Landscape Vehicular Anti-Ram (LVAR) systems are a group of protective barriers, which are designed using natural materials (e.g., boulders) and have proven to both effectively protect sensitive structures against threats and be aesthetically pleasing. This paper presents two consecutive vehicular crash tests hitting the same single boulder embedded in AASHTO coarse aggregate fill. A LS-DYNA model was developed to simulate the field-scale tests, which were instrumented with high-speed cameras and pressure cells. A readily available truck model from the National Crash Analysis Center was modified and implemented in the LS-DYNA model. The boulder and surrounding soil were modeled using the …

The objective of the work discussed herein is to develop a nonlinear 3D finite element model to simulate dynamic behavior of polyurea toughened steel plates under impact loading. Experimental and numerical work related to model development are presented. Material properties are incorporated into numerical models to account for strain-rate effects on the dynamic behavior of polyurea and steel. One bare steel plate and four polyurea toughened steel plates were tested under impact loading using a pendulum impact device. Due to the increased frequency, scale, and danger of malicious attacks carried out by Vehicle Borne Improvised Explosive Devices (VBIEDs), anti-ram bollards have become a key element in the protection of critical structures. This study focused on the evaluation of above grade load sharing members in a steel anti-ram bollard system in an attempt to develop efficient load sharing mechanisms that improve the structure’s ability to resist vehicle impacts, while concurrently remaining aesthetically pleasing to the general public. The purpose of this study is to evaluate the safety performance of four exit ramp types and the major contributing factors on motorcycle crashes and injury severity of motorcycle riders. A six-year crash data were collected in Florida, and a web-based survey (234 samples) was conducted. 573 crashes were found at 419 exits, including 178 diamond exits, 71 directional exits, 85 loop exits and 85 outer connection exits. For a diamond exit, both the survey and crash data showed that this type was safer and more preferable by motorcycle riders; while a loop exit was the most dangerous exit due …

Making concrete out of recycled concrete aggregate, or RCA, can be a sustainable and cost-saving alternative to other aggregates. However, the quality of concrete made with RCA is dependent on the quality of the recycled material used. OTREC researchers Jason Ideker of Oregon State University and Jennifer Tanner of the University of Wyoming, with graduate student researchers Matthew P. Adams and Angela Jones, sought to determine some of the primary concerns involved with the use of RCA and to arrive at methods of assessing its durability for use in new concrete.

A 1500 Mhz. ground coupled, ground penetrating radar antenna was used to identify both the horizontal alignment and the vertical displacement of the concrete tie-bars and the transverse joint dowel bar assembles on a Portland-Cement-Concrete-Pavement (PCCP) on US 60 in McCracken County, KY. Approximately 5 lanes miles of PCCP were evaluated using the 1500 Mhz. ground coupled antenna. Results indicate that only one transverse dowel basket out of an approximate total of 1,760 were within 4.17 inches of the pavement surface. Seven transverse dowel baskets were misaligned four inches or greater from the location of the sawed joint. These areas …

The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. Information contained in the Highway Capacity Manual on the influence heavy vehicles have on freeway traffic operations has been based on few field data collection efforts and relied mostly on traffic simulation efforts. In the 2010 Manual heavy vehicle impact is evaluated based on “passenger car equivalent” values for buses, recreational vehicles and trucks. These values were calibrated for relatively uncongested freeway conditions (levels of service A through C) since inadequate field data on heavy vehicle behavior under congested conditions were available. The Federal Highway Administration requires State Transportation Agencies to have a formal method to estimate contract time for highway construction projects. To meet this requirement many states use an integrated scheduling system to estimate project durations based on assumed productivity rates and generic job logic. The current work investigated the accuracy of two of these systems found that both systems accuracy in predicting the duration of Kentucky Transportation Cabinet projects was greater than +200%. Florida is the state with the highest pedestrian fatality rate per unit population in the U.S. In addition to engineering countermeasures, educational efforts directed to pedestrians and other road users are equally important for improving pedestrian safety. To explore educational formats and identify effective educational methods, the Florida Department of Transportation (FDOT) sponsored a pilot program called “Bulls Walk and Bike Week Campaign” on the Tampa campus of the University of South Florida (USF). In 2010, Kentucky implemented a Performance Registration Information Systems and Management (PRISM) based automated ramp screening system (PARSS) at the Boone County inspection station on southbound I-71. The purpose of the PARSS is to identify and screen every vehicle that enters the Boone County inspection station. The system provides automated screening of trucks based on the license plate number and the USDOT number displayed on the vehicle. Phase I developed the Constructability Review Database for the Kentucky Transportation Cabinet and Phase II conducted a benefit analysis of the constructability review process. The database provides the basis for entry and collection of constructability reviews and allows for the identification of trends leading to potential improvements of the process. The report details the pre-construction monitoring, planning and design, and construction of the retrofit measures on the US150 bridge over Beech Fork River in Nelson County, KY and Cartwright Creek bridge on the border of Washington-Nelson County, KY. All reinforced concrete girders of the five-span Beech Fork River bridge and three-span Cartwright Creek bridge of deck-girder construction had developed diagonal cracks near or at the transition of the variable-and-constant depth regions.

Transportation planners seek to understand how to best invest limited resources for future transportation network development. The traffic assignment problem is one algorithm of great importance to planners because it provides insight into how traffic will flow within the network. The Frank-Wolfe algorithm is a traditional solution method for this optimization problem, but it has been characterized by its slow rate of convergence and poor computational performance. A basic set of questions was developed that could be used in periodic surveys that track drivers attitudes and awareness concerning impaired driving, seat belt use, and speeding issues. The objective of the survey was to learn the knowledge, views, and behaviors of drivers in these areas. This report documents the results of the 2013 survey with a comparison to the 2011 and 2012 surveys as well as the 2010 baseline survey.

A primary objective of this study was to determine average crash statistics for Kentucky highways. Average and critical numbers and rates of crashes were calculated for various types of highways in rural and urban areas. Congestion on freeways is increasing and a key source of it is non-recurring incidents. Accurate vehicle travel time predictions are needed during these incidents in order for roadway users to make informed trip decisions. Path based sensors are becoming a leading technology in gathering real-time travel time data. The data is used to make travel time predictions that are then provided through various means, such as dynamic message signs, to roadway users. These types of sensor are located at stationary points along a roadway and collect individual vehicle travel time data from vehicles as they drive pass the sensors.

The interactions between them must be understood, analyzed, and accounted for in order for land use and transportation plans and policies to be effective and successful.
