STATEMENT OF PROBLEM
This paper deals with the problem of developing and writing a grant proposal following the Title IV, Elementary and Secondary Education Act guidelines.
PROCEDURE
The writer explains the procedure she followed to develop her idea into the final project proposal that was submitted to the Title IV, ESEA office. Included in this narrative are: an explanation of how the proper funding was located, the development of the project, a copy of the evaluation process used by the Title IV office to determine which projects are funded, and copies of the·final evaluations of the project proposal.

This study uses field research to compare and evaluate the major recruitment initiatives of the Illinois Air Force ROTC (Reserve Officers Training Corps) counselor/recruiter. Following a definition of recruitment and a discussion of related literature establishing the complexities of recruitment and the need for the study, the experimental design is set forth. The Illinois Office of Education, Department of Adult, Vocational and Technical Education, made available on a competitive basis in November of 1977, grant funds for the establishment of nineteen Career Guidance Centers. The twofold mission determined for the centers was to assist public and private educational agencies in the improvement of vocational guidance services for students and to provide specialized guidance services for out-of-school individuals.

The open admissions policies and the availability of counseling for community members make the two year college systems unique. During June, 1976, three career guidance workshops were conducted for four school districts in Central Illinois. Funded with monies through the Division of Adult, Vocational and Technical Education, Illinois Office of Education, these five-day workshops established a model for districts of all sizes to follow in developing curriculum based career guidance programs.
The paper, "Funding, Planning, Conducting and Evaluating Three Career Guidance Workshops," illustrates the steps involved from the workshop's conception to its completion. Four parts illustrate the different phases of the workshops.
