Programs within the Cooperative Extension Service often develop partnerships with other agencies and organizations to better meet their common goals. While there are many benefits of partnerships, they can be challenging when the partners are unequal or have dissimilar needs. Using a survey and interviews with faculty and administrators at two land-grant institutions we explore the similarities and differences that pull and push at their partnership. Recommendations to strengthen partnering opportunities at the institutional and program levels are provided.

This Themed Resource List was produced as part of the process of developing a postgraduate Continuing Professional Development (CPD) module for lecturers who wish to build, or enhance, Community Engaged Research and Learning (CERL) projects in the modules they teach, as part of the Higher Education curriculum. New partnerships to reach new audiences are key to Extension’s future (Harder, 2019). But partnership is enhanced through shared decision-making, co-creation of content, and leveraging non-overlapping expertise and experience (Bertsch et al., 2020; Israilov & Cho, 2017; Ostrom, 1996). Texas A&M AgriLife Extension Service partnering with the Texas Council for Developmental Disabilities provides a novel approach to using statewide presence to the benefit of a partner seeking to expand its footprint (Alford, 2014; Ostrom, 1996) and is, itself, an outcome (Voorberg et al., 2015). Additionally, Texans with disabilities benefit through greater access to the education and resources the partnership produces.

An organization’s volunteer development program can serve as a useful tool in the P-20 framework to address transitional gaps preventing smooth and consistent movement of individuals from traditional education to career attainment. Utilizing Maslow’s Theory of Motivation and Maslow’s Hierarchy of Needs, this qualitative study revealed volunteer motivation effectively resolved needs that work toward Self-Actualization. Satisfied needs, addressed by the volunteer experience, places the organization as a relevant partner in the P-20 framework to resolve career attainment goals. In 2006 the Higher Education Authority (HEA) in Ireland released a call for proposals under its Strategic Innovation Fund (SIF). The OECD (2004) review of higher education in Ireland had made a compelling case for reform of third and fourth level education in Ireland. In the context of increasingly difficult economic circumstances the SIF became an important driver for investment and reform of higher education.
