This document was a companion report to the North Monterey County Hydrogeologic Study, Volume I, dated October 1995. The document built from the technical understanding and problem identification developed in Volume I and focuses on key issues relative to developing a management plan for the water resources of the area. These included the interrelated policy, legal and financial issues that complicate the management of the resource. The purpose of the report was to provide an analysis of these issues towards the development of long-range management objectives.

As electromagnetic systems become more complex, the computational time and power required to solve these large problems will also increase. It is thus of practical interest to apply methods of interpolation and extrapolation to reduce the amount of data required for accurate computation. Two such approaches of the implementation of interpolation and extrapolation examined in this thesis are the Cauchy method and the Matrix Pencil method.

Identification of user state is of interest in a wide range of disciplines that fall under the umbrella of human machine interaction. Functional Near Infra-Red Spectroscopy (fNIRS) device is a relatively new device that enables inference of brain activity through non-invasively pulsing infra-red light into the brain. The fNIRS device is particularly useful as it has a better spatial resolution than the Electroencephalograph (EEG) device that is most commonly used in Human Computer Interaction studies under ecologically valid settings. One of the key enablers of the recent unprecedented success of machine learning is the adoption of very large models. Modern machine learning models typically consist of multiple cascaded layers such as deep neural networks, and at least millions to hundreds of millions of parameters (i.e., weights) for the entire model. Adobe is a traditional construction technique found in historic and new construction throughout the world, often in earthquake-prone regions. Adobe structures are particularly susceptible to seismic forces due to their substantial mass and low tensile capacity. In addition, adobe is affected negatively by moisture that may penetrate from the ground or through the plaster. This paper describes the preliminary findings of an experimental program to investigate the effect of higher water content in the lower part of the wall on the wall strength behaviour under lateral loading. An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression. "Marine intrusion has occurred in the 180-foot aquifer in recent years as a result of overdrafts." (Bulletin 52, 1946, p.27). The only overdrafts on groundwater in the Salinas Valley were in the East Side and Pressure Areas. In 2014, the California legislature for the first time took some steps to create a framework for regulating groundwater pumping in over-drafted basins by adopting the Sustainable Groundwater Management Act (SGMA), representing California's first statewide groundwater management planning program. SGMA called for local agencies to develop groundwater sustainability plans within the next five to seven years and then achieve sustainable levels of groundwater extraction by approximately 2040 to 2045. California's prior efforts to regulate groundwater extraction is discussed, as well as groundwater depletion.

A side channel is an observable attribute of program execution other than explicit communication, e.g., power usage, execution time, or page fault patterns. A side-channel attack occurs when a malicious adversary observes program secrets through a side channel. This dissertation introduces Covert C++, a library which uses template metaprogramming to superimpose a security-type system on top of C++’s existing type system. Covert C++ enforces an information-flow policy that prevents secret data from influencing program control flow and memory access patterns, thus obviating side-channel leaks. Limited understanding of ecological services provided to society by wetlands is another reason for the massive wetland loss in the past. The constant increase in the number of passenger trains has led to the fact that the semi-automatic blocking does not cope with the timely passing trains through the section. This article discusses the carrying capacity of railway section "N-B". The reserve capacity of this section is practically absent, the removal rate of passenger trains increases, which negatively affects the work of the entire railway section. Disposable and required carrying debility is determined. The method of increasing the capacity is chosen for each line depending on the given dimensions of movement, local conditions and technical and economic efficiency of different options.

This thesis introduces a new methodology for robust form parameter design of complex hull form geometry via constraint programming, automatic differentiation, interval arithmetic, and truncated hierarchical B- splines. To date, there has been no clearly stated methodology for assuring consistency of general (equality and inequality) constraints across an entire geometric form parameter ship hull design space. In contrast, the method to be given here can be used to produce guaranteed narrowing of the design space, such that infeasible portions are eliminated. Furthermore, we can guarantee that any set of form parameters generated by our method will be self consistent. It …

This thesis is concerned with the design and analysis of Switched Reluctance Motor (SRM) and its improved structure Double Stator Switched Reluctance Motor (DSSRM). Three configurations of SRM viz. Inner Stator, Outer stator and Double Stator are designed and simulated in ANSYS Maxwell Suite. Design parameters are chosen by aiming optimum performance of motor after literature review and analytical study of the motor. To combat the rapid degradation of the Louisiana coast, the Louisiana Coastal Protection and Restoration Authority has planned strategic land building initiatives throughout the Louisiana Gulf coast, including beach nourishment and marsh creation projects. It is commonly agreed that the state lacks sufficient renewable sediment resources to maintain the planned CPRA land building program. However, Louisiana, the state that commonly ranks last in state recycling percentage, recycles an estimated 0.6% of the waste glass consumed in the state. Glass is predominantly silica sand. In order to systematically study the rutting resistance performance of High-Modulus Asphalt Concrete (HMAC) pavements, a finite element method model of HMAC pavement was established using ABAQUS software. Based on the viscoelasticity theory of asphalt, the stress and deformation distribution characteristics of HMAC pavement were studied and compared to conventional asphalt pavement under moving loads. Then, the pavement temperature field model was established to study the temperature variation and the thermal stress in HMAC pavement. Finally, under the condition of continuous temperature variation, the creep behavior and permanent deformation of HMAC pavement were investigated. The results showed that under the …

The intent of this report was to summarize existing written histories of the site and to document the existing conditions of the physical and cultural landscape at the Mission, This report focused on the viewshed and overall physical and cultural landscape of Mission San Antonio de Padua and its surroundings. There are no drawings of the site included in this documentation nor was the precise location and species of each plant type within the study area have not been documented or recorded. The study area encompasses approximately 650 acres.

The California Department of Water Resources (DWR) and the State Water Resources Control Board (SWRCB) are encouraging local and regional water management planners to establish integrated regional water management plans through the collaboration of planning efforts and project coordination. The intent is to encourage planners to implement projects focused on meeting multiple water resources needs on a regional basis.
