This paper is an examination of consent education in K-12 schools in the United States. Each state determines its own consent education policies. Most states do not require consent education despite high rates of adolescent sexual activity and increasing rates of sexual violence in adolescents. This paper examines the integration of adolescent sexual violence, harassment, and bullying. Considerations of current research shows an increase in adolescent experiences of sexual violence and connections to sexual harassment and bullying. In this thesis, I address the systemic issue of sexual violence and rape culture that affect students on college campuses at an alarming rate. By utilizing critical action research, I propose the creation of the Department of Survivor Outreach and Response (SOAR), a holistic and collaborative department that focuses on supporting and advocating for survivors of sexual violence while also conducting prevention and education initiatives. I emphasize the importance of Kimberlé Crenshaw’s concept of intersectionality (1993), encourage the use of the Social Change Model of Leadership (Astin & Astin, 1996), and empathy within leadership. This purpose of this study is to explore the relationships among identity, sexual violence, reporting choices, perception of campus climate and institutional integration. Student affairs professionals and other educators are particularly concerned about the effects of sexual violence on college students because of the deleterious effects that such violence has on factors critical to student success. Research indicates that 1 in 5 students will experience actual or attempted sexual assault while in college (Fisher, 2000).
