The purpose of this Memorandum of Understanding (MOU) is to detail the responsibilities of the U.S. Department of Transportation (DOT), the U.S. Department of Energy (DOE), and the National Institute of Standards and Technology (NIST) (together, " the Participating Agencies") in a program of research, development, demonstration, and standardization to ensure the integrity of pipeline facilities. This MOU identifies program elements, as well as specific areas of agency expertise, and establishes a framework for coordination and collaboration by the Participating Agencies.

The natural gas pipeline industry routinely checks their pipeline right-of-ways to ensure that leaks are detected. Pipeline companies use various processes to detect signs of leaking pipes, including using vehicles or low-flying aircraft. The leak detection methods range from directly sensing the gas to looking for indirect signs of leakage. The U.S. Department of Energy (DOE) and the U.S. Department of Transportation’s Office of Pipeline Safety (OPS) have provided funding to several commercial companies and research laboratories to develop advanced remote sensor systems to provide high quality, cost-effective leak detection information. Evaluation of population-level impacts is critical to credible ecological risk assessments. In this study, a predictive model was developed to translate changes in fecundity of the fathead minnow (Pimephales promelas) in a short-term laboratory toxicity test to alterations in population growth rate. The model uniquely combines a Leslie population projection matrix and the logistic equation. Application of the model requires only a life table for the organism of interest, a measure of carrying capacity for the given population, and an estimation of the effect of a stressor on vital rates. Due to the importance of clay minerals in metal sorption, many studies have attempted to derive mechanistic models that describe adsorption processes. These models often include several different types of adsorption sites, including permanent charge sites and silanol and aluminol functional groups on the edges of clay minerals. To provide a basis for development of adsorption models it is critical that molecular-level studies be done to characterize sorption processes. Sediments from a high-level nuclear waste plume were collected as part of investigations to evaluate the potential fate and migration of contaminants in the subsurface. The plume originated from a leak that occurred in 1962 from a waste tank consisting of high concentrations of alkali, nitrate, aluminate, Cr(VI), 137Cs, and 99Tc. Investigations were initiated to determine the distribution of viable microorganisms in the vadose sediment samples, probe the phylogeny of cultivated and uncultivated members, and evaluate the ability of the cultivated organisms to survive acute doses of ionizing radiation. Matrix Isolation Infrared Spectroscopic And Theoretical Study Of The Interaction Of Water With Dimethyl Methylphosphonate, Bruce S. Ault, Alex Balboa, David Tevault, Margaret Hurley

Matrix isolation infrared spectroscopy has been combined with theoretical calculations for the characterization of the 1:1 hydrogen-bonded complex between H2O and dimethyl methylphosphonate (DMMP). The symmetric O-H stretching mode was observed to shift 203 cm-1 to lower energy upon hydrogen bond formation, while a 32 cm-1 blue shift was noted for the H-O-H bending mode of the H2O subunit in the complex. These values compare extremely well with the (unscaled) shifts of -203 and +32 cm-1, respectively, that were calculated theoretically at the MP2/6-31+G** level. In this paper, we develop a finite-deformation model for cell membranes with a view toward characterizing the local mechanical response of membranes in atomic force microscope (AFM) experiments. The membrane is modeled as a 2-D fluid continuum endowed with bending resistance. The general theory is used to obtain equations that describe axisymmetric equilibrium states. The membrane is assumed to enclose a fluid medium, which transmits hydrostatic pressure to the membrane, and a point load is applied at the pole to simulate an AFM probe. Carbon 1s ionization energies have been measured for 12 halomethanes. These together with earlier measurements provide 27 compounds for investigating the relationship between core-ionization energies and the electronegativity and hardness of the halogens. The ionization energies correlate nearly linearly with the sum of the electronegativities of the halogens attached to the central carbon. Both electronegativity and hardness play important roles in determining the ionization energy, and it is found that the linear relationship between ionization energy and electronegativity arises from an interplay of the electronegativity and hardness of the halogens and the length and ionicity of the carbon-halogen bond.

