We have investigated the effect of changes in solution chemistry on the nature of uranyl sorption complexes on montmorillonite (SAz-1) at different surface coverages (1.43–53.6 µmol/g). Uranyl uptake onto SAz-1 between pH 3 and 7 was determined in both titration and batch-mode experiments. These pH values result in solutions that contain a range of monomeric and oligomeric aqueous uranyl species. Continuous-wave and timeresolved emission spectroscopies were used to investigate the nature of U(VI) sorbed to SAz-1. A discrete set of uranyl surface complexes has been identified over a wide range of pH values at these low to moderate coverages. For …

The carbon 1s photoelectron spectrum of ethane, C2H6, has been measured at a photon energy of 329 eV and an instrumental resolution of 70 meV. The spectrum shows a rich vibrational structure which is resolved using least-squares fits to the data. Only C-H stretching and CCH bending modes contribute significantly to the spectrum. The lack of excitation of the C-C stretching mode is explained in terms of changes in hybridization at the spectator carbon. On The Effectiveness Of State Anti-Corporate Farming Laws In The United States, Rick Welsh, Chantal Line Carpentier, Bryan Hubbell

Structural changes in US agriculture toward a more corporate-oriented and vertically aligned system have focused attention on the relative efficacy of the anti-corporate farming laws of nine Midwestern states. Using state-level data from a survey of agricultural lawyers and the U.S. Census of Agriculture, we find that the restrictiveness of the laws vary among states, and the relative restrictiveness of the laws have changed over time. Also, strengthening a law tends to limit acreage under non-family corporate ownership arrangements.

Cost estimates are frequently developed to evaluate hazardous-waste-site cleanup options in support of a site investigation, remedy selection decision, or assessment of environmental liabilities. The accuracy of the cost estimate depends largely on the quality of the information available at the time it is prepared. It includes information on how to document assumptions, use the latest technical resources, and perform basic adjustments to account for uncertainty and the time value of money. Task specific uncertainty is the measurement uncertainty associated with the measurement of a specific feature using a specific measurement plan. This paper surveys techniques developed to model and estimate task specific uncertainty for coordinate measuring systems, primarily coordinate measuring machines using contacting probes. One of the most effective options to stabilize landslides is to reduce the amount of water they contain by installing horizontal drains. A new type of horizontal drain material, geosynthetic wick drains, and a new installation method, driving drains rather than drilling them, were evaluated. Horizontal wick drains offer several advantages over conventional horizontal drains: They resist clogging, are inexpensive, may be deformed without rupture, and may be installed by unskilled laborers with a minimal investment in equipment. More than 100 drains were installed at eight sites in Missouri, Colorado, and Indiana using bulldozers, backhoes, and standard wick drain-driving cranes. …

Construction Of A Derivative Of Agrobacterium Tumefaciens C58 That Does Not Mutate To Tetracycline Resistance, Zhao-Qing Luo, Thomas E. Clemente, Stephen K. Farrand

Agrobacterium tumefaciens C58 mutates to tetracycline resistance at high frequency, complicating the use of many broad-host-range cloning and binary vectors that code for resistance to this antibiotic as the selection marker. Such mutations are associated with a resistant gene unit, tetC58, that is present in the genome of this strain. By deleting the tetC58 locus, we constructed NTL4, a derivative of C58 that no longer mutates to tetracycline resistance. The deletion had no detectable effect on genetic or physiological traits of NTL4 or on the ability of this strain to transform plants.

The seismic effectiveness of metallic dampers as vibration isolators and energy dissipation devices as well as the dynamic performance of high rocker bearings are investigated experimentally. The scope of the study includes optimizing the metallic dampers for maximum dissipation of energy, characterizing full-scale metallic dampers, and understanding the seismic behavior of a small-scale bridge with dampers. Three full-scale dampers, two of straight and one of linearly tapered rods, were fabricated and tested under a progressive cyclic load. Test results consistently show that the tangential stiffness of the metallic dampers does not degrade significantly as the number of loading cycles increases …

Slips and falls, and even the fear of failing, can represent a major medical and functional deterrent to living independently, especially among the elderly population. Various groups of elders are at known risk for falling including, but not limited to, those with vestibular dysfunction, those with low visual acuity including visual neuropathies, and those with peripheral neuropathies. This paper proposes an alternate approach to fully transparent and fully opaque optical networks for operating a wavelength routed optical network. In this paper, the architecture of the regeneration node that performs sparse regeneration (or translucency) is discussed. The regeneration demands generated from call blocking and signal quality requirements are addressed. Two implementation strategies for incorporating sparse regeneration are introduced and their relative merits are studied.

