This study attempted to discover if Washington school administrators believed it would be helpful to integrate library, textbook, and audio-visual materials into one instructional materials service. The three aspects of the problem to be explored were (1) the feasibility of the proposed service in actual schools in Washington, (2) the qualifications thought necessary for the director of such an integrated service, and (3) the degree to which our schools already approached an integrated instructional materials service.

The rapid growth of high schools within the past thirty years, and the changes in the methods of teaching, have made the library and important phase of any well-equipped high school. The capacity for service varies greatly in the different states. Some states have provided adequate equipment and staffs; others have given the bare necessities.

The purpose of this present study is: (1) to determine the facilities of high school libraries in New Mexico; (2) to ascertain the training and qualifications of the personnel; and (3) to compare the results with standards and recommendations made by library and educational associations.

The conditions of New Mexico and its time of annexation to the United States were different from most other territories that had been added. The population was composed almost entirely of Spanish descent and Indians. Their customs and ideas of church and state differed completely from those of the American subjects. Today a million teachers are entrusted with the task of educating more than 25,000,000 pupils. For twelve years these millions of boys and girls are under the direction of school teachers--certainly no other professional or civic group has an opportunity of like magnitude. If the teaching group should effectively unite upon a comprehensive program its influence on social change would be considerable.
