The major transit systems operating in San Francisco are San Francisco Municipal (MUNI), Bay Area Rapid Transit (BART), and Caltrain. The system of interest for this paper is MUNI, in particular the bus and light rail systems. During the past decade transit ridership in the area has experienced diverging growth, with bus ridership declining while rail ridership is growing significantly (Erhardt et al. 2017). Our data show that between 2009 and 2016, MUNI rail ridership increases from 146,000 to 171,400, while MUNI bus ridership decreases from 520,000 to 450,000. Left-turning maneuvers are considered to be the highest risk movements at intersections and two-thirds of the crashes associated with left-turns are reported at signalized intersections. Left-turning vehicles typically encounter conflicts from opposing through traffic. To separate conflicting movements, transportation agencies use a protected-only phase at signalized intersections where each movement is allowed to move alone. However, this could create delays and thus the concept of a protected-permissive phase has been introduced to balance safety and delays. This PhD thesis presents a novel Kalman Filter Bank (KFB) methodology. The novel KFB is applied to predict and optimally schedule the operation of micro-grid energy resources with a public fixed-grid connection and an auxiliary battery storage backup facility. This methodology relies on a sliding single time step forecast projection to accurately acquire the anticipated schedule for a range of time dependent parameters, stochastic by nature, that have inherent embedded cyclical patterns. The innovative feature here consists of a novel bank of hourly adjacent Kalman Filter estimators, which operate in synchronism, for accurate parameter prediction over a selected time horizon. …

Control of access points (e.g., driveway density) is an important consideration in roadway access management. Research has shown that by limiting the number of access points, there is a reduction in the number of conflict points along a roadway, resulting in improved safety. The effects of managing access points on crash frequency are documented as Crash Modification Factors/Functions (CMF) in the Highway Safety Manual (HSM) and the federal Highway Administration’s CMF Clearinghouse. Driver fatigue and drowsiness can have a profound impact on safety. Centerline and shoulder rumble strips (RS) are popular countermeasures designed to produce audible and tactile warning when vehicles deviate from the travel lane onto the RS. This reduces the risk of lane departure crashes. Studies show that the noise produced by RS is a function of many variables. RS depth is known to have the greatest impact on alerting drivers. Performance of two of the most prevalent treatments employed by the Kentucky Transportation Cabinet (KYTC) – Thin Asphalt Overlay (Thinlay) and Microsurfacing – had yet to be examined in-depth through condition surveys. Travel time reliability is deemed as one of the most important factors affecting travelers’ route choice decisions. However, existing practices mostly consider average travel time only. This dissertation establishes a methodology framework to overcome such limitation.
Semi-standard deviation is first proposed as the measure of reliability to quantify the risk under uncertain conditions on the network. This measure only accounts for travel times that exceed certain pre-specified benchmark, which offers a better behavioral interpretation and theoretical foundation than some currently used measures such as standard deviation and the probability of on-time arrival.

This study experimentally investigates the mechanical performance and durability of Polyvinyl Alcohol (PVA) fiber-reinforced rubber concrete and the rubberized self-compacting concrete. The waste rubber particles were introduced as a partial replacement of fine aggregate in the plain concrete. In addition, the waste tire rubbers were pre-treated with alkali surface treatment method to enhance the performance. The PVA fibers were added to the concrete mixes to enhance the post-failure resistance and thus fracture energy. Road construction often requires that work zones be created and shielded by portable concrete barriers (PCBs) to protect workers and equipment from errant vehicles as well as to prevent motorists from striking other roadside hazards. For an existing W-beam guardrail system installed adjacent to the roadway and near the work zone, guardrail sections are removed so a PCB system can be placed. Platoon dispersion (PD) is the foundation of traffic signal coordination in an urban traffic network. PD describes the phenomenon by which vehicles depart from an upstream intersection as a platoon and begin to disperse before they arrive at the downstream intersection. In the past decade, the methods for estimating multimodal transportation impacts of urban land use development have improved substantially. One assumption commonly made in these new methods is that overall person-trip rates at similarly-sized establishments of the same land use do not vary across a region. This is an assumption of convenience to permit the adjustment of ITE Trip Generation vehicle trip rates for use in different urban environments. However, this assumption is inconsistent with theories of urban economics, which recognize that businesses pay a premium to locate in areas with high levels of accessibility to attract more customers. The implementation of managed lanes (MLs), also known as dynamically priced express lanes, to improve freeway traffic flow and personal throughput is on the rise. Congestion pricing is increasingly becoming a common strategy for congestion management, often requiring microscopic simulation during both planning and operational stages. VISSIM is a recognized microscopic simulation software used for analyzing the performance of managed lanes (MLs). This thesis addressed two important microscopic simulation issues that affect the evaluation results of MLs.

There is a rapid growth of bicycle-sharing systems (BSS) around the world. Cities are supporting these systems as a more sustainable transport mode for short trips. Given the relatively recent adoption of BSS, there is substantial interest in understanding how these systems impact urban transportation. In this paper, we examine the functioning of the hugely successful New York City CitiBike system. We focus on the interaction of BSS with land-use and built environment attributes and the influence of weather condition and temporal characteristics on BSS usage.
