Writing is an essential skill used to communicate ideas effectively, assess understanding, and demonstrate critical thinking across educational and workplace settings. Yet, research demonstrates that a majority of special education teacher preparation programs do not offer standalone courses in writing instruction methods, leaving many special education teachers to enter the profession with limited knowledge of effective writing instruction for students with high-incidence disabilities. There is a growing need to equip teachers with the knowledge and support necessary to foster student growth in reading. The problem addressed in this project is that many newly-hired teachers lack the knowledge, confidence, and instructional coaching needed to effectively implement evidence-based literacy practices in conjunction with high-leverage teaching practices. Newly-hired teachers include teachers who are new to a district, both those who have transferred from another school and those who are just beginning their teaching careers. Abstract
The purpose of this qualitative case study was to explore how school-based pre-K teachers in Georgia perceived their literacy professional development needs within the context of the Georgia Early Literacy Act, House Bill 538, and to examine the role of teacher leadership in supporting their professional learning. Although the Act established evidence-based literacy requirements and professional learning expectations for kindergarten through third grade educators, comparable supports for school-based pre-K teachers were not clearly defined. This dissertation explores the impact of culturally responsive professional development on K–12 educators’ perceptions and understanding of Black English, also known as African American Vernacular English (AAVE). The study responds to the longstanding marginalization of Black English in educational environments and its implications for academic equity, cultural identity, and student performance—particularly among African American learners. The central intervention, titled “Do You Understand Me? Linguistic and Cultural Competence Black English Professional Development,” was designed to increase teachers’ linguistic awareness, dismantle deficit perspectives, and promote inclusive instructional practices that validate students’ home language.

This report is part of the MERC Literacy Study. It explores recently published research and publicly accessible professional development (PD) offerings frequently used across the Commonwealth to support the implementation of the Virginia Literacy Act (VLA). Findings from this report support the ongoing PD of school staff and relevant partners in the VLA’s purpose of improving literacy outcomes for students in grades K-8 across Virginia.

This qualitative case study investigated the experiences of college-level EFL/ESL teachers in Asia. The research sought to identify the gaps in professional development experiences influencing teachers to be better educators, meeting the needs of the English language learners in Asia. Additionally, the research identified how the professional development experiences, or lack thereof, of the college-level EFL/ESL teachers impacted their pedagogical strategies and professional practices. During this era of heightened political and social divides, it is more important than ever to provide elementary students with inclusive and socially conscious literacy instruction. While classroom read-alouds have been long valued for their impact on literacy development, they are often underutilized as tools for fostering student identity, empathy, and social justice. This project, grounded in the frameworks of critical literacy, culturally responsive pedagogy, and Frierian theory, positions the read-aloud as a powerful entry point for critical and age-appropriate conversations about social issues, representation, and power.

This Dissertation in Practice utilized improvement science methods to increase teacher self-efficacy in foundational reading practices and to address the oral reading fluency (ORF) challenges of elementary students who consistently score below proficiency. Rooted in Bandura’s theory of self-efficacy and the Active View of Reading, the study aimed to build teacher confidence in delivering foundational reading instruction while improving student ORF rates. A Plan-Do-Study-Act (PDSA) cycle was implemented with second-grade teachers and targeted the following aim: increase ORF by 12 words correct per minute (wcpm) for students receiving Tier 3 intervention over an eight-week cycle. The increasing population of English learners (ELs) in Texas public schools requires a focused approach to their education. This article explores the challenges faced by ELs, including the risk of misplacement in educational programs and the need for culturally and linguistically responsive teaching practices. Drawing on recent research, the article highlights the importance of professional development (PD) tailored to the unique needs of ELs. Effective PD programs should prioritize cultural and linguistic awareness, collaborative learning opportunities, and strategies for differentiated instruction. This qualitative, phenomenological inquiry aimed to understand the overall essence of public high school English language arts and reading professional development design and delivery from an inclusive, sociocultural, responsive theoretical lens. The lens extended previous scholarship, combining six educational concepts and theories to develop an ideological framework for high school English language arts and reading professional development design and delivery. There is increasing evidence that literacy coaching is an effective method for supporting teachers’ professional development. At the same time, teacher evaluation systems have intensified in response to reform initiatives, raising questions about what happens at the intersection of teacher evaluation and coaching. While the population of multilingual learners (MLs) in the United States has grown rapidly in recent years, many teachers feel unprepared to teach them. The professional development (PD) teachers receive is often misaligned with their particular needs and experiences. This design-based research study examined the development and impact of online PD designed with teacher input to improve writing instruction for young MLs. Data were collected over twelve months from 25 teachers in six Southeastern U.S. school districts. Researchers evaluated the impact of the PD on teachers’ knowledge and self-efficacy for teaching writing to MLs. Findings highlight how teachers made instructional …

