This essay was aimed at describing the development of civic knowledge, civic skill and civic disposition on textbooks for junior high school namely "Belajar Memahami Kewarganegaraan 1, 2 and 3". Based on content analysis, it can be conducted that civic education element was developed through teaching material presented accompanied by features, such as additional boxes, every chapter including pictures, law corner, info, public figures, and citizenship dictionary. This study was aimed at exploring the values of local wisdom of the indigenous peoples whose existence is still kept below the brunt of globalization and modernization so strong. This research aimed at (1) developing teaching materials based on local content for Civic Education in University; and (2) describing the potential impact of local content on student consciousness on local culture. It was a developmental research. The subject were student registered in Civic Education Course (Mata Kuliah PKn) at History Department. Pilot project was validated through one to one, small group, and field evaluation. The analyzed result indicates that the developed instrument was valid and has potential impact. This article was aimed at (1) discovering and constructing the political dynamics in formulating the Law of the Court of Human Rights; (2) analyzing its implication on the future of politic of Human Rights in Indonesia.
