Every other year, the Federal Highway Administration (FHWA) requires that states submit a Local Highway Finance Report (FHWA-536) to the agency. This report summarizes data on local highway finances and is used by FHWA to evaluate relationships between and changes in revenues, expenditures and investment patterns, and financial trends. This report presents information submitted by Kentucky in its fiscal year (FY) 2024 FHWA-536. Total receipts from local, state, and federal sources used for road and street infrastructure equaled approximately $1.27 billion. Local sources of funding accounted for the largest share of total receipts (50%), followed by state government sources (41%), …

Introducing renewable distributed generation (DG) in the power distribution system causes rapid voltage fluctuations due to its intermittency. This intermittency renders conventional voltage regulation devices such as on-load tap changers (OLTCs) and capacitor banks (CBs) inefficient to regulate rapid voltage changes and leads to reduced equipment lifetime and high operation and maintenance costs. Hence, this calls for non-conventional methods to mitigate such voltage fluctuations. This article presents a feedback control algorithm for electromagnetic formation flying with constraints on the satellites’ states and control inputs. The algorithm combines several key techniques. First, we use alternating magnetic field forces to decouple the electromagnetic forces between each pair of satellites in the formation. Each satellite’s electromagnetic actuation system is driven by a sum of amplitude-modulated sinusoids, where amplitudes are controlled in order to prescribe the time-averaged force between each pair of satellites. A process qualification-oriented data-driven framework for Wire Arc Additive Manufacturing (WAAM) integrating qualification data, process monitoring and feedback control, is presented. A proportional control strategy regulating heat input by varying the Contact Tip–to–Workpiece Distance (CTWD) is developed to enhance process stability, ensure consistent layer geometry and maintain the qualified heat-input conditions for process qualification. To assess the control strategy stability, deep learning-based CTWD soft sensing from high-frequency welding signals is combined with an uncertainty-aware process quality index. The framework is validated on Invar 36 alloy, but it supports extension to other alloys and arc welding-based additive processes.

Microporous annealed particle (MAP) scaffolds composed of cross-linked microgels are emerging as important biomaterials due to their modular design, high porosity, and large surface area, which allow for highly tailored properties, cellular infiltration, nutrient and waste exchange, and improved drug release characteristics. To further expand on these technologies and enhance their modular design, thiolated mesoporous organosilica nanoparticles (ssMSN-SH), which degrade in response to glutathione, were first cross-linked inside of 4-arm poly(ethylene glycol) maleimide microgels. The microgel size, rheological properties, and payload release characteristics were determined. Upper limb motor impairments can severely limit a person’s ability to perform everyday reaching and grasping tasks. Electroencephalogram (EEG)-based brain machine interfaces (BMIs) offer a non-invasive approach for translating neural activity into control signals for assistive devices such as robotic arms. The growing demand for rare earth elements (REEs) in clean energy and high-tech industries underscores the need for sustainable recovery methods and a reliable supply of processing chemicals. Here, we establish a microbial platform using the acid-tolerant yeast Issatchenkia orientalis SD108 to produce bio-oxalic acid for REE recovery. By introducing an oxaloacetate cleavage pathway and applying metabolic engineering, the engineered strain produces 39.53 g·L-1 oxalic acid at pH 4.0 in fed-batch fermentation. The crude fermentation broth, used without purification, efficiently precipitates over 99% neodymium (Nd), 99% dysprosium (Dy), and 98% lanthanum (La) from individual REE chloride solutions. The McMurdo Dry Valleys (DVs) of South Victoria Land, Antarctica, constitute the largest ice-free region on the continent and one of Earth’s most Mars-analog environments. Their hyper-arid polar desert conditions offer a unique setting for investigating surface weathering and mineralogical processes under extreme climates. This study presents the first regional-scale mapping of alteration and crystalline weathering minerals across the McMurdo DVs. Creating a dependable approach for identifying both the mass of a shuttle car and how material is distributed in it removes the need for equipment operators to manually engage the flight chain. The quantification of environmental and installation conditions and the extent of influence considering their combined contribution towards inaccurate or exclusive measurements are to that degree limited. This experimental study investigated how two different strain transducers—installed in a force-shunt configuration—respond to thermo-mechanical loads when used to determine load distribution and position. Expanding the adoption of anaerobic digestion (AD) is limited by system instabilities caused by feedstock composition and variability. Understanding how changes in feedstock and operational parameters influence microbiome dynamics is essential for developing biology-driven strategies to improve digester stability.

