Race in the US is shaped by a history rooted in settler colonialism, colorism, and nativism. Yet, international students are typically excluded from most conversations about race and racialization. Using Fries-Britt, George Mwangi, and Peralta’s (2014) emergent framework on learning race in US contexts, we examined international students of Color’s racialized experiences at a predominantly White institution, including how their racialized experiences were often shaped simultaneously by issues of race and racism in the US as well as preconceived notions of what their US collegiate experiences would be. While critical scholars have attempted to decenter internationalization, limited research has aimed to understand internationalization efforts in the context of the socio-historical particularities of the postcolonial condition. This paper takes a decolonial perspective in the study of internationalization, in light of the Eurocentric tendencies of modernity, whose major manifestation in higher education is neoliberal globalization. We unpack internationalization in the U.S. and examine how it is embedded in and reproduces neoliberalism, racism, and colonialism. This case study examines Makerere University through the lens of U.S. land-grant ideal and normative domains in order to provide a deeper understanding of global higher education. A case study uses multiple types of data to create a holistic perspective. As well as interviewing Makerere stakeholders representing diverse sectors, numerous documents and different types of media were analyzed enabling a triangulation of data. Using Asian Critical Race Theory and Resilience Theory, this qualitative study explores how Asian international college students experienced racism before and after the eruption of the COVID-19 pandemic and how they developed and used resilience to counteract that racism. Eleven Asian participants shared their counter-narratives through semi-structured interviews. Results reveal that, before the pandemic, participants were regularly subjected to racist acts and attitudes grounded in a deficit view of Asians that treated them as inscrutable foreigners, blamed them as individuals for perceived shortcomings in their home countries, dismissed their expertise outside of technical STEM fields, and failed to recognize their …

Investigating Student Development Of Intercultural Communicationcompetence Through Collaborative Online International Learning, Yizhe Huang

This dissertation is a qualitative case study detailing the intercultural communication competence (ICC) development of seven Chinese foreign language learners who participated in Collaborative Online International Learning (COIL) activities at a regional U.S. university with a group of native Chinese speakers. Multiple qualitative data sources - including semi-structured interviews, observations, questionnaires, and reflection journals - were collected over two years. Drawing on sociocultural and transformative learning theories, this study disclosed four findings that practitioners and researchers can build upon to promote language development and intercultural learning in foreign language coursework through virtual exchange.

Although the Vietnamese government has launched numerous initiatives to develop employability for students, half of its university graduates are unable to find jobs in their area of specialization. In order to address this issue, the Vietnamese higher education sector has introduced international career-oriented programs (ICOPs) to position the quality of Vietnamese graduates on par with international standards. This research focuses on three ICOPs to explore the interaction between teacher and student agency in enhancing graduate employability. This article explores Iranian international students’ (IISs) experiences of human dignity (HD) within Canadian universities, compared to Iranian ones. Drawing on in-depth interviews with 24 current and former IISs (10 women and 10 men in Montreal and two women and two men who had left Canada), I created a conceptual HD framework to analyze the data. Three themes emerged as key to IISs’ experiences of HD in the context of postsecondary education: 1) the relationship between students and university faculty/staff, 2) gender equality and freedom, and 3) having a minority or marginalized identity. In this emerging scholar summary, the author joins together scholarship on religion and culture and advocates for socially just education for religious understanding that is linked to global citizenship and diversity education. A comparative case study methodology that incorporates a survey and elite interviews is used to explore the manner and degree to which global liberal arts colleges and universities are engaging with religious diversity. Three axes are applied to analyze the ways education for religious understanding may function across place, space, and time within global education policy networks.

This study compares Canadian and Iranian international students’ conceptions of critical thinking during their graduate studies in Canada. Critical thinking is an essential skill in Canadian higher education. It enables students to make reasoned judgments from their observations and experimentation. This narrative inquiry using open-ended interviews describes the narratives of eight students from different master’s programs at a university in western Canada to examine their experiences and notions of critical thinking. The preliminary findings reveal that while all Canadian participants had knowledgeable perspectives about critical thinking, Iranian participants required more knowledge to build their critical thinking conceptualizations. The Thousand Talents Plan was an ambitious government initiative to repatriate and/or recruit experts from the global Chinese diaspora, along with some non-Chinese experts. The plan has received much criticism from abroad, accusing it of taking advantage of the open international education sector and facilitating espionage. While the Thousand Talents Plan received the most international attention, it was just one of over 200 Chinese governmental talent recruitment plans, which we label broadly as the Thousand Talents Brand (TTB). In recent years, news media have increased reporting about alleged foreign interference in universities worldwide. A flurry of new policies has followed. This article reviews discourse and policy on foreign interference in higher education in select countries. It identifies the alleged perpetrators and victims, the victims’ concerns and responses, and the voices shaping the narrative about foreign interference. We combine the concepts of sharp power and right-wing authoritarianism to inform a discourse analysis and comparative policy analysis of a data set of 161 news articles and related media sources spanning a 30-month period of 2019-2021.
