Wildfire response depends on how quickly a detection reaches the people who act on it, and the slowest remaining step is often the link that carries an alert from a remote sensing platform to a satellite. This thesis models the latency of that link, the Air-to-Space uplink, for a wildfire-monitoring UAV that carries a Starlink terminal and sends an ALERT packet to a serving Low Earth Orbit satellite. The uplink is difficult to predict because both the UAV and the satellite move, and because the wildfire environment degrades the channel at the moment the data matters most.

Effective communication is a critical component of successful collaboration in group projects and team settings. However, systematically tracking and analyzing team communications can be challenging, especially in complex, multi-member teams such as those found in the aerospace industry. This paper explores an information-theoretic approach that leverages encoding techniques and graph theory to analyze communication networks within a university’s multi-year, student-led cubesat design project (Project COMET). This study evaluated the effectiveness of tactile cueing integrated into a pilot’s headset on pilot altitude control during simulated instrument conditions. Pilots typically rely on visual and auditory inputs to maintain situational awareness, but in high-workload or instrument meteorological conditions (IMC), these channels can become overloaded. One underutilized alternative for alerting is a tactile cueing apparatus. Using an X-Plane simulation of a Piper Archer equipped with a G-1000 avionics suite, 39 FAA-certified pilots flew two precision approaches. This dissertation advances the real-world implementation of the Well Optimized Linear Finder (WOLF) method for high-speed Atmospheric Turbulence Compensation (ATC). Atmospheric turbulence introduces phase aberrations into optical wavefronts and degrades image quality in terrestrial imaging systems. Traditional phase diversity methods are computationally intensive and poorly suited to real-time operation. The WOLF method addresses these limitations through a novel, point-wise formulation of the optical transfer function (OTF) as a structured autocorrelation of the generalized pupil function (GPF). This formulation enables the estimation of phase aberrations at individual spatial coordinates with distributed computational complexity.

Satellite constellation design must balance many factors that emerge from multiple sources, including environmental hazards and competing mission objectives. The dynamic nature of space systems makes the problem of ‘optimal’ satellite constellation design even more challenging. Restricting satellite constellation designs to predefined geometric frameworks can alleviate many challenges associated with the design problem; however, it raises an important question: which geometric framework performs best for each mission set? This research leverages simulations, metaheuristics, and mathematical programming techniques to address this question for missions focusing on Earth-observation of one or more regions.

Situational and space domain awareness in the space domain can no longer be confined to that which is found in geosynchronous orbit. International activities—commercial and military—and threats to the planet itself exist and are increasing across the entire Earth-Moon system. This reality requires a new taxonomy to accurately classify space domain awareness missions and better apply resources to and development of the same. This work presents such a taxonomy for the classification of space domain awareness regions.

Unmanned Aircraft Systems (UAS) can be useful tools for public safety agencies during crime or vehicle accident scene investigations if it can provide value to the resource-constrained agency. The speed of data collection, while minimizing first responder risk, while sustaining an acceptable level of accuracy and precision compared to other tools is where the agency may find value. During a recent homicide investigation in Florida, a UAS provided saved 81% in law enforcement labor hours with an acceptable level of accuracy compared to traditional methods. As technologies in the space exploration community are further developed, mission complexity and the associated risks have become greater. Dozens of complicated system interactions may result in unexpected, potentially dangerous emergent behaviors. Early efforts are underway by NASA to map potential system architectures (collections of systems which fulfill design requirements) for future human space exploration missions. In this paper at the beginning, we make a short history of the logics, from the classical Boolean logic to the most general logic of today neutrosophic logic. We define the general logic space and give the definition of the neutrosophic logic. Then we introduce the indeterminate models in information fusion, which are due either to the existence of some indeterminate elements in the fusion space or to some indeterminate masses.
The best approach for dealing with such models is the neutrosophic logic, which is part of neutrosophy. Neutrosophic logic is connected with neutrosophic set and neutrosophic probability and statistics.

California Polytechnic State University students designed, built, and certified ground support equipment for the Northrop Grumman Massive Heat Transfer Experiment. The Cal Poly design team built the 10000, 20000, and 30000 assemblies to meet Northrop Grumman requirements. The requirements included interface limitations, design load factors, delivery, and testing specifications. The design process consists of requirements generation, conceptual design, preliminary design, design reviews, manufacturing, and certification. The hardware was successfully completed and is used at the Johnson Space and Kennedy Space Center.