Two semi-continuous reactors, an experimental and a control, operated over 39 weeks across five phases with varying feedstocks and organic loading rates. Substrate-specific enrichment cultures were developed for bioaugmentation and implemented in select phases to assess its impact. Underground mining environments pose significant challenges for automated hazard detection due to low illumination, restricted visibility, and the absence of Global Navigation Satellite System (GNSS) coverage. These factors limit situational awareness and delay inspection efforts, particularly after disruptive events when rapid assessment is essential for safety. Future smart grid virtual power plants (VPPs) are considered for development based on industry communication standards for electric vehicle (EV) chargers such as Open Charge Point Protocol (OCPP), IEC 15118, and IEC 61851. Adequate tissue blood flow and oxygenation are essential for maintaining cellular viability and normal organ function. Disruptions in microvascular perfusion and oxygen delivery contribute to ischemia- and hypoxia-related diseases, including stroke, cancer, retinopathy of prematurity (ROP), and mastectomy skin flap necrosis. Self-supervised learning (SSL) has emerged as a principled approach to visual representation learning that derives supervisory signal directly from unlabeled data, enabling foundation models to be trained at scale without manual annotation. Deployments in medical imaging and biometric recognition have demonstrated the potential of this paradigm, yet the assumptions that make SSL effective on natural image benchmarks fail systematically in specialized domains. The objective of this thesis is to strengthen the relationship between empirically based stone pillar design methods and two numerical modeling techniques by calibrating boundary element and finite element models to the S‑Pillar empirical criteria and observed pillar behavior in underground stone mines. The first component of the research investigates the displacement‑discontinuity boundary element method implemented in LaModel, quantifying the influence of the lamination thickness and element size on stone pillar safety factor predictions. This study evaluates the Surface Deformation Prediction System (SDPS Version 7) for predicting final and dynamic subsidence in longwall mining. Using the influence function method, SDPS 7 was calibrated using data from the Quarto 7 Mine (Ohio, USA) and two panels in Anhui Province, China, to test the reliability of the method under varying geological and operational conditions, particularly low advance rates.

For the Quarto 7 Mine, monument line C provided the optimal set of subsidence parameters: SSF of 78%, tanβ of 2.97, edge‑effect offset of 160 ft, with an RMSE of 0.108 ft. These values aligned with estimates obtained …

Rare earth elements (REEs) - 17 elements classified as light (LREE) or heavy (HREE) - underpin modern technology. This thesis presents the development, design, and testing of a heap leach pad (HLP) to extract REEs from Western KY No.13 seam coal refuse. Testing included resource estimation, column and heap leaching, and an economic feasibility study. Drillhole analyses identified average REE concentrations in two refuse piles of 286 ppm and 290 ppm. The resource base totaled approximately 7,085 metric tons of REOs. The HLP, constructed with 2,000 metric tons of coal refuse material, was tested continuously over 308 days. Fresh lixiviant …

The properties of materials processed through cold spray, and many other AM processes, are non-uniform and unpredictable. In most cases, post-processing is required to achieve desired properties and better uniformity. In cold spray, the typical method is an annealing heat treatment (AHT), which can improve bond strength, reduce porosity, and restore ductility, among other effects. AHT alone, however, is unable to completely remedy any of the unfavorable properties. In addition, long treatments at high temperatures are often needed for satisfactory results. Accurate performance prediction requires reliable characterization of permeability, slip-flow behavior, and radiative transport properties, particularly for low-permeability and charred materials where existing data are limited. This dissertation presents experimental methods for characterizing multiphysics transport in porous TPS materials. A modular flow system was developed to measure permeability and slip behavior in both virgin and charred materials under relevant environments. Reciprocity implies that a system responds identically when the source and receiver positions are interchanged. This dissertation applies this principle to address three practical challenges in noise and vibration characterization, where conventional approaches are limited by inaccessible interfaces, constrained excitation conditions, or metrics that do not fully capture vibroacoustic behavior.

The first study develops and validates an inverse method to characterize ducted acoustic sources using acoustic free velocity. Acoustic reciprocity is applied to simplify transfer function measurements. This work introduces process-guided learning, a framework in which process characteristics and learning algorithms are combined in the modeling process of engineering applications with the aim of uniting traditional and data-driven modeling and control techniques. Traditional engineering methods using simplified analytic models fail to capture the increasing complexities of engineering problems with sufficient accuracy to achieve modern requirements. Task-oriented dialog (TOD) systems enable conversational interfaces for complex tasks like flight booking and restaurant reservations. However, deploying TOD systems at scale faces three critical barriers: scalability, generalization, and evaluation. Scalability is primarily restricted by the human-annotation bottleneck, as current systems depend on vast quantities of manually labeled data for every new domain, making deployment prohibitively expensive.
