Understanding Primary Level Learner Progression In Scotland: Insights From Scottish Online Formative Assessments (Sofa) Data From The Highland Local Authority, Alexander Towne, Sladana Krstic

Assessment and Reporting

This report presents findings from more than 30,000 Scottish Online Formative Assessment (SOFA) assessments completed across one Scottish local authority during the 2024-2025 academic year. It demonstrates how SOFA can be used to monitor learning progression across numeracy, reading and writing, identify attainment gaps between learner groups, and provide detailed diagnostic evidence to support classroom practice, school improvement and local authority panning. Although based on a single local authority, the study illustrates how curriculum-aligned formative assessment can complement national assessment evidence by providing richer insight into learner development.

This qualitative case study examines how teachers’ decision-making and professional autonomy shift while participating in a Hip Hop Pedagogy Professional Learning course supported by structured FIXIT (Lo & Wachter, 2023a, 2023b, 2023c, 2023d; Wachter & Lo, 2024) game-facilitated dialogue in a rural, culturally and linguistically diverse Midwest community. Students with dyslexia need explicitly designed and implemented instruction in order to combat deficits in phonological, language, and executive functioning processes, yet teachers in Catholic Schools may not have the necessary training for successful reading intervention due to a lack of dyslexia policy in private schools. Kentucky Teacher Education Journal: The Journal of the Teacher Education Division of the Kentucky Council for Exceptional Children

This study describes a semester-long, civics-focused Professional Learning Community (PLC) with five elementary pre-service teachers (PSTs). Using inductive qualitative analysis of meeting transcripts, reflections, and field notes, three themes emerged: the PLC increased PSTs' confidence in integrating civics across the curriculum, built community through shared practicum experiences, and provided resources that broadened their understanding of civic learning. Findings suggest PLCs offer a promising structure for preparing elementary PSTs to prioritize civic education in their future classrooms.

Kentucky reading achievement has remained below statewide goals, which prompted a revision to the Read to Achieve (RTA) initiative, a state-level grant-funded program aimed at improving student literacy outcomes. The revision prioritized the professional learning of administrators and K-3 reading instructional staff in the science of reading and the adoption of high-quality structured literacy-based resources and aligned intervention resources. This study uses nine years of panel data (2014–2015 through 2023–2024) from all public schools in Kentucky to evaluate whether the revised RTA initiative had a differential effect on school-level reading outcomes. We employ propensity score matching and a heterogeneous difference-in-differences …

This qualitative multi-case study examines how elementary teachers in English as a New Language (ENL) and Dual Language Bilingual Education (DLBE) settings conceptualize, implement, and reflect upon translanguaging pedagogies, with particular attention to translanguaging rings as tools for language differentiation. This study evaluates how educators interpret the Multidimensional Framework for Inclusive Literature (MDFIL), a tool for evaluating and selecting multicultural literature for their classrooms. Participants self-identified as current, former/retired, or student teachers, or as undergraduates pursuing a teaching license at the time of the survey. Incorporating multicultural literature into educational settings has a positive impact on children's development. Multicultural literature fosters feelings of acceptance, cultural awareness, and empathy among students. Michigan’s Public Act 146 (PA 146), the state’s K–12 Literacy and Dyslexia Law, establishes new requirements for screening, evidence-based instruction, structured literacy practices, professional learning, and strengthened multi-tiered systems of support to improve reading outcomes. While the law provides detailed and prescriptive guidance for elementary schools—particularly regarding decoding-focused instruction aligned to the science of reading, universal screening, and intervention planning—its implications for grades 4–12 are less clearly defined. The COVID-19 pandemic exacerbated existing disparities in early intervention (EI) and early childhood special education (ECSE) services for culturally and linguistically diverse (CLD) disabled children, exposing critical gaps in access, services and support. systemic inconsistencies in implementation, training, and funding, remain barriers limit opportunities for CLD students to benefit, despite the aims of the Individuals with Disabilities Improvement Act (IDEA). To address these inequities, this manuscript proposes an expanded and updated Culturally Responsive Equity-Based Bill of Rights for EI and ECSE. Drawing on sociocultural theory, a transdisciplinary, multi-racial team of teacher educators, a social work educator, and a scholar of English and rhetoric, designed a study focused on developing teacher candidates’ understanding of trauma-informed practices during their teacher preparation program. Qualitative data from teacher candidates’ reflections on Critical Incident Descriptions (CID) completed during student teaching reveal their developing understanding of trauma-informed practice with Timing, Maintaining Relationships, Holding High Expectations, and Engaging Students so they Remain in the Classroom as prevalent themes across all CIDs. Newly arrived immigrant students, commonly referred to as “newcomers,” represent a notable portion of the English Learner (EL) population in California’s K–12 public schools. As of Fall 2023, the California Department of Education reported that newcomers comprised 3.27% of total student enrollment. Although enrollment is projected to decline in the near term, the potential for future increases highlights the need for sustainable, evidence-based support systems. The National Assessment of Educational Progress (NAEP) data shows that since 1992, Black male students in Georgia’s fourth through eighth grades have consistently scored low on reading assessments (The Nation’s Report Card, 2022c). This study examines the impact of redesigned reading core courses, aligned with the Science of Reading framework, on pre-service teachers' knowledge of early literacy skills essential for reading mastery. Utilizing a qualitative research approach, data was collected through interviews with undergraduate students enrolled in a small private college teaching program in Ohio. Through a narrative-based case study design, this research connects pre-service teachers’ early writing memories with their studies in writing instruction to explore how multi-layered and multi-faceted writing experiences across time and space influence teaching beliefs and practices. The focus of this study was to explore the perceptions and knowledge of Tennessee kindergarten, first-grade, second-grade, and third-grade teachers regarding early literacy and science-based curricula that incorporate the science of reading. This study examined the experiences of kindergarten through third-grade teachers in a Tennessee school district as they transitioned to a structured literacy approach grounded in the science of reading. This Dissertation in Practice utilized improvement science methods to increase teacher self-efficacy in foundational reading practices and to address the oral reading fluency (ORF) challenges of elementary students who consistently score below proficiency. Rooted in Bandura’s theory of self-efficacy and the Active View of Reading, the study aimed to build teacher confidence in delivering foundational reading instruction while improving student ORF rates. A Plan-Do-Study-Act (PDSA) cycle was implemented with second-grade teachers and targeted the following aim: increase ORF by 12 words correct per minute (wcpm) for students receiving Tier 3 intervention over an eight-week cycle. We sought to examine differences in PSTs’ changes in reading and responding to student writing when their perspectives diverge from each other. Three PSTs enrolled in one learning-to-teach-writing course participated. Our comparisons of PSTs’ initial and end-of-semester reading and responding revealed varied changes within their core practice. PSTs’ variations displayed alignment to their divergent writing attitudes and beliefs. The results highlight the need for more nuanced attention to PSTs' growth in practice in future writing teacher preparation coursework.

In this study, we describe a teacher educator’s first experience implementing a service-learning project in a children’s literature course in which pre-service teachers helped provide read-alouds for the local public library’s summer reading program. We sought to examine the impact the project had on the seven participants. Data was collected through reflective journals and an end-of-course debrief. Four themes were identified in the data: Initial Feelings, Preparation and Planning, Lessons Learned, and Barriers and Challenges.

Students in U.S. elementary schools continue to experience difficulty learning to read, with some attributing these difficulties to a lack of alignment with the Science of Reading (SOR).
