Honors administrators are singular creatures on their own campuses. Deans have other deans, vice presidents have other vice presidents, but honors directors are one of a kind. Often they have more in common with their presidents than with anyone else on campus in that they are responsible for a huge array of tasks: recruitment, admissions, scholarships, fundraising, curriculum development, advising, student life, crisis management and public relations; but, while college presidents have administrators to whom they delegate those various responsibilities, an honors director often does them all personally.

The 1991-92 year was indeed a remarkable one for the Academy; we are pleased to report some of the highlights.

Externally, programs for other school systems, teachers and students in Illinois continued to expand. On June 11,1990, following a year of community discussions, extensive research and intensive planning, the Illinois Mathematics and Science Academy unveiled a revolutionary strategic plan for its future. The plan, which received unanimous support from the board of trustees, included strategies in ten areas: curriculum; assessment of student achievement; teaching; business, research and educational partnerships; recruitment and support of a diverse student population; private sector funding; marketing/communications; integration of academic and residential life; organizational structure; and personal and professional growth for faculty and staff.

The study examined the creation of an organizational culture at the Illinois Mathematics and Science Academy. The study focused on the concept of change and the effects of change on the organization and the organizational participants since the creation of the Academy in 1985. Changes in the structure and management of the Academy provided the basis for participant response.

In many ways, the 1989-90 school year at the Illinois Mathematics and Science Academy can best be described as a year of re-creation. Having successfully met the challenges of the start-up years (1986-1989), our fourth school year became a time for thoughtful reflection, refocus and renewal. At the conclusion of the 1988 spring legislative session, the Academy's budget review process was transferred from the Illinois State Board of Education to the Illinois Board of Higher Education. The purpose of this field study was to research the entity of gifted education from an historical viewpoint, to review gifted education as it is today, and most importantly, to review evaluation procedures and studies connected with gifted education. A formal evaluation had never been done in the history of the Independent Study Program at Altamont Community Unit #10. The result of the evaluation procedure was to determine how to modify, revise, and re-evaluate the program in order to more effectively meet the needs of the gifted students in the school district.

The purpose of this study were to (1) investigate the attitude and acceptance behaviors of the regular-classroom teachers toward the present movement of educating handicapped students in the regular classroom, and (2) to investigate selected variables that may affect the attitude and acceptance behaviors, in order to have the findings of the study serve as one basis for future curriculum planning in teacher education programs as well as for in-service program development for local education systems.

Since a major purpose of American education is to meet each child's individual needs, then the intellectually gifted children require the same consideration as those who are slow learners, handicapped, economically disadvantaged, or emotionally disturbed. Research reveals that there are approximately one and one-half to two million gifted children in the United States which means that between two and three percent of the students in any given classroom fall into this category. The North Clay Unit 25 school district began a gifted program in 1978. The new program was lacking in several areas. In August, 1980, the administrative staff in cooperation with Eastern Illinois University Department of School Service Personnel developed a position of administrative assistant-gifted coordinator. The gifted coordinator would administer and be responsible of gifted students and gifted staff.

The Optimum Learning in Regular Classrooms Project is an adoptive-adaptive ESEA Title IV-C project with two purposes: (1) to provide more effective educational service to children with special needs through training the mainstream teacher to diagnose these special needs as well as implement solutions for such children on an ongoing basis, and (2) to provide more efficient support services to the mainstream teacher in his/her efforts to meet the special needs of exceptional children, whether handicapped or gifted.

The papers in this volume were presented at the third annual meeting of the National Collegiate Honors Council at the Olympic Hotel in Seattle, Washington, October 18-20, 1968.
