This collection consists primarily of the diaries of Samuel Roy Jenkins, written from 1887 until 1941. The early diaries, written between 1887 and 1898, deal with his life as a student at Grafton High School and West Virginia University, and later as a civil engineer in Grafton, West Virginia. The middle group of diaries cover the years from 1906 until 1925; Mr. Jenkins' floral business in Grafton and his increasing financial difficulties are the subjects of many of these entries. In the last group of diaries, written between 1930 and 1941, the entries discuss Mr. Jenkins' return to the engineering …

The manual is complicated by the Corps of Engineer’s roles as a military organization and as an organization managing civil public works projects and public facilities and by the special problem of having to answer inquiries of members of Congress.
