This study aims to develop a metaverse-based Virtual Reality Counseling (VRC) medium to support psychological services for students with special needs. The research method used is the research and development method with the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation). The results show that the metaverse-based VRC medium has met the media acceptability aspects, making it feasible for effective implementation. Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Semistructured interviews were conducted with six teachers and three administrators from three private Midwest play-based institutions. This study uncovers preschool educators’ experiences of engaging in play-based learning throughout the different phases of the pandemic and delves into the issues and challenges of online learning and the subsequent return to the classroom.