Educating English learners (ELs) in inclusive classrooms requires a team of educators with diverse expertise and knowledge in culturally and linguistically responsive assessment and instruction. To address the unique needs of ELs, we offered three graduate-level courses to the educators over a 9-month period. Teams of three to five educators from various schools were encouraged to apply. This group included administrators, general, and special education teachers, among others. The Australian Government is supporting the Government of Lao PDR to undertake significant primary education reforms through its flagship Basic Education Quality and Access in Lao PDR program (BEQUAL). A key focus of these reforms is the rollout of a new national primary curriculum intended to improve teaching quality and learning outcomes for students. As part of a multi-year study series, the Education Analytics Service (EAS) investigated how the BEQUAL program made a difference to improving these teaching and learning outcomes.

The Australian Government is supporting the Government of Lao PDR to undertake significant primary education reforms through its flagship Basic Education Quality and Access in Lao PDR program (BEQUAL), including a new primary curriculum. Phase 1 of BEQUAL (2015-22) supported the Ministry of Education and Sports (MoES) to rollout the new primary curriculum in schools, starting with Grade 1 (G1) in 2019. Professional development (PD) plays an important role in one’s ability to perform at a high level in a job (Mizell, 2010). As such, an increased emphasis on ongoing and varied PD opportunities to support educator’s professional growth has been described as an effective approach since it pays direct dividends for teachers’ self-efficacy and prepares them to help students surpass basic academic standards (Anderson, 2018; Borg, 2018; Tanveer et al., 2021).

Navigating The Chasms Between Real And Ideal Literacy Professional Development, Poonam Arya, Kathryn L. Roberts
Reading Horizons: A Journal of Literacy and Language Arts
In this study, we examine the supportive and hindering factors that influenced 26 teachers’ implementation of pedagogy learned through a research-based, resource-intensive literacy PD initiative (100+ hours). Through post-intervention interviews, we explore the space between learning and enactment of new practices for literacy teaching and learning. Specifically, we ask, What are teachers’ perceptions of the contextual factors that support and hinder their moving from learning to implementation of literacy PD? Results indicate four primary supportive factors (PD facilitators, communities of practice, schools/administrators, and student affective responses) and three primary hindering factors (circumstantial factors, lack of resources, and mismatches between school …

Teachers have the opportunity to improve students’ early literacy success by becoming more proficient in phonemic awareness (PA) and phonics instruction through Professional Development. While some studies show that teachers struggle with PA and phonics concepts, application of implementation best practices could provide teachers with the instructional guidance and support needed to help students achieve the best early literacy outcomes.

The Australian Government is supporting the Government of Lao PDR to undertake significant primary education reforms through its flagship Basic Education Quality and Access in Lao PDR program (BEQUAL), including a new primary curriculum. Phase 1 of BEQUAL (2015-22) supported the Ministry of Education and Sports (MoES) to rollout the new primary curriculum in schools, starting with Grade 1 (G1) in 2019. Specific teaching practices were introduced, including active learning, student-centred learning approaches, formative assessment, and a phonics approach to teaching reading. A previous convergent mixed methods study conducted by the author revealed that, based on their preservice preparation and access to in-service professional development, instructors of adult emergent bi/multilingual learners (EBLs) in the United States often felt ill-equipped to address the oppressive dynamics and learning challenges that might manifest in their adult ESOL classrooms. This follow-up interview study explored the prevalence of these oppressive dynamics, such as racism, sexism, and linguicism, and learning challenges, such as neurodiversity, and investigated how preservice preparation, continuous professional development, program administration, and the field of TESOL might address these issues more consistently and equitably.
