Generative adversarial networks (GANs) have become very popular in recent years. GANs have proved to be successful in different computer vision tasks including image-translation, image super-resolution etc. In this paper, we have used GAN models for ship deck segmentation. We have used 2D scanned raster images of ship decks provided by US Navy Military Sealift Command (MSC) to extract necessary information including ship walls, objects etc. Our segmentation results will be helpful to get vector and 3D image of a ship that can be later used for maintenance of the ship. We applied the trained models to engineering documents provided …

Degrader Analysis For Diagnostic And Predictive Capabilities: A Demonstration Of Progress In Dod Cbm+ Initiatives, William Baker, Steven Nixon, Jeffrey Banks, Karl Reichard, Kaitlynn Castelle Jan 2020

Degrader Analysis For Diagnostic And Predictive Capabilities: A Demonstration Of Progress In Dod Cbm+ Initiatives, William Baker, Steven Nixon, Jeffrey Banks, Karl Reichard, Kaitlynn Castelle

This paper presents a modified reliability centered maintenance (RCM) methodology developed by The Applied Research Laboratory at The Pennsylvania State University (ARL Penn State) to meet challenges in decreasing life cycle sustainment costs for critical Naval assets. The focus of this paper is on the requirements for the development of the on-board Prognostics and Health Management (PHM) system with a discussion on the implementation progress for two systems: the high pressure air compressor (HPAC), and the advanced carbon dioxide removal unit (ACRU). Recent Department of Defense (DoD) guidance calls for implementing Condition Based Maintenance (CBM) as an alternative to traditional …

Leveraging Contracting Strategies With Private Shipyards For Increasing Naval Fleet Operational Availability, Kaitlynn M. Castelle, Joseph M. Bradley, Sanjeev Gupta Jan 2019

Leveraging Contracting Strategies With Private Shipyards For Increasing Naval Fleet Operational Availability, Kaitlynn M. Castelle, Joseph M. Bradley, Sanjeev Gupta

Engineering Management & Systems Engineering Faculty Publications

A major rethink of NAVSEA’s shipyard contracting strategy is required to support the critical need of improving our naval fleet availability. Operational Fleet material availability is reduced when various parts of the “NAVSEA production system” operate at cross-purposes. By increasing alignment between major players (i.e., NAVSEA and the private shipyards), major improvements in delivery performance, cost, and even throughput can be realized. Developing strategies and specific actions to do so is a rich field given the current state of the system. We take an analytical as well as evidence-based approach to propose strategies that can be successful given the peculiar …

An Analysis Of Factors Affecting The Effective Use Of Knowledge Management In Counter Improvised Explosive Device (C-Ied) Operations, Umit Gencer, Rafael E. Landaeta, Resit Unal, C. Ariel Pinto, Gokay Sursal Jan 2012

An Analysis Of Factors Affecting The Effective Use Of Knowledge Management In Counter Improvised Explosive Device (C-Ied) Operations, Umit Gencer, Rafael E. Landaeta, Resit Unal, C. Ariel Pinto, Gokay Sursal

Improvised Explosive Device (IED) is a weapon of choice and is likely to remain a major component of the Global War on Terrorism. It is critical that gaps in knowledge transfer are quickly addressed in order to more effectively equip personnel to counter IED (C-IED) threat. Therefore, the military must analyze the current Knowledge Management (KM) programs in C-IED arena in order to maximize transfer of knowledge derived from experience and skill to staffs and finally to commanders. This study investigates the factors that influence effective use of KM in C-IED operations in the military. The study suggests that effective …

Project-Risk Management And Decision Analysis In Maritime Maintenance And Repair, Michael C. Plumb, C. Ariel Pinto, Rafael Landaeta, Resit Unal, Thomas Murphy Jan 2012

Project-Risk Management And Decision Analysis In Maritime Maintenance And Repair, Michael C. Plumb, C. Ariel Pinto, Rafael Landaeta, Resit Unal, Thomas Murphy

The purpose of this paper is to provide insights regarding the implementation of using Project Risk Management (PRM) and Decision Analysis (DA) in managing projects for complex systems such as maritime vessels. The PRM approach apprehends many forms of risk both internal and external within a given project and assists the manager in determining the level of importance of each individual project phase and component to optimize project success. Ship Maintenance and Repair project decision-making requires that risk management and risk analysis techniques be applied in order to guide management in making better decisions to meet ship service life perspective. …