To help designers and authors understand users' intentions and work practices for synchronous business communications in a systematic way, we used ethnographic and task-analytic techniques to collect, analyze and classify evidence of the activities of potential users as they conducted their work lives. The interactions we observed among our users took place through a variety of modalities. We found eight categories of tasks for the collaborative or interactive work in which our subjects engaged. [Executive Summary] This study examined the feasibility of the next generation of forward sensing turbulence systems for the Part 121 market segment: Enhanced X band radar, LIDAR, and a product that combines these first two technologies. Highlights of the findings include:

  • On an annual basis, Part 121 carriers experience at least 567.8 turbulence related injury events that result in 687 minor flight attendant injuries, 38.4 serious flight attendant injuries, 119.5 minor passenger injuries, and 17.1 serious passenger injuries.
  • The expected cost of turbulence injuries to airlines is $164,286 for a serious flight attendant injury, $25,000 for a minor flight attendant …

A packet scheduler is an operating system component that controls the allocation of network interface bandwidth to outgoing network flows. By deciding which packet to send next, packet schedulers not only determine how bandwidth is shared among flows, but also play a key role in determining the rate and timing behavior of individual flows. Scanning a high contrast image in bilevel mode results in image degradation. This is caused by two primary effects: blurring and thresholding. This paper expands on a method of estimating a joint distortion parameter, called the edge spread, from a star sector test chart in order to calculate the values of the point spread function width and binarization threshold. This theory is also described for variations in the source pattern which can represent degradations caused by repetition of the bilevel process as would be seen in printing then scanning, or in repeated photocopying. Quantum-dot cellular automata are one of several new device architectures whose operation is based on local interactions, much like cellular automata. We have implemented several rule sets for a cellular automaton that could be used to model the behavior of quantum-dot cellular automata and used them to test most of the wire and gate configurations proposed for these devices. Arrangements of cells for which any particular cell has neighbors which are not adjacent to each other generally behave as expected. Volume gratings were studied both theoretically and experimentally in order to design and analyze practical volume holographic optical elements. The diffraction of finite (Gaussian) beams by transmission gratings is investigated. A closed form solution for the off-Bragg profiles is obtained, and the distortion in the resulting profiles is analyzed. Criteria for when the finiteness of the beam has a minimal effect on the angular selectivity response are given. The design of optimal neurocontrollers that replace the conventional automatic voltage regulators for excitation control of turbogenerators in a multimachine power system is presented in this paper. The neurocontroller design is based on dual heuristic programming (DHP), a powerful adaptive critic technique. The feedback variables are completely based on local measurements from the generators. Simulations on a three-machine power system demonstrate that DHP based neurocontrol is much more effective than the conventional PID control for improving dynamic performance and stability of the power grid under small and large disturbances. Traditionally, fed-batch biochemical process optimization and control uses complicated off-line optimizers, with no online model adaptation or re-optimization. This study demonstrates the applicability of a class of adaptive critic designs for online re-optimization and control of an aerobic fed-batch fermentor. Specifically, the performance of an entire class of adaptive critic designs, viz., heuristic dynamic programming, dual heuristic programming and generalized dual heuristic programming, was demonstrated to be superior to that of a heuristic random optimizer, on optimization of a fed-batch fermentor operation producing monoclonal antibodies

Tubes of aluminum and copper filled with C-4 high-explosive were tested during this study of the effects of explosive flaws and voids, their sizes and locations, and of the effects of armature machining tolerances on the expansion characteristics of armatures within helical flux-compression generators. Flaws and voids were introduced into the explosive fill of 6061-T6 aluminum armatures during assembly. The defects were located along the major axis of the fill, midway between the major axis and the explosive/armature interface, and at the interface. The ratio spectrum (RS) is a novel method for signal analysis that has been successfully demonstrated for speech recognition and coding applications. In this paper, an improved RS circuit with an adaptive tenth-order Butterworth low-pass filter has been designed. We also present the first convergence analysis of the ratio spectrum. We derive linearized convergence expressions for the RS and compare the theoretical predictions to circuit simulations. © 2001 IEEE.

Presents a novel approach to sharing electronic health-care records that leverages the Internet and the World Wide Web, developed as part of two European Commission-funded projects, Synapses and SynEx. The approach provides an integrated view of patient data from heterogeneous, distributed information systems and presents it to users electronically. Synapses and SynEx illustrate a generic approach in applying Internet technologies for viewing shared records, integrated with existing health computing environments. A unified power quality conditioner (UPQC) is proposed in this paper. It protects the consumer at the load end from supply voltage sag, and provides unity power factor condition at the utility for different values of load power factor. A PC-based closed loop control scheme is proposed and experimental investigation is carried out in the laboratory. Selected experimental results are reported along with control circuit and phasor diagram to validate the proposition.

A bicycle braking system for permitting controlled rotation and continuous power to the wheels of a bicycle during braking of the bicycle to enhance control of the bicycle during braking includes a cylindrical brake pad that is spring loaded within angled slots in a casing. The brake pad is positioned proximate the rim of a wheel and a cable assembly is coupled to the brake pad for urging the brake pad towards an end of the angled slots and against the rim of the wheel to slow rotation of the wheel.
