tunable mid-infrared CO2 laser reflectance sensor operating in the 9-11 pm wavelength range has been developed and field-tested at the University of Nebraska. This system is capable of gathering reflectance data at various wavelengths, incidence angles and linear polarization combinations. Preliminary measurements of various natural and artificial targets such as soil, coniferous and deciduous trees, concrete and brick building material at distances of up to 100 m demonstrate the potential of this system to characterize the mid-infrared reflectance of terrain features for remote sensing applications. The location of the proposed maintenance construction project discussed in this document is located between Gavins Point Dam, South Dakota and Ponca, Nebraska, at specific locations as listed in the accompanying plans and specifications.
The proposed construction consists only of maintaining those structures that can reasonably be repaired to alleviate erosion problems for the purpose of maintaining the structural integrity of the existing structures. Any structure that is beyond repair would not be reconstructed, since it would no longer qualify as maintenance. A Simplified Method For The Bilinear S-Z Transformation, Dan M. Scott

A new technique for performing the bilinear transformation of polynomials is presented. The technique is both simple to understand as well as efficient in its computer implementation. The key to the method is the way in which the successive derivatives of a particular polynomial are computed. A simple recursion formula is used which can be done either by hand, if desired, or by computer. The order of complexity of the algorithm is found to be O(n2), while storage requirements are O(n), where n is the degree of the polynomial. The new method will handle completely general …

The potential benefits that discrete-event simulation offers are impeded by the high level of expertise necessary to successfully conduct a sound simulation study. As a solution, this paper introduces IntelliSIM, an intelligent simulation environment. Using this environment makes simulation more accessible to users by reducing the need for extensive experience or training. One of IntelliSIM’s key features for accomplishing this is a tutorial and training module that quickly acquaints a novice simulation user with IntelliSIM’s features and the process of performing a simulation study. Many people refer to simulation model building as an “intuitive art”. This implies that modeling can only be done by a select group of highly trained creative people and thus isolates many from considering simulation as a usable tool. Model building is a science that is learned through education, training and experience. In this paper, we discuss the role of science in performing a simulation study. We illustrate the teaching of the science of simulation by discussing the simulation curriculum at Arizona State University.

Recent years have witnessed the development and commercial release of multiple simulation tools, environments, and intelligent simulators. Each release seems to contain additional advanced features designed to simplify simulation use and increase the productivity of model builders. But to date, no one has addressed feature definition from the viewpoint of a simulation practitioner. The South Dakota Department of Transportation (SDDOT) and the Nebraska Department of Roads (NDOR) propose to build a bridge over the Missouri River in the vicinity of Vermillion, South Dakota and Newcastle, Nebraska. (See Figure 1 for a computer image of this proposed bridge.) SO Highway 19, SO Highway 50 and Interstate 29 would connect with Nebraska Highway 12. An environmental assessment has been prepared for new habitat development in upper Lewis and Clark Lake and the Missouri River below Gavins Point Dam. The actions described are in response to the November 1990, U.S. Fish and Wildlife Service Biological Opinion on the operation of the Missouri River Main Stem System, and will provide safer nesting habitat for the interior least tern (endangered species) and the piping plover (threatened species).

Saugers were once common representatives of the Missouri River fish assemblage. Prior to channelization and impoundment, they comprised from 10 to 65% of the main channel big-river fish group. They utilized the slower side channels and backwaters seasonally for feeding, resting, and maturing, but the main channel was important for breeding habitat, Since the onset of channelization and impoundment, saugers have been reduced by as much as 98% in some areas, and the trend toward extirpation continues unabated today. Total hydraulic resistance on an upland agricultural site may be influenced by several factors including standing vegetation. In this laboratory study, Darcy-Weisbach roughness coefficients were measured for corn, cotton, sorghum, soybeans, sunflower, and wheat vegetation. Experimental variables used in this investigation in addition to crop type included plant population, row spacing, row orientation, and flow rate. For some of the experimental tests, a single row of vegetation was oriented within a flume parallel to the principal flow direction.
