Leadership Development Programs For Elected Officials: Measuring The Impact Of Extension On County Leadership Capacity, Nathan Palardy, Matthew Sowcik

Journal of Human Sciences and Extension

Although Extension-led leadership development programs for elected officials are widespread, few evaluations assess their effectiveness. This study uses 2 years of survey data to quantitatively and qualitatively evaluate several programs for Florida county commissioners, focusing on reaction, knowledge transfer, and behavior change. Results indicate high satisfaction with the program content and quality and substantial improvement in leadership competencies. Commissioners reported frequent application of the skills taught and cited networking opportunities as a key benefit. Health fields use process evaluations to measure how closely an intervention aligns with its intended delivery. Despite their potential for improving Cooperative Extension programming and impacts, process evaluations are not widely used outside the medical sciences. We adapted the process evaluation framework for Extension use. The components assess project components such as content, dose delivered, dose received, and reach, as well as moderating factors such as quality of delivery, participant responsiveness, complexity, facilitation strategy, recruitment, and context. Journal of Human Sciences and Extension

Cooperative Extension in the United States plays a pivotal role in disseminating research-based knowledge to the public. This study investigates the impact of a regional Extension agent system on agricultural producers’ perceived access to Extension resources in Georgia. This research combines quantitative and qualitative data collection methods. Results reveal that Georgia agricultural producers strongly prefer locally stationed Extension agents for direct and personal communication. The study indicates that a regional agent system would limit perceived access to Extension resources, potentially leading producers to opt for private scouting services. The AI Training Series was Washington County, Utah’s first community education offering on the topic of generative AI (GenAI). The training provided community members with an overview of the capabilities and advantages of GenAI and assisted them in making informed technology adoption decisions. Utah State University Extension partnered with Dixie Technical College and Zonos, a software company, to evaluate the effectiveness of the learning experience based on anticipated outcomes. Results showed the training was effective for disseminating information and advancing knowledge on the topic of GenAI. During the COVID-19 pandemic, Cooperative Extension professionals, like many others, were tasked with quickly adapting to accommodate limited face-to-face interactions. The pandemic necessitated that Extension educators leverage online resources to deliver tailored programming in informative and innovative ways while providing engaging, hands-on learning experiences. This article highlights two studies using Mentimeter as a tool to educate and engage Extension audiences through subsequent installments of an online book club.
