Inequalities in the distribution of education resources and cultural identification can lead to lower SAT scores for African American and Latino students. By using SAT scores as one of the primary sources to determine admission to institutions of higher education, educators may be denying minority students admission to a variety of colleges and universities, depriving the student of his or her best choice and the college of an engaged and diverse student body, and contributing to the perpetuation of inequalities in the system. Critical Thinking (CT) skills are important for effective evaluation. In order to increase CT competency and use in evaluation to improve evaluation results, training programs for evaluators should incorporate CT instruction.

This study focused on three areas of interest relative to CT strategies, teac practices, and assessments to measure CT performance. Six research questions were identified to investigate Program Evaluation (PE) faculty's perceptions of effective CT teaching strategies. The Robinson Scholars Program was created in 1996 as part of the University of Kentucky Board of Trustees’ plan to support economic and community development in Appalachian Kentucky.

Values development is an important part of the mission of community colleges, and upholding academic integrity is one way in which colleges advance this mission. Community colleges serve a multigenerational student body, more diverse than most four-year institutions of higher education, and different generational cohort groups hold different values and attitudes.
