The process of license plate matching has continued to improve over the last decade, moving from manually intensive to automated. The text-mining technique of edit distance has been crucial to this improvement. Edit distance is not without limitations, such as determining a threshold, intuitiveness of the measurement, and character length issues.

This paper proposes an alternative evaluation method for determining plate matches. The method utilizes conditional probability rules to calculate the likelihood that two plates are a match. At-grade crossings (grade crossings) are those crossings in which any part of a roadway intersects with railroad tracks. Safety at these railroad-highway grade crossings is a major concern, with traffic control warning devices serving as the main mechanisms for improving safety. The increasing availability of individual-level longitudinal data provides the opportunity to better understand travelers'\ day-to-day learning process of their choice alternatives, which enables potentially more accurate predictions of choice patterns in a network with uncertainties. In this thesis, an instance-based learning (IBL) model for travel choice is developed within route-choice context, where on each day a traveler's decision depends on her entire choice history in the past. This thesis seeks to estimate CO2 emissions on a portion of the U.S. 101 highway in San Luis Obispo County before and after construction of a truck only lane on the Cuesta Grade. Towards that aim, the microsimulation software, VISSIM, was used in conjunction with the Environmental Protection Agency’s emissions model, MOVES. The microsimulation model was calibrated and validated against historical and present traffic volumes obtained from Caltrans with good results using several validation measures. It was found that CO2 emissions did decrease between 1998 and 2012 (pre and post lane addition), but this effect was shown to …

Data aggregation, which is a process to combine information by defined groups for statistical analysis, summary, data size reduction, or other purposes, has fundamental challenges, such as loss of the original information. Improper data aggregation, such as sampling bias or incorrect calculation of average, may cause misreading of information. In first chapter, it is revealed that the harmonic mean, which is used to calculate space mean speed for fixed segment, has a sampling bias, i.e., overestimation with small samples. Cold in-place recycling (CIR) is a process that takes three to four inches of existing pavement surface and reuses 100% of it by milling and crushing it, adding asphalt emulsions and/or additives to it, before placing and re-compacting it. There is currently very little research regarding the interaction between the crushed aggregate and asphalt emulsion during the CIR process. This study was initiated with the aim of evaluating the impact of stabilized and untreated base layers on the performance (i.e., fatigue and rutting) of flexible pavements. Four field sections constructed using stabilized base layers (i.e., bituminous (asphalt emulsion), calcium chloride (CaCl-2), Portland cement, and geogrid stabilized base layers) and a control section constructed using untreated RAP aggregates were analyzed in this study. A key methodological and behavioral innovative component in recent Activity-Based Models (ABMs) used for transportation planning is the household-level non-mandatory activity participation component. While traditional ABMs use a series of simple models to predict non-mandatory activity participation decisions in a sequential manner (which is often not correct), the Multiple Discrete Continuous Extreme Value (MDCEV) model can model both individual and joint non-mandatory activity participation and time allocation decisions in different out-of-home activities of all household members simultaneously. The Federal Highway Administration indicates that about 85,000 bridges in the United States have no original contract documents with information about the type, depth, geometry and material of their foundations (FHWA, 2010). Furthermore, the National Bridge Inventory (NBI) provides information about 86,133 bridges nationwide that are rated as scour critical because of unknown foundation condition.
