Washington Special Education Funding Formula, Sharon L. Jenft

Financial implications of the current Washington Special Education Funding Formula for the 1980-81 school year were studied. Financial data for 229 school districts which provided education for handicapped children was collected for the study. The results showed that the majority of school districts which provide education for handicapped children did not receive funding equal to expenditures for education programs for the 1980-81 school year. Recommendations for increasing Washington's funding for handicapped education programs are discussed.

Students who are removed from their regular classrooms for treatment in special education classrooms commonly exhibit positive behavior gains in those settings. Typically, however, the gains do not generalize and maintain when the students are returned to their regular classrooms. The present study initially provided six Behaviorally/Emotionally Handicapped elementary school students with a short-term resource room treatment to bring their behavior under the control of a combination of procedures emphasizing self-evaluation. Once acceptable levels of appropriate behavior were maintained with only minimal external reinforcement and students accurately self-evaluated their own work and behavior, generalization and maintenance of behavior gains were …

This is the Third Annual Report on the independent evaluation of the California Master Plan for Special Education, which was mandated in Assembly Bill 1250 and Senate Bill 1870. It contains the findings from follow-up studies in six Master Plan (MP) and four non-Master Plan (NMP) areas during 1979-80. This thesis investigates the art therapy practices used with moderately and mildly mentally retarded adults, focusing specifically on developmental art patterns, the urge to copy, and the presence or need for symbolic meaning in artistic expression. Conducted within a private residential facility, the research employs a qualitative approach rooted in developmental psychology and art therapy theory. The work examines how adult residents respond to structured and unstructured art exercises that mirror the developmental stages observed in children, particularly those outlined by Lowenfeld and Brittain.

Previous research has indicated the effectiveness of rational-emotive education techniques in reducing anxiety and building self-esteem with regular classroom children. The purpose of this study was to investigate the effects of rational-emotive group therapy on anxiety and self-esteem of learning-disabled children. One hundred ten learning-disabled children (ages 8-13) were assigned to one of three experimental conditions: rational-emotive therapy (N=32), recreational-educational programming (N=31), or no-contact (N=47). Within the two experimental treatments that actually met, groups of seven to nine members, similar in chronological age, were formed. Purpose The purpose of this study was to investigate the effects of the Audio Visual Tactile (AVT) treatment in third - and fourth-grade disabled readers in three areas of reading: word-recognition skills , silent-reading comprehension skills , and attitude towards reading. Public Law 94-142 mandates that each handicapped child have an individualized education program (IEP) which must be based upon the unique needs of the child. Federal legislation requires that IEPs be developed and implemented if state and local education agencies are to receive federal funds. A review of literature indicated that the procedures currently being used to monitor the IEP mandate do not have documented validity or reliability. This study was designed to evaluate mainstreaming in-service training practices for regular teachers which result in successful child change. The research design implemented was a quasi-experimental, nonequivalent control group design with a pretest and a posttest. There were three comparison groups: (a) mainstreamed children and classes of regular teachers who participated in a practicum model of mainstreaming in-service, (b) mainstreamed children and classes of regular teachers who participated in a videotape model of mainstreaming in-service, and (c) mainstreamed children and classes of regular teachers who received no treatment (control group) .

This study was designed to determine if generalization, the facilitation of performance on untrained items through training of related skills, can be evidenced in the language behavior of an aphasic population. Five aphasic subjects were drawn from a patient population at a Veteran's Administration Medical Center in Michigan. Each subject was presented with 25 unfamiliar pictures utilizing five cueing techniques: whole word repetition, first syllrble cue, sentence completion, written word, and a control of no input. These were then used to elicit verbal responses to the pictures. The subjects were then shown 25 similar pictures, without cues. Statistical analysis showed …

Questionnaires returned by 328 physical therapists were analyzed to 1) establish a role definition for public school therapists and 2) determine the educational needs of therapists preparing for public school service. The therapists ranked 15 skills in importance to the role of the public school physical therapist and in urgency of their need to develop each skill. They also indicated which educational format they believed would be most appropriate for developing each skill. This investigation focused on the examination of the effectiveness and costs of instructional delivery in using programmed tutorial materials by trained high school paraprofessionals to instruct learners attending the elementary self-contained and resource rooms. Forty tutees, divided equally into experimental and control groups, were administered two pre and posttest measures, the E-B Beginning Reading Placement Test and the Woodcock Reading Mastery Test (WRMT). Tutees in experimental groups received tutorial instruction from the paraprofessional tutors 25 minutes daily over the ten-week treatment period. The project resulted in the development of participation based reading selections and their accompanying teaching suggestions to be used with disabled secondary readers. The complete materials stressed hands-on applications and product-producing activities. The reading selections were written for several levels of reading difficulty. They incorporated the teaching of literary skills, study skills, and functional-living skills and provided practice in following directions. The approach produced materials meant to be a specific fit for disabled secondary readers who prefer to learn by doing.

The purpose of this paper was to research criteria for screening for young, handicapped children with the intent of developing a single, comprehensive screening instrument. Analyses of existing screening devices and data from educators in the field were also included in the study.

The resulting screening instrument was designed to assess the developmental acquisition of skills. Major developmental areas included in the screening instrument are language skills, motor development, perceptual skills, cognitive development, social skills, and self-help skills.

There were two sets of problems which were of focal interest: (1) Did the achievement levels of the students selected come up a significant degree? (The administration wished a month's gain for a month's instruction.) (2) Did the children's personality and behavior characteristics change for the better?

This study examined some of the behavioral and academic characteristics of students who were placed in transition rooms, program philosophies and goals, behavioral and academic benefits of the transition experience, and parental reactions to the programs.

Subjects were 43 white middle-class students who were enrolled in two transition rooms in a midwestern school district during two consecutive school years. Fall and spring data from teacher ratings on the Myklebust Pupil Rating Scale (PRS) were obtained and used as indices of behavioral characteristics and progress. The purposes of this study were 1) to compare the Moral and Friendship Development of regular class male students 1 with that of age matched EMR male students, and 2) to compare the relationship between Moral and Friendship Development within each group.

The 30 male subjects, 15 from regular classes and 15 from EMR classes, were equally divided into three chronological age groups; 5-6, 7-8, and 9-10.