In situ characterization of colloidal particles under hydrous conditions is one of the key requirements for understanding their state of aggregation and impact on the transport of pollutants in aqueous environments. Scanning transmission X-ray microscopy (STXM) is one of the few techniques that can satisfy this need by providing element- and chemical-state-specific 2-D maps at a spatial resolution better than 50nmusing soft X-rays from synchrotron radiation wiggler or undulator sources tuned to the absorption edges of different elements. Solid solution Pb1-xBaxTiO3, with particular emphasis on Pb0.5Ba0.5TiO3, was prepared
using a sol-gel process incorporating lead acetate trihydrate, barium acetate, and
titanium isopropoxide as precursors, acetylacetone (2,4 pentanedione) as a chelating
agent, and ethylene glycol as a solvent. The synthesis procedure was optimized by
systematically varying acetylacetone: Ti and H2O:Ti molar ratios and calcination
temperature. The resulting effects on sol and powder properties were studied using
thermogravimetric analysis/differential scanning calorimetry, Fourier transform infrared
spectroscopy, Brunauer-Emmett-Teller analysis, and x-ray diffraction (XRD).
Crystallization of the perovskite structure occurred at a temperature as low as 450 °C.

Many sensor network applications require sensors’ locations to function correctly. Despite the recent advances, location discovery for sensor networks in hostile environments has been mostly overlooked. Most of the existing localization protocols for sensor networks are vulnerable in hostile environments. The security of location discovery can certainly be enhanced by authentication. However, the possible node compromises and the fact that location determination uses certain physical features (e.g., received signal strength) of radio signals make authentication not as effective as in traditional security applications. An all-composite, smart bridge design for shortspan applications is described. The bridge dimensions are 9.14-m (30-ft.) long and 2.74-m (9-ft.) wide. A modular construction based on assemblies of pultruded fiber-reinforced-polymer (FRP) composite tubes is used to meet American Association of State Highway and Transportation Officials (AASHTO) H20 highway load ratings. The hollow tubes are 76 mm (3 in.) square and are made of carbon/vinyl-ester and glass/vinyl-ester. An extensive experimental study was carried out to obtain and compare properties (stiffness, strength, and failure modes) for a quarter portion of the full-sized bridge. Using a distributed parameter model for beaver population that accounts for their spatial and temporal behavior, an optimal control for a desired distribution of the animals is presented. Adaptive critic (AC) neural network solutions to optimal control designs using dynamic programming has reduced the need of complex computations and storage requirements that typical dynamic programming requires. In this paper, a "single network adaptive critic" (SNAC) is presented. This approach is applicable to a class of nonlinear systems where the optimal control (stationary) equation is explicitly solvable for control in terms of state and costate variables. The SNAC architecture offers three potential advantages; a simpler architecture, significant savings of computational load and reduction in approximation errors. Overland flow from cropland areas often contains nutrients and residue materials can either contribute to runoff nutrient load through leaching or remove nutrients by sorption. Measurements were made of leaching and sorption of nitrogen and phosphorus from corn (Zea mays L.), soybean (Glycine max (L.) Merr.) and winter wheat (Triticum aestivum L. cv. A modulated electron beam generated plasma has been used to dry etch standard photoresist materials and silicon. Oxygen–argon mixtures were used to etch organic resist material and sulfur hexafluoride mixed with argon or oxygen was used for the silicon etching. Etch rates and anisotropy were determined with respect to gas compositions, incident ion energy (from an applied rf bias) and plasma duty factor. For 1818 negative resist and i-line resists the removal rate increased nearly linearly with ion energy (up to 220 nm/min at 100 eV), with reasonable anisotropic pattern transfer above 50 eV. The total ion flux and nitriding rate for stainless steel specimens exposed to a modulated electron beam generated argon-nitrogen plasma were measured as a function of distance from the electron beam axis. The total ion flux decreased linearly with distance, but the nitriding rate increased under certain conditions, contrary to other ion flux/nitriding rate comparisons published in the literature. Variation in ion flux composition with distance was explored with a mass spectrometer and energy analyzer as a possible explanation for the anomalous nitriding rate response to ion flux magnitude. Novel constructions of empirical controllability and observability gramians for nonlinear systems for subsequent use in a balanced truncation style of model reduction are proposed. The new gramians are based on a generalisation of the fundamental solution for a Linear Time-Varying system. Relationships between the given gramians for nonlinear systems and the standard gramians for both Linear Time-Invariant and Linear Time-Varying systems are established as well as relationships to prior constructions proposed for empirical gramians. Application of the new gramians is illustrated through a sample test-system.
