctic states. Applying a new framework of “conventional-nuclear vulnerability,” it analyzes the nuclear policy shifts of Sweden, Finland, and Russia. The findings show that Finland and Sweden pursued NATO membership to secure nuclear guarantees, while Russia adopted riskier nuclear signaling and lowered thresholds for nuclear use. These developments highlight the growing centrality of nuclear deterrence in Arctic security, underscoring the challenges for U.S. and NATO policymakers in balancing assurance and deterrence in a volatile regional environment.

This study analyzes Russia’s evolving strategic culture to assess its implications for deterrence in the Arctic. It argues that Western deterrence frameworks insufficiently account for Russia’s integration of military, economic, informational, and political tools into a holistic strategy. Rooted in a siege mentality and aspirations for great power status, Russia perceives the Arctic as central to its security, economic modernization, and geopolitical influence. By situating Arctic policy within this cultural framework, the analysis highlights the need for U.S. and NATO practitioners to reassess assumptions and develop more culturally attuned deterrence strategies.

Natural gas (NG) diesel dual-fuel systems have emerged as a promising advancement in internal combustion engine (ICE) technology, offering significant potential for reducing emissions, while maintaining high fuel efficiency and performance standards. This review critically examines the combustion characteristics, operational performance, emissions mitigation potential, and the engineering challenges associated with engine modifications and fuel system compatibility. Furthermore, the role of dual-fuel technology within broader global climate change mitigation strategies is explored. Gasoline is the primary source of energy in combustion engines, despite some drawbacks, such as knocking inside the engine, incomplete combustion, and the production of high emissions. The main trend has been toward the use of chemical additives as improvers, including oxidizing additives and aromatic hydrocarbon compounds. Both additives have an effect on the combustion process. Oxidizing additives improve the combustion process inside the chamber by adding additional oxygen to the fuel, which helps accelerate flame propagation, such as ethanol and oleo-octane plus. The paper outlines the conceptual and preliminary design of a hybrid vertical takeoff and landing (VTOL) heavy lift unmanned aerial vehicle (UAV) for autonomous cargo transport missions. The primary design objective was to create an aircraft capable of carrying a 15 kg payload over a range of 33 km, achieving a top cruise speed of 45 km/h and maintaining an endurance capacity of at least 90 minutes.

This study investigates the aerodynamic effects of a bio-inspired airfoil design based on the microstructure of a secondary feather from a female wood duck. The research hypothesized that incorporating barbs and barbules into an airfoil design would modify boundary layer behavior by introducing localized flow disturbances. To test this, a bio-inspired airfoil was developed by integrating the microstructure into a NACA 0012 airfoil and analyzed using computational fluid dynamics (CFD) simulations at angles of attack of 0°, 5°, 10°, and 15°. One of the most promising uses of aerial applications by a sUAS is on small farms where traditional crewed aerial applicators were not practical due to the limited size of the operations. This controlled field test aimed to assess the feasibility and cost-effectiveness of using a sUAS spreading system compared to the traditional manual application of weed killer and fertilizer on cranberry bogs in Western Washington that were less than 10 acres. Investigations into aviation accidents aim to identify root causes and enhance safety. Despite advancements in safety measures, technology, and education, general aviation accident rates remain stable, with loss of control identified as the leading cause. Spatial disorientation is a significant contributing factor in these incidents, accounting for approximately 10% of general aviation accidents—90% of which are fatal. This article argues for the establishment of a space rescue professional (SRP) career field within the Department of Defense and the US Space Force. Predictive maintenance in aviation and aerospace applications is among the most explored problems in machine learning (ML) and artificial intelligence (AI), and datasets such as NASA’s C-MAPPS turbofan engine degradation simulation data have proven invaluable, helping researchers explore numerous questions on engine performance, maintenance, and failure. Understanding the past, present, and possible future of nuclear force structure and doctrine offers the policy maker a useful way to make sense of unfolding events and place them within a broader context. With China, Russia, and North Korea all posing a growing nuclear risk to the United States, a strong grasp on the available options for countering these threats is certainly important.
