How Do The Social Benefits And Costs Of The Patent System Stack Up In Pharmaceuticals?, Daniel J. Gifford

This paper explores the workings of the patent system in the context of the generation of new pharmaceutical products. First it identifies the relevant characteristics of the patent system and its relation to the market. The paper concedes that, in general, the patent system is probably the best way of generating new technology, in substantial part because that system uses the market to provide both incentives and rewards. The paper also identifies downsides of this patent/market system: deadweight loss and the unresponsiveness of that patent/market system to the needs of the poor. News Release – LOGAN, UTAH, Oct. 3, 2016 – The state’s biggest hackathon returns Oct. 7-8 to Utah State University. Participants will spend 36 hours creating software and hardware applications, learning new technologies and networking with recruiters from Utah companies.

About 400 students from USU, University of Utah, Brigham Young University, Weber State University and Dixie State University are expected to attend. The intercollegiate event is open to any college student interested in computer science, programming and technology.

Analysis of individual cells at the subcellular level is important for understanding diseases and accelerating drug discovery. Nanoscale endoscopes allow minimally invasive probing of individual cell interiors. Several such instruments have been presented previously, but they are either too complex to fabricate or require sophisticated external detectors because of low signal collection efficiency. Here we present a nanoendoscope that can locally excite fluorescence in labelled cell organelles and collect the emitted signal for spectral analysis. Finite Difference Time Domain (FDTD) simulations have shown that with an optimized nanoendoscope taper profile, the light emission and collection was localized within ~100 nm. …

Schottky barrier radiation detectors were fabricated on 12 μm n-type 4H-SiC epitaxial layers grown on a 4° off-axis highly doped 4H-SiC substrate (0001). Schottky barrier junction properties were characterized through current-voltage (I-V) and capacitance-voltage (C-V) measurements. A diode ideality factor of 1.29 and Schottky barrier height of 1.10 eV were determined from the forward I-V characteristics using a thermionic emission model. A built-in potential of 1.91 V and effective carrier concentration of 1.03 x 1015 cm-3 was calculated from a Mott-Schottky plot of the C-V measurements. The Direct Strength Method (DSM) of cold-formed steel member design employs local, distortional, and global cross-section elastic buckling analysis with empirically derived “direct” expressions to predict member strength. DSM is an accepted design method in national design specifications (e.g., AISI-S100-16) and enables a unified, robust, and flexible design approach. However, for beam-columns DSM in current design specifications employs simplified linear interaction expressions based on combining the isolated axial and bending elastic buckling and strength response. Licensing offshore oil and gas reserves in the United States waters are overseen by the U.S. Department of the Interior’s Bureau of Safety and Enforcement (BSEE). The licensing application includes planning for any worst-case oil spill scenario between BSEE and the applicant based on lessons learned from historic offshore spills such as the Deepwater Horizon (2010), Exxon Valdez (1989), and the Union Oil Platform Blowout (1969). The process for planning to respond to oil spills involves coordination with multiple agencies, trustees, and stakeholders to ensure that oil spill responses consider multiple factors, including ecologically sensitive species, commercial transportation and fisheries, …

This study explores the relationship between chemical surface treatments on the interior of glass tubes and their resistance to fluid flow. By treating the interior of the tubes with functional silanes we can decrease or increase the interaction of the tube walls with the fluid column, which translates to changes in fluid column height for a given pressure differential. Resistance to fluid flow is quantified by using the tubes as integral parts of a barometric pressure column and measuring the changes in column height as the fluid is pulled into the tube by a set pressure differential. Abstract: Serpentine soils are formed from ultramafic rocks and are represent an extreme environment for plants. Serpentine soils are unique in that they carry high concentrations of heavy metals, are nutrient deficient, particularly in calcium, and have poor water retention capabilities. Although these soils constitute harsh conditions for plant growth, there are a number of species that are adapted and even endemic to serpentine soil. Water retention by commercial potting mix was compared with serpentine soil. Also, serpentine adapted and non-adapted species were grown in both soil treatments and physiological data were collected. The Stratospheric Observatory for Infrared Astronomy (SOFIA) conducts research on a modified Boeing 747sp aircraft. By using a variety of infrared science instruments mounted on a 2.7 meter telescope, researchers can make discoveries about the galactic center, star formation, and various topics associated with a deeper understanding of our universe. To efficiently collect data through the SOFIA instruments, the instruments must be tested and prepared prior to being placed on the aircraft. Therefore, with the use of the Telescope Assembly Alignment Simulator (TAAS), researchers can design and construct improvements needed for these instruments to efficiently perform while in flight. Anthropogenic climate change amounts to a rapidly approaching, “new” stressor in the Sacramento–San Joaquin Delta system. In response to California’s extreme natural hydroclimatic variability, complex water-management systems have been developed, even as the Delta’s natural ecosystems have been largely devastated. Climate change is projected to challenge these management and ecological systems in different ways that are characterized by different levels of uncertainty. For example, there is high certainty that climate will warm by about 2°C more (than late-20th-century averages) by mid-century and about 4°C by end of century, if greenhouse-gas emissions continue their current rates of acceleration. The objective of this study was to undertake a comprehensive long-term biocompatibility and imaging assessment of a new intrinsically radiopaque bead (LC Bead LUMI™) for use in transarterial embolization. The sterilized device and its extracts were subjected to the raft of ISO10993 biocompatibility tests that demonstrated safety with respect to cytotoxicity, mutagenicity, blood contact, irritation, sensitization, systemic toxicity and tissue reaction. Intra-arterial administration was performed in a swine model of hepatic arterial embolization in which 0.22–1 mL of sedimented bead volume was administered to the targeted lobe(s) of the liver. Additive manufacturing has spread widely over the past decade, especially with the availability of home 3D printers. In the future, many items may be manufactured at home, which raises two ethical issues. First, there are questions of safety. Our current safety regulations depend on centralized manufacturing assumptions they will be difficult to enforce on this new model of manufacturing. Using current US law as an example, I argue that consumers are not capable of fully assessing all relevant risks and thus continue to require protection any regulation will likely apply to plans, however, not physical objects. The prevention of social anxiety, performance anxiety, and social phobia via the combination of two generic drugs, diphenoxylate HC1 (opioid) plus atropine sulfate (anticholinergic) and propranolol HCl (beta blocker) was evaluated in mice through behavioral studies. A patent published on a September 8, 2011 by Benjamin D. Holly, US 2011/0218215 Al, prompted the research. The drug combination of diphenoxylate and atropine plus propranolol could be an immediate treatment for patients suffering from acute phobic and social anxiety disorders. In 2006, the Office of Public Works (OPW) began the National Catchment-based Flood Risk Assessment and Management (CFRAM) Programme through a series of pilot studies. A Multi-Criteria Analysis (MCA) Framework was developed through the pilot studies that integrated a number of objectives related to a wide range of potential impacts and benefits into the core of process of appraising and selecting suitable flood risk management measures for a given area or location, and then for prioritising national investments for different schemes and projects.
