Environmental managers must compare the potential impacts of waste products when deciding upon courses of action. The estimation and comparison of these impacts is a subjective process, and few methods of comprehensive, quantitative comparison of waste products currently exist. The intent of this study is to develop a decision methodology to evaluate the environmental impacts of waste products and to score them for comparison. The method will follow established system design principles and incorporate significant characteristics of the waste material. Scores derived to represent the environmental impacts of materials will then he analyzed employing statistical and probabilistic methods to assess …

Air Force Satellite Operations is undergoing major changes. Operators no longer receive detailed satellite training, instead they are taught basic fundamentals of satellite operations and expected to control multiple multimillion dollar satellites. The need is clear. An efficient and economical automated system is necessary to assist the satellite operator in his daily tasks of maintaining these DOD priority resources. The purpose of this research is to find the best weighting scheme in the SPADOC 4C Sensor Tasking Prototype. This software, known as the Prototype Tasker, assigns a tasking to each sensor of the Space Surveillance Network. A tasking is a list of objects in which the sensor needs to gather positional data, called observations. One of the inputs to the Prototype Tasker is a user-definable weighting scheme. The goal is to find the weighting scheme that produces the most efficient taskings. This problem was solved using a Simulated Annealing algorithm. The Air Force requires a methodology to assess alternative means for providing integrated space support data, collected from imagery space platforms, to enhance overall theater warfighting capability. This research examines imagery systems supporting the warning, surveillance, and weather missions, alternative concepts to integrate this imagery data, and models their influence on air-to-ground and limited ground-to-air combat in five potential theaters of operation. These theaters were Northeast Asia, Southeast Asia, Southeast Europe, the Caribbean, and Central America. This research uses multi-attribute utility theory (MAUT) to define a mathematical representation of a decision maker's utility associated with a satellite system. While developing the survey instrument, we focused on making it simpler to administer, primarily by eliminating the use of lottery questions. These simplifications enabled us to shorten our interview with the decision maker to under two hours for a rather complex model.

NORAD maintains and disseminates mean orbital elements on Earth-orbiting satellites in the form of Two-Line Element Sets (TLE). Five mathematical propagator models were developed for NORAD's use to predict the position and velocity using TLEs. This study investigated two approaches, Newton's method and direct iteration, to inverting this process by iterating to obtain NORAD-compatible mean orbital elements from a position and velocity state vector and the drag term. The Newton's iteration method was developed but not tested. The less computationally intensive direct iteration method was developed, coded in FORTRAN, and tested. This research identifies the assumptions and simplifications in the SPACECAST 2020 value model and assesses modifications. The model determines and prioritizes future space systems' utility toward controlling and exploiting space. This study shows that the assumption of using an additive utility function is valid. This research shows that the mission areas are mutually utility independent allowing the use of the multiplicative utility function. This research also uses the multilinear function, which requires utility independence implied in mutual utility independence. This study makes modifications to the 98 SPACECAST 2020 measure of merit scoring functions. These scoring functions all used the same …

This thesis focuses on the design, integration, and analysis of an amateur radio service mode B and mode JD satellite earth station. Preliminary designs were investigated to determine the optimum configuration for the earth station. Modern digital modems, cabling structures, an 80386-based computer system, satellite tracking software, transmission and reception antennas, preamplifiers, and sophisticated performance measurement technologies were integrated into a functioning earth station. Initially, component availability and station design dictated the selection and acquisition of the requisite station equipment, integration of the transmitter, receiver preamplifiers, antennas, and computer equipment followed. This study investigated Integrated Product Development (IPD) at the F-22 System Program Office (SPO). A literature review revealed the key IPD characteristics of organizational structure, communication, intense up-front planning, training, integrated management tools, and lessons learned. The research method was twenty-two personal interviews of SPO subjects selected from four IPD teams, the front office, and functional support divisions. Key findings included an emphasis on up-front planning to establish an organizational and contractual structure which empowered workers to develop their products. Also, constant communication with all other functions and teams was stressed while training was primarily done while transitioning to IPD. …

The United States Air Force's Navstar Global Positioning System (GPS) provides high-accuracy space-based navigation and time distribution to suitably- equipped military and civilian users. The system consists of earth-orbiting satellites and a world-wide network of ground stations. A single operational control center, the GPS Master Control Station (MCS) monitors, maintains, and commands the GPS satellite constellation. The on-going deployment of the complete satellite constellation and recent changes in the operational crew structure may invalidate previously used planning and management paradigms. This research investigates the feasibility of developing responsive space systems through responsive launch operations with the Titan IV, the only expendable heavy-lift launch vehicle in the United States inventory. A definition for responsive launch has not been firmly established by Air Force Space Command for this launch vehicle. For benchmark purposes, this study uses the responsive launch definition contained in the proposal request for the Medium Launch Vehicle Ill: launch vehicle ignition within 60 days of mission need notification. Titan IV launch processing at Cape Canaveral Air Force Station (CCAFS), Florida currently requires in excess of six months, rendering Titan …

Using concepts from multivariate utility theory, basic orbital mechanics, and information regarding operational and planned meteorological satellites, this thesis develops a meaningful MOE to support high-level decision making regarding the allocation, acquisition, and operational deployment of space meteorological satellite (METSAT) assets. Satellite meteorological systems were chosen because of the ready availability of pertinent unclassified data. However, the methodology presented may be applied to any type of space system.

Tactical reconnaissance is a much needed wartime asset, yet with the deactivation of all active-duty RF-4C squadrons world-wide there appears to be a gap in this country's war-fighting capability. This study proposes a system which utilizes a constellation of small tactical satellites and mobile ground receiving stations that can fulfill the tactical reconnaissance mission. A literature review gives background information on resolution variables, the RF-4C, space reconnaissance, and sensing technologies. After defining system requirements and constraints, a basic system concept is determined. In this thesis, a means to perform spatial registration (gridding) of meteorological satellite data is developed. It is applicable to Automatic Picture Transmission (APT) data from the TIROS-N series polar-orbiting satellites operated by the National Oceanic and Atmospheric Administration (NOAA). This technique does not require the use of ground control points. Registration is accomplished using an advanced orbital model to precisely compute the satellite's location based on NORAD two-line element sets and the time of the image. This research investigated the behavior of increasing the reliability of components in stochastic communication networks. A stochastic communication network is one in which the components, links and nodes, are not 100 percent reliable. In addition the reliability value, each component also has a capacity value that limits the flow through the component. The throughput in a stochastic communication network can be improved by increasing the capacity or the reliability of the individual components. This research had two goals: to continue the ongoing research at AFIT to determine the efficacy of the anticonvulsant drug phenytoin in combating the onset and progression of motion sickness; and to note whether or not there is a discernable similarity in the brains of the test subjects to indicate a common point of origin (epicenter) and propagation pattern of the effects of motion sickness in the brain. Eight male DOD personnel were used as subjects to complete twelve trials. Four subjects completed the phenytoin verses placebo double-blind crossover experiment.
