Basic research into the observation and evaluation of elementary teachers in Illinois was conducted during the 1976-77 school year. The research was divided into two major sections. Section I consisted of the development and administration of a 42-question survey instrument designed to probe observations, evaluations, and elementary teachers' opinions concerning such. The sample universe was restricted to full-time elementary classroom teachers taking graduate courses. Section II consisted of obtaining and analyzing evaluation instruments from various size and type school districts in Illinois. Significant findings of the research include:

The purpose of this study was four-fold: (1) to extend the adult based procedure employed in the study of levels of processing in memory to the developmentally young; (2) to determine whether the levels of processing effect manifests itself in children as young as those in first grade; (3) to study the development of the dynamic memory system unencumbered by developmentally influenced strategies in the areas of metamemory, encoding, organization and storage, and retrieval; and (4) to study the developmental nature of encoding time as a further check in the validation of the adult levels of processing procedure.

The primary objectives of this study were: (1) to determine program cost indices for early childhood education, grades 1 through 3, grades 7 through 9, and grades 10 through 12 educational programs; and (2) to compare the program cost indices developed in this study to program cost indices established in New Mexico law for the purpose of determining the accuracy of those legal indices.

The required data for the study were organized into three broad categories: pupil-accounting, personnel accounting, and actual operational expenditures by each of the educational programs being studied.

The 1974 New Mexico State Legislature enacted House Bill 85 which consisted of a distribution plan to allocate state monies for education on a cost index basis. This distribution plan recognized the fact that different types of education require different expenditures. Distribu­tional as well as taxpayer equity are characteristic of this formula, two features lacking in previous formulas.

This study was performed to determine the relationship between the Administrative Airman Qualifying Examination, class standing in professional school and quickness of promotion of Air Force Noncommissioned Officers.

The Administrative AQE was chosen for study because studies have shown it to be unreliable a predictor of success in technical training and its validity has not been tested as a predictor of success in either professional training or promotion.

The purpose of the study was to describe the structure, organization, and strategies of the Eisenhower Middle School mathematics program and to evaluate the effects of an individualized mathematics program on the students achievement in mathematics at Eisenhower Middle School. The study was limited to the students at Eisenhower Middle School, in Albuquerque, New Mexico, during the school year, 1974-75. There was an average of 199 seventh graders and 241 eighth graders that participated in the program. The first major purpose of this study was to find out how Brazilian children internalize some Portuguese morpho­logical rules. The second major objective was to compare the findings with findings from other languages and with universals in the acquisition of morphology.

A research instrument was constructed to measure the productive aspects of substantive plurals, regular and irregular verb inflections, diminutives and augmentatives, and compound words. Real and nonsense words were used.

This study was concerned with determining the effectiveness of four strategies, as measured by posttest scores, Exemplification­Characterization, Characterization-Exemplification, Exemplification­Characterization-Exemplification, and Characterization-Exemplification­Characterization, for teaching toward conjunctive, disjunctive, and relational concepts. Differences in effectiveness of the four strategies for high and low achievers in mathematics were also studied.

The sample, consisting of 480 students (grade levels 6, 7, and 8), was given a booklet containing instructions, five programed concepts to be taught by one of four strategies, and an answer sheet containing the correct answers to questions in the five programed concepts. The purpose of this study was to examine the efficacy of assertive training with short-term psychiatric patients. The sample consisted of 36 subjects--18 males and 18 females--who were hospitalized patients at the Bernalillo County Mental Health Center in Albuquerque, New Mexico. Patients were asked to participate in the study upon admission, and were randomly assigned to groups of six to either of two control conditions or to an assertive training condition. The Assessment-Only control group was only administered pre- and post-tests. The Placebo Control group received ten hours of painting and drawing between the pre- and post-tests. The problem addressed in this dissertation is whether summer vacation accounts for more of the reading-achievement gap between minority and non-minority children than does the school year. A positive finding would support the compensatory approach to minority education; it would indicate that school can close the gap between minority and non-minority children. To test for the summer effect, the reading subtests of the Comprehensive Tests of Basic Skills were administered to approximately 1200 fifth-grade children in fifteen public schools in Albuquerque, New Mexico, in fall 1972, spring 1973, and fall 1973. The relationship of socio-cultural variables to selected personality variables was examined utilizing a sample of 141 Pueblo adolescent boys and girls from grade 7 through 12 with a mean age of 14. 9. Each subject was administered the 16PF and the TIB and predictions were made about scores and scoring distributions based on the Pueblo socio-cultural system as described in the anthropological literature. With a few exceptions the sample mean scores and score distributions were not significantly different from those of the norm groups of the tests utilized. The Internal-External locus of control construct (Rotter, 1966) has been investigated in a variety of areas. One area that has not received the attention it should is that of psychotherapeutic applications. Until now there has been no research testing the use of therapy with indi­viduals who fall at the extremes of the I-E continuum. The purpose of this study was to assess the effects of short-­term group therapy on changing inmates' expectations of locus of control in a prison population.

It was hypothesized that reading strategies used by children from Spanish-speaking backgrounds reading in English are influenced by the facility in English of those children. Maturational levels of English structures used by two such children, one estimated by the teacher to be reading above grade level and one estimated by the teacher to be reading below grade level, were measured by transformational analysis. The use and effectiveness of reading strategies including sound/graphic systems, grammar, and meaning were determined for each reader. The objectives of this study were: (1) to develop a procedure for categorizing statewide higher education funding formulas; (2) to use that procedure to categorize the statewide funding formulas utilized by fifteen selected states; (3) to simulate the implementation of at least one statewide funding formula from each category using 1972-73 New Mexico data; and (4) to develop several alternative model funding formulas for financing higher education in New Mexico.
