The Kentucky Transportation Cabinet (KYTC) has more aggressively pursued preventive maintenance in recent years. Sealing concrete bridge decks is one preventive maintenance activity the Cabinet has actively pursued. KYTC’s Divisions of Maintenance and Structural Design requested assistance from researchers at the Kentucky Transportation Center (KTC) in developing a material specification and application criteria for sealing concrete bridge decks at an appropriate time in their life cycle.
To develop a material specification and application criteria for sealing concrete bridge decks, KTC researchers conducted the following work:

This study examines the potential for replacing the standard intersection design at two-way stop control (TWSC) and all-way stop control (AWSC) intersections along rural highways with a roundabout or a restricted crossing u-turn (RCUT) facility. The geometry of the RCUT design prohibits left and through movements from the side road, and provides a u-turn location downstream from the main crossing. This type of facility has been implemented for rural highways extensively in other states and has the potential to serve as a cost-effective solution to improve roadway safety within Nebraska.

Pervious pavements have gained popularity in recent years as the transportation industry focuses on sustainability and environmental impact. This research investigated the structural design of pervious concrete pavements. There is no standard design method; therefore, the goal was to lessen ambiguity surrounding the use of pervious concrete for pavement structures. By characterization of the rigid pavement design equation from the 1993 AASHTO Structural Design Guide for Design of Pavement Structures through laboratory exploration and review of existing literature, a guide was created to assist engineers in the design of pervious concrete pavements.

This thesis presents an equilibrium-based modeling framework for emergency response (ER) workload balancing to achieve robust operation in large-scale metropolitan areas. The problem is formulated as a non-linear mathematical program (NLP), which determines the optimal workload cutoff for each ER station such that the weighted sum of the area-wide expected response time and its variation are minimized. The concept of Marginal Cost of Uncertainty (MCU) is introduced to measure the impact of a station’s workload increase on the area-wide service performance. This seminar will present ongoing research into how integrated social, natural, and engineered systems can improve life safety under threat of multi-hazards. The targeted scenario is a magnitude 9.0 earthquake and tsunami from the Cascadia Subduction Zone, threatening communities along 1,000 miles of the US Pacific Northwest coastline.

Crumb rubber surface activation and pretreatment are considered as one of the promising newly introduced methods for asphalt rubber production. Reacted and Activated Rubber (RAR) is an elastomeric asphalt extender produced by the hot blending and activation of crumb rubber with asphalt and Activated Mineral Binder Stabilizer (AMBS). Besides RAR ability in enhancing the performance of asphaltic mixtures, its dry granulate industrial form enabled its addition directly into the mixture utilizing pugmill or the dryer drum with very minimal to no modification required on the plant level.

The Fourth Circuit Court of Appeals recently ruled in favor of several governmental agencies seeking to construct a new bridge in the Pamlico Sound adjacent to North Carolina’s Outer Banks. For years, state and federal agencies have put forth a massive coordinated effort to address the constant weather damage and erosion which occurs to a section of North Carolina Highway 12. The court found the agencies properly cleared NEPA’s environmental review requirements for the bridge’s construction. Additionally, the opponent-litigants’ efforts to add claims challenging the project, based on new information about a shipwreck in the bridge’s path, were futile.

