In order to facilitate a significant overhaul of the civilian National Airspace System (NAS), the Federal Aviation Administration (FAA) has partnered with many federal agencies, such as the departments of Transportation (DOT), Defense (DoD), Homeland Security (DHS), and Commerce (DOC) and the National Aeronautics & Space Administration (NASA) through a consolidated Joint Planning and Development Office (JPDO) that was established by Congress in 2003 in the VISION 100 – Century of Aviation Reauthorization Act (JPDO, 2012). The JPDO has proposed replacing the old NAS structure of primarily ground-based navigation with robust satellite-enabled air traffic procedures and to supplement ground-based air …

As technology rapidly advances and our imagination is no longer fantasy but instead reality, the aviation community needs to concentrate on the harsh truth of airspace safety. In the situation of integrating unmanned aerial systems (UASs) into the National airspace, UASs outside of terminal areas would generally be permitted to fly their preferred routes, and self-separate, with minimal intervention from air traffic control. Unmanned aircraft are relied on now more than ever to save lives and support the troops in the recent Operation Enduring Freedom and Operation Iraqi Freedom. The demands for UAS capabilities are rapidly increasing in the civilian sector. However, UAS operations will not be carried out in the NAS until safety concerns are alleviated. The present study examines the effect of foreign accent interference with the ability to execute commands presented in speech format. The objective of this study was to demonstrate that a foreign accent influences performance. Participants were between 18 and 40 years of age. Half of the participants were native speakers of Spanish who began learning English as a second language via the classroom setting. The other half were native English-speaking with little or no exposure to the Spanish language. The Air Traffic Selection and Training (AT-SAT) test battery is the selection tool for applicants for Air Traffic Control Specialist (ATCS) positions within the Federal Aviation Administration (FAA) who have not previously been employed as an air traffic controller. AT-SAT is an aptitude test developed to predict the likelihood of successfully learning ATCS skills. Before operational use, however, concerns were raised about the low passing rate of incumbent (who are fully trained and certified) ATCS personnel (who participated in the initial research) and score differences between groups, which could result in adverse impact (possible unfair discrimination). The purpose of this study was to analyze the performance effects of gender and regional dialect on air traffic control statement recall. Sixty-one student volunteers participated in the experiment. Thirty-one participants held a pilot’s license and 30 participants had no flight experience. Each participant listened to one CD with 60 ATC statements each representing a male and female voice and New England, Southern, and General American dialect. Participants were asked to recall exactly what they heard. If the participant could not understand what they heard, they requested a repeat. The purpose of this study was to assess the opinions, beliefs, and perspectives of former air traffic controllers who were terminated from employment with the Federal Aviation Administration for participating in the Professional Air Traffic Controllers Organization (PATCO) strike of 1981. The study examines the perceptions of the former controllers to determine their feelings toward the justification for going on strike over 13 years ago. This is relevant in light of recent events including the lifting of the ban against rehiring PATCO controllers by the Clinton Administration.

The purpose of this study was to determine if the utilization of an experimental computer-based selection test battery would aid in the prediction of a candidate's performance when using an air traffic control computer-based simulation program. Each candidate completed the selection test battery, and then received air traffic control instruction using the air traffic control simulation program incorporated in the TRACON/Pro™ simulator system. The selection test battery results were correlated with the subsequent simulator scoring results.

The purpose of this study was to investigate the effect of automated and passive control on air traffic controller dynamic memory. The study consisted of two experiments, each involving a realistic ATC scenario for radar approach control with a mix of arriving and departing traffic. In Experiment I, the subjects performed manual control of the traffic while, in Experiment II, the scenario was highly automated and the subjects were tasked with only monitoring the situation. This study demonstrates that a computer-based instructional design format is appropriate for novice air traffic control (ATC) training. The computer presents the student with small amounts of information in tutorial and drill and practice sequences that necessitate student interactivity. The student is then periodically audit tested to ascertain mastery of the subject matter. The result of these mid-lesson evaluations serve as a self-check so that the student can assess his/her progress in the learning cycle. The purpose of this study was to show a relationship between the type of cognitive learning style that an individual possesses and their subsequent success at simulated air traffic control practical exercises. Kolb's Learning Style Inventory was utilized to determine dominant learning styles of 30 college students enrolled in a laboratory-based air traffic control course. The instrument was administered during the first day of classes in the Fall of 1990. Students were placed in one of four groups for statistical purposes according to learning style.
