Self-healing asphalt, which is designed to achieve autonomic damage repair in asphalt pavement, offers a great life-extension prospect and therefore not only reduces pavement maintenance costs but also saves energy and reduces CO2 emissions. The combined asphalt self-healing system, incorporating both encapsulated rejuvenator and induction heating, can heal cracks with melted binder and aged binder rejuvenation, and the synergistic effect of the two technologies shows significant advantages in healing efficiency over the single self-healing method. Despite modern vehicles, improved transportation infrastructure, and advanced traffic signals, more than 36,000 Americans die from traffic crashes every year1. With the goal of reducing traffic fatalities to zero, New York City (NYC) adopted Vision Zero (VZ) initiatives in 2014 and has deployed 23 categories of countermeasures, ranging from road improvements to training and community outreach programs2. In this research, trend analysis and hypothesis tests were done on NYC traffic fatality data for three main categories of roadway users: motorists, cyclists, and pedestrians, to evaluate the success of the VZ initiatives. A classical maximum coverage facility location problem (MCLP) tries to maximize the coverage by serving all possible demands within the specified coverage radius. Depending on the applications, several families of MCLP variants have been developed - each with its unique set of additional constraints. One specific application is locating Emergency medical service (EMS) units. EMS units such as ambulances or drones with emergency supplies are located using models such as the maximum expected survival location problem (MEXSLP). However, a classical MEXSLP model tends to locate EMS units near densely populated regions, resulting in increased response times for lowly populated regions. …

State transportation agencies (STAs) strive to deliver highway projects on time and on budget. Utility relocations are frequently cited as a primary reason for delays. This report describes a new approach for enhancing the alignment of utility coordination and design. Researchers crafted this new approach based on the findings of a literature review, an evaluation of how utility coordination milestones and project development milestones are currently aligned at the Kentucky Transportation Cabinet (KYTC), and the experiences of other STAs. Executive Summary
Kentucky constitutional and statutory law requires that a fair process be in place to let a property owner challenge a condemnor’s right to acquire private property, including a right to appeal the initial decision. Property acquired by a condemnor must be for public use, and property owners have the right to an immediate and expedited hearing on right-to-take. Two of these requirements will remain in place regardless of statutory revisions: the requirement that property must be needed (i.e., not arbitrary) for public use, and the right to one appeal. In the United States vehicle weight limits are set by laws and regulations enacted at the state and federal levels. On interstates the maximum allowable gross vehicle weight is 80,000 lbs. States use different rules for permitting overdimensional and overweight (OD/OW) vehicles, and most have carve outs that exempt specific commodities from standard weight limits. This results in a complex legal and regulatory landscape that enforcement personnel can find difficult to negotiate. Kentucky’s Division of Driver Licensing maintains the driver history records for all licensed drivers in Kentucky. It serves as the state driver licensing agency and is the locus for meeting the federal CDL requirements under 49 CFR 384. Kentucky relies on FMCSA’s Commercial Driver’s License Program Implementation (CDLPI) grant funding to subsidize salaries for Federally Funded Temporary Labor (FFTL). FFTLs verify and process documents as well as field phone calls from customers. DDL administrators say they cannot meet the CDL reporting timeframes without FFTL labor, but the agency is not able to fund temporary or full-time staff members on its …

The Kentucky Transportation Cabinet (KYTC) relies on its Maintenance Rating Program (MRP) to systematically measure conditions on state-owned roads and rights of way. Every year, the Cabinet evaluates 300-400 road segments in each of its highway districts. Segments receive aggregate scores ranging from 0 to 100, with the target score being 80. This report appraises the MRP and discusses potential strategies for its improvement. Compared to asset management programs established at other state transportation agencies, KYTC’s performs quite well. Between 1999 and 2019, MRP data show that scores improved across all road types. Executive Summary
The Kentucky Transportation Cabinet (KYTC) has adopted a data-driven decision-making process to allocate funds for highway improvement projects. This process — Strategic Highway Investment Formula for Tomorrow (SHIFT) — requires that candidate projects be scored on five critical metrics: safety, asset management, congestion, economic growth, and benefit/cost analysis. The congestion metric is vehicle hours of delay (VHD), which was first developed for the SHIFT 2020 cycle (1). For SHIFT 2022, VHD is estimated using probe speed data acquired for 166,527 directional miles of Kentucky highways.

A growing number of state departments of transportation (DOTs) are introducing conservation mowing programs that aim to reduce the frequency of roadside mowing while expanding the footprint of pollinator habitat. Wanting to get a better handle on the utility conservation mowing, the Kentucky Transportation Cabinet (KYTC) funded this study to explore the economic and environmental benefits that accrue from mowing less often. The article presents the results of numerical studies of the stress-strain state of elastic rods of variable cross-section and mass, taking into account the elastic fixing of the ends for the cradle suspension unit of the electric locomotive (for example, the VL-80s electric locomotive) with a harmonic external influence that occurs when the electric locomotive moves along a path with periodic irregularities on straight sections and in curves, an algorithm and a program for the MathCAD 15 programming environment were developed.

The analysis conducted using the method of equivalent exchange schemes of magnetic chains of transducers, which are new and its closest analogue, working on the transformer principle, measuring the angle silences and their difference, showed that the new design of the transducer has a higher measurement sensitivity compared to its closest analogue, which is, the separation of the excitable magnetic conductor and the measuring instrument into two and the arrangement of the magnetic conductors in the form of an Archimedical spiral, as well as the connection of the measuring instrument sections in a mutual differential scheme, makes it possible to …

This report describes the development and implementation of an Unmanned Aircraft System Program at the Nebraska Department of Transportation (NDOT). The project involved the selection and purchase of appropriate UAS and imaging systems for NDOT, education and training for NDOT personnel with classroom and hands-on operation of UAS with the goal of obtaining proficiency and pilot licenses. In addition, the development of policy for the use of UAS within NDOT was accomplished as well as standard operating procedures (SOP) documentation and the development of example case studies of interest to NDOT using the purchased systems and technology.

Rapid developments in computer vision technologies have been transforming many traditional fields in engineering and science in the last few decades, especially in terms of diagnosing problems from visual images. Leveraging computer vision technologies to inspect, monitor, assess infrastructure conditions, and analyze traffic dynamics, has gained significant increase in both effectiveness and efficiency, compared to the cost of traditional instrumentation arrays to monitor, and manually inspect civil infrastructures and traffic conditions.