Hurricane evacuations can be a chaotic experience for individuals involved, but researchers have attempted to find patterns in the routes people take. One paper laid out a model for predicting route choice based upon features that are different than standard route choice influencers. This thesis attempted to evaluate the accuracy of that model by using TransModeler modeling software. Using the building blocks of the HEMP project, this project compared the new model to the standard model and evaluated the two based upon the ability to reproduce real-world results. Understanding the key factors that contribute to transit travel times and travel time variability is an essential part of transit planning and research. Delay that occurs when buses service bus stops, dwell time, is one of the main sources of travel time variability and has therefore been the subject of ongoing research to identify and quantify its determinants. Using nondestructive testing (NDT) to measure the thickness of pavement layers can improve the overall life of a new concrete and/or asphalt pavement. Conventional test methods require the extraction of a core from the pavement section to verify its thickness. Currently, two NDT technologies are commercially available which eliminate or reduce the need to core the existing pavement for thickness verification. The MIT-Scan-T2 (T2) utilizes magnetic pulse induction coupled with preset metal plates to obtain a thickness value. Measurements can be obtained quickly to an accuracy of +/– 2 mm. A team of geotechnical, structural, hydraulic, environmental, and transportation experts collaborated to provide engineering solutions to the Cornhusker Council in an effort to solve the current problems facing their Outdoor Education Center. This results of this project provided the structural design of three bridges on the property, transportation plans for two parking lots and roadway design, geotechnical recommendations for soil testing and erosion prevention, and an environmental and hydraulic analysis of the property. Connected vehicles (CVs) will enable new applications to improve traffic flow. This study’s focus is to investigate how potential implementation of variable speed limit (VSL) through different types of communication and sensing technologies on CVs may improve traffic flow at a sag curve. At sag curves, the gradient changes from negative to positive values which causes a reduction in the roadway capacity and congestion. A VSL algorithm is developed and implemented in a simulation environment for controlling the inflow of vehicles to a sag curve on a freeway to minimize delays and increase throughput. In this study, the reliability of prestressed concrete (PC) bridge girders in the shear rating process is quantified, where the use of a simple procedure to enhance the accuracy of shear capacity evaluation for rating is evaluated. It was found that the approximate methods used in code-based procedures to develop shear resistance used for reliability calibration of the AASHTO Bridge Design Specifications and the Manual for Bridge Evaluation result in larger discrepancies in reliability than previously assumed, as well as substantially conservative shear capacity evaluation in most cases. Roadway resurfacing and overlay projects effectively reduce the height of roadside barriers placed adjacent to the roadway, which can negatively affect their crashworthiness. More recently, bridge rails and concrete barriers have been installed with slightly increased heights to account for future overlays. However, adjacent guardrails and approach transitions have not yet been modified to account for overlays. The objective of this project was to develop an increased-height, approach guardrail transition (AGT) to be crashworthy both before and after roadway overlays of up to 3 in. (76 mm).

The ongoing research and prototyping of electric vehicles (EVs) offers numerous opportunities to investigate their performance in various service contexts. As EVs are integrated into society, the reliable prediction of fuel consumption and routing time becomes particularly important in emergency response services. This project develops a preliminary stochastic model that can route and predict the energy consumption and travel time for hypothetical emergency vehicles operating on an electric battery cell. Environmental and surface texture-induced temperature variation across the bridge deck is a major source of errors in delamination detection through thermography. This type of external noise poises a significant challenge for conventional quantitative methods such as global thresholding and k-means clustering. An iterative top-down approach is proposed for delamination segmentation based on grayscale morphological reconstruction. A weight-decay function was used to regularize the reconstruction for regional maxima extraction. The mean and coefficient of variation of temperature gradient estimated from delamination boundaries were used for discrimination. Air Force policy dictates that only epoxy can be used as a treatment option for shrinkage cracks in concrete airfield pavement. However, since epoxy is not ideal for shrinkage cracks, this research focuses on the evaluation of high molecular weight methacrylate (HMWM) as a treatment option. Laboratory experiments were performed on four sealants to determine whether they could penetrate a crack 24 inches deep, bond to the concrete, and resist water intrusion. Three HMWMs (TK-2415, Kwik Bond KBP 103, and Castek Transpo T-70) and one epoxy (TK-2110) were assessed. The four sealers were applied to 32 concrete specimens with crack …

In-House Project Design, Special Provision Specification, and Initial Test Results—Highfriction surface treatment (HFST) has been proactively utilized as a cost-effective solution to reducing vehicle crashes at curves across the country. As an initiative, INDOT is currently installing HFST at 26 locations statewide, mainly horizontal curves with high crash rates. This session consists of two presentations to share the information on the development, expected benefits, project design, and initial test results based on the HFST at these locations.

This presentation highlights the progress INDOT has made in improving safety at horizontal curves by upgrading the signing and delineation and by applying high friction surface treatments at some locations. We will also discuss the MUTCD (Manual on Uniform Traffic Control Devices) requirements for signing horizontal curves and the approaching (December 31, 2019) FHWA target date for compliance.

A problem increasingly faced by airport authorities is the maintenance of runways. Due to their large aircraft loadings associated with take-off and landing operations, runways experience surface deterioration. Poor quality runway surfaces cannot be tolerated in such an environment. Maintenance issues must be carried out to maximise safety and minimise the risk of aircraft damage. A recent development has been the introduction of self-healing technologies such as rejuvenator encapsulation, induction and microwave heating to address these issues.
