The DoDs maintenance structure codes maintainers to perform maintenance on specific airframes. Engineering Change Orders (ECO) are technical requirements changes to existing contracts. To account for the potential increase in contract costs stemming from ECOs, current acquisition practice is to estimate a dollar value to hold in management reserve (MR) in case of ECO occurrence. Estimators often rely on rules-of-thumb when developing these estimates. Specifically, estimators use a 10% rule-of-thumb for estimating MR contract costs in the Development life cycle phase and a 5% rule-of-thumb for contracts in the Production or O&S life cycle phase. Atmospheric Water Generators (AWG) extract water from the air using one of three available technologies: refrigeration, sorption, and fog harvesting. A refrigeration device works like a dehumidifier and works best in conditions above 60% relative humidity. A sorption device utilizes a desiccant to extract the water vapor from the air and works in very low humidity levels. A fog harvesting device utilizes a mesh to capture the water vapor from the air and requires 100% relative humidity. The persistence, fate, and transport of per- and poly-fluoroalkyl substances, which have been shown to have adverse effects on human health, have been previously studied in environmental media such as soils and groundwater. This study investigates concrete, a medium that is rarely studied but frequently present in instances where PFAS originating from AFFF releases and spills have occurred. Used heavily throughout aviation firefighting, AFFF poses environmental hazards due to the length of PFAS degradation and toxicological implications, thus its classification as a forever chemical. This research involves the analysis of standard parametric factors by decade within the development stage of acquisitions. Analysts use factors to develop budgets, create a baseline for measuring project progress, or as a crosscheck to the other estimating techniques. This research analyzed data from 408 1921s across seven decades and eight work breakdown structure (WBS) elements. It further analyzed these decades by commodity type, contract and contractor type, and service branch. Hurricane frequency and magnitude intensification are expected over the remainder of the twenty-first century. Uncertainty in future projections requires that coastal communities approach adaptation decisions with caution. Traditional approaches are costly and inflexible. Soft policy adaptations are largely unenforceable. Hard, natural adaptations have emerged as an opportunity to partially mitigate the growing risk of extreme flooding, without the large investments required for traditional approaches, where natural infrastructure already exists. This thesis describes the assessment and analysis performed to characterize the communication subsystem used for command and telemetry transmission in support of the Grissom-1 Mission (GM1). The GM1 is unique in that it represents the pathfinder for a standardized 6U bus that serves as the basis for future CubeSat missions to host a variety of technical and scientific payloads, as prioritized by the Department of Defense, requiring flight demonstration or access to the orbital environment. More recent technology has rendered composite materials (combining high-temperature polymers and fiber reinforcement) capable of withstanding the temperature and structural requirements to compete with conventional turbomachinery metals. This thesis aims to bridge the gap between traditional LEO/GEO architectures and the new cislunar orbit architectures with orbits higher than GEO but still within the Earth sphere of influence, called xGEO. This research effort first explores the feasibility of xGEO orbits by examining the errors that the two-body assumption builds over time. Metals such as tungsten, molybdenum, and rhenium have many advantages for different applications, especially when alloyed together. In this study, an additively manufactured alloy containing 70% molybdenum, 25% tungsten, and 5% rhenium (70Mo-25W-5Re) is tested for its strength, ductility, hardness, and porosity. Effects Of A Nitrogen And Hydrogen Build Atmosphere On The Properties Of Additively Manufactured Tungsten, Dana C. Madsen

Additively manufactured tungsten was printed in pure nitrogen, nitrogen-2.5% hydrogen, and nitrogen-5% hydrogen atmospheres as part of a 2^3 full factorial designed experiment and subjected to room temperature and high-temperature three-point-bend testing, chemical analysis, hardness testing, and microstructural imaging techniques. The pure nitrogen specimens exhibited the highest strength and ductility at both high temperature and room temperature. Chemical analysis showed a 2-8x reduction in compositional oxygen relative to unprocessed powder. Hardness values for all samples was between 306.8 and 361.5 HV1. It is proposed that adding hydrogen into the build atmosphere reduced the available energy density for tungsten melting by …

A new version of the Adaptive-Hybrid Redundancy (AHR) architecture was developed to be implemented and tested in hardware using Commercial-Off-The-Shelf (COTS) Field-Programmable Gate Arrays (FPGAs). The AHR architecture was developed to mitigate the effects that the Single Event Upset (SEU) and Single Event Transient (SET) radiation effects have on processors and was tested on a Microprocessor without Interlocked Pipeline Stages (MIPS) architecture. The goal of this work is to characterize a novel navigation method which uses carrier Doppler shift measurements from LEO satellites. An ever-growing reliance on the GNSS has coincided with an increase in ways it can be degraded or denied, whether naturally occurring or man-made. Nuclear reaction data are the heart of radiation transport calculations, models, and simulations. Unique approaches are required to improve the measurement capability for many reactions where data are inaccurate or do not exist. First, the newly developed Gamma Energy Neutron Energy Spectrometer for Inelastic Scattering (GENESIS) provides the ability to measure neutron inelastic scattering cross sections on different targets. An initial experiment measuring the 16O(n,n’��) reaction calculated the count rate from the second excited state using the full energy and escape peaks. Response of 2N2222 bipolar junction transistors to neutrons from a pulsed thermonuclear or pulsed fission source are researched. Measurements used for comparing performance included the base-collector junction current-voltage and capacitance-voltage characteristics and device gain degradation. Little change was detected in steady-state operation of the base-collector junction, but evidence in the dynamic and capacitance measurements establish effects based on environment. Experimental results are compared to literature results and parameters are explored using a device model simulation code.

Development of novel fast-curing plastic scintillators is highly advantageous due to their potential to be manufactured via 3D printing. Several formulations were developed that exhibit enhanced photon sensitivity, producing modest but discernible photopeaks at an incident gamma energy of 122 keV. The photon sensitivity is achieved via bismuth high-Z loading; however, this practice typically results in diminished light yields. Subsequent formulations, which varied the photoinitiator concentration and curing time, demonstrated successful curing with sufficient plastic hardness, reduced purple discoloration, reduced heat buildup during curing, and resulted in less cracking during the curing process, all of which were correlated with lower …

The United States Air Force manages an inventory of 396 KC-135 Stratotanker aircraft. With mission capability rates falling and total non-mission capability supply rates increasing, it is necessary to take a deeper look at recurrent failures. The study applies non-parametric and semi-parametric survival models to a dataset retrieved from LIMS-EV to look at the duration(s) until failure for the KC-135. Results of non-parametric models show cumulative failure rates increase as sorties or flight hours increase. In addition, semi-parametric models or Cox proportional hazards models with frailty confirm that locations or air bases are not associated with recurrent failures.

A computational toolset is presented and used in two examples that examined the interactions between structural materials and their extreme environments. A multi-cell Monte Carlo algorithm was developed to generate thermodynamically realistic solid-state alloy systems. These structures served as the foundation upon which surface slab models were generated. The tedious procedure of generating surface slab models from bulk structures was automated. In this work, we propose a method to generate random numbers for low-cost, low-power, resource-limited low data-rate microcontrollers using integrated CMOS photodiodes. The proposed method utilizes an integrated CMOS photodiode in the photovoltaic mode as the entropy source. The method is based on serially capturing analog values derived from the integrated CMOS photodiode. The entropy of these values increased by a custom algorithm.