In this paper, we present a new 2-tuple linguistic representation model, i.e. Distribution Function Model (DFM), for combining imprecise qualitative information using fusion rules drawn from Dezert-Smarandache Theory (DSmT) framework. Such new approach allows to preserve the precision and efficiency of the combination of linguistic information in the case of either equidistant or unbalanced label model. Some basic operators on imprecise 2-tuple labels are presented together with their extensions for imprecise 2-tuple labels. The capability to rapidly deploy tactical satellites to meet a Joint Force Commander's immediate battlespace requirements is a well-documented joint capability need. Key U.S. strategic documentation cites the need for the capability to maintain persistent surveillance or an "unblinking eye" over battlespace and to rapidly reconstitute critical space capabilities to preserve situational awareness. This research uses multi-attribute utility theory (MAUT) to define a mathematical representation of a decision maker's utility associated with a satellite system. While developing the survey instrument, we focused on making it simpler to administer, primarily by eliminating the use of lottery questions. These simplifications enabled us to shorten our interview with the decision maker to under two hours for a rather complex model.

This study investigated Integrated Product Development (IPD) at the F-22 System Program Office (SPO). A literature review revealed the key IPD characteristics of organizational structure, communication, intense up-front planning, training, integrated management tools, and lessons learned. The research method was twenty-two personal interviews of SPO subjects selected from four IPD teams, the front office, and functional support divisions. Key findings included an emphasis on up-front planning to establish an organizational and contractual structure which empowered workers to develop their products. Also, constant communication with all other functions and teams was stressed while training was primarily done while transitioning to IPD. …

This research investigates the feasibility of developing responsive space systems through responsive launch operations with the Titan IV, the only expendable heavy-lift launch vehicle in the United States inventory. A definition for responsive launch has not been firmly established by Air Force Space Command for this launch vehicle. For benchmark purposes, this study uses the responsive launch definition contained in the proposal request for the Medium Launch Vehicle Ill: launch vehicle ignition within 60 days of mission need notification. The United States Air Force's Navstar Global Positioning System (GPS) provides high-accuracy space-based navigation and time distribution to suitably- equipped military and civilian users. The system consists of earth-orbiting satellites and a world-wide network of ground stations. A single operational control center, the GPS Master Control Station (MCS) monitors, maintains, and commands the GPS satellite constellation. The on-going deployment of the complete satellite constellation and recent changes in the operational crew structure may invalidate previously used planning and management paradigms. In this thesis, a means to perform spatial registration (gridding) of meteorological satellite data is developed. It is applicable to Automatic Picture Transmission (APT) data from the TIROS-N series polar-orbiting satellites operated by the National Oceanic and Atmospheric Administration (NOAA). This technique does not require the use of ground control points. Registration is accomplished using an advanced orbital model to precisely compute the satellite's location based on NORAD two-line element sets and the time of the image. This research had two goals: to continue the ongoing research at AFIT to determine the efficacy of the anticonvulsant drug phenytoin in combating the onset and progression of motion sickness; and to note whether or not there is a discernable similarity in the brains of the test subjects to indicate a common point of origin (epicenter) and propagation pattern of the effects of motion sickness in the brain. Eight male DOD personnel were used as subjects to complete twelve trials. Four subjects completed the phenytoin verses placebo double-blind crossover experiment. This research investigated the behavior of increasing the reliability of components in stochastic communication networks. A stochastic communication network is one in which the components, links and nodes, are not 100 percent reliable. In addition the reliability value, each component also has a capacity value that limits the flow through the component. The throughput in a stochastic communication network can be improved by increasing the capacity or the reliability of the individual components. Using concepts from multivariate utility theory, basic orbital mechanics, and information regarding operational and planned meteorological satellites, this thesis develops a meaningful MOE to support high-level decision making regarding the allocation, acquisition, and operational deployment of space meteorological satellite (METSAT) assets. Satellite meteorological systems were chosen because of the ready availability of pertinent unclassified data. However, the methodology presented may be applied to any type of space system.

Tactical reconnaissance is a much needed wartime asset, yet with the deactivation of all active-duty RF-4C squadrons world-wide there appears to be a gap in this country's war-fighting capability. This study proposes a system which utilizes a constellation of small tactical satellites and mobile ground receiving stations that can fulfill the tactical reconnaissance mission. A literature review gives background information on resolution variables, the RF-4C, space reconnaissance, and sensing technologies. After defining system requirements and constraints, a basic system concept is determined.
