The purpose of this study is to seek best practices for Manifestation Determination Review (MDR) meetings with regards to Speech Language Pathologist (SLP) participation, how frequently expressive and receptive language of the student are considered throughout the process, and the degree to which MDR teams follow best practice recommendations. Given the vague federal guidelines regarding the MDR process, SLPs are not consistently invited to MDR meetings and expressive and receptive language of the student being disciplined are not consistently considered in the manifestation determination meetings and process (Fisher et al., 2021; Knudsen & Bethune, 2018). Despite the lack of research supporting zero tolerance policies and practices, these exclusionary practices and policies have resulted in the doubling of the number of students suspended from school. They contribute to exclusionary consequences and, in effect, these practices create negative academic, social and emotional outcomes for students often resulting in students entering the criminal justice system (school-to-prison-pipeline), which disproportionately impact Black students, students with disabilities, and children living in poverty. Identity formation is complex, ongoing, and context specific. To be successful in mathematics classes, students must negotiate and navigate the normative identity of the class--what counts as being "good at math" (Cobb, Gresalfi & Hodge, 2009). Within the constraints of normative identity, students must also negotiate a personal doer-of-math identity: who they are within the context of this particular mathematics class. This study examines dual enrollment activities and their impact with a focus on equitable recruitment, persistence, and targeted success mechanisms for Black students and students from low-income families. The lived experiences of four former students from diverse racial and socio-economic backgrounds, and the perspectives of ten dual enrollment practitioners garnered from a purposeful sampling of two Southwestern Pennsylvania universities inform the study. A qualitative approach examines interviews, focus group, and survey data through thematic investigative interpretation to yield common and unique experiences and perspectives relevant to recruitment processes, funding, support systems, and observed outcomes.
