Over the past few decades, modifications and laws have been put in place that has affected the Minnesota funding formula. The purpose of the study was to do a statistical analysis of the general education revenue trend data in regard to the fiscal equity and wealth neutrality. The study focused on a longitudinal study of previous equity studies done in the state of Minnesota. The actual research focused on 331 public operating school districts in Minnesota and the general education revenue trend data relative to wealth neutrality and fiscal equity based on the additional legislation extending the school board’s ability …

North Carolina public charter schools are schools of choice authorized by the State Board of Education. North Carolina has nearly 200 charter schools, which are evaluated for effectiveness annually by a tool called the Performance Framework. However, to date, the evidence collected through the Performance Framework has not been offered to scholars and school leaders as a resource for achieving effective charter schools. Dr. Ladson-Billings has reframed the commonly understood achievement gap as an education debt that is owed to all students, especially Black and Brown students. Research suggests the difference in achievement as measured by assessment, attendance, and graduation is marked by racial lines. One-way school districts have tried to address race-based injustices is by providing equity-focused professional development (PD) for district employees. This inquiry employed a convergent mixed-methods case study through a collaborative partnership with a College of Education at a private, West Coast Jesuit university. The study’s purpose was to interrogate recruitment and admission policies and practices of a Student Affairs graduate program to determine the extent to which they did or did not align with equity- and justice-oriented principles. The Education Deans for Justice and Equity framework, Critical Race Theory, and Social Reproduction Theory served as the conceptual and theoretical frameworks for this study. Complex problems such as the achievement gap need to be presented to all the stakeholders in the school community to utilize their combined expertise. This requires a specific language to encourage all the stakeholders in the process. Effective leaders achieve this through the principles of transformative leadership by communicating in a way that motivates, challenges, and encourages cooperation. This report presents findings from the Metropolitan Educational Research Consortium (MERC) Cultural Diversity Within Schools Survey. This survey was designed for school- based professionals (i.e., teachers, instructional staff, administrators) within the MERC region. Administered in the fall of 2018, the survey collected information about experiences of professional development related to cultural diversity, attitudes toward cultural diversity within schools, perceptions of barriers and opportunities, and perspectives on the need for professional development. Giftedness as a construct continues to be contested in academia, in the classroom and around kitchen tables. It means different things to different communities and, as a result, acquiring the "gifted" label looks different around the country. Once labeled, student giftedness produces different responses depending on state and district guidelines. A constant among the patchwork of defining, identifying and responding to student giftedness, though, is a serious racial and economic disparity in who is considered gifted and who is not. The history of the American educational system is rife with examples of racism and denial of equal access and opportunity to students of color. Despite efforts to close the opportunity gap, inequity remains. In this action research study, I explored my own leadership, utilizing surveys of stakeholders and focus group conversations to gain perspective on how my leadership impacts the school community. I compared these experiences with the tenets of culturally responsive school leadership that is a path toward greater equity. This case illustrates why school leaders must be culturally proficient to serve all students and lead effectively. I discuss one case in Ohio that is representative of many other American schools. In particular, I examine the cultural challenges educational leaders must commonly face. This case encourages administrators to participate in meaningful conversations with stakeholders to solve complex issues. The hope is to better understand how school leaders in diverse contexts can lead and embrace different cultures, beliefs, and norms. I also pose questions designed to prepare educational leaders for similar situations where they must address issues of culture.

This dissertation examined how superintendents of public-school districts respond to the financial impact of school choice competition. Many U. S. school districts are experiencing funding losses due to the enrollment of students in charter schools and private school voucher programs. The state per-pupil funds follow the student. District leaders must respond to this loss of funding and still maintain high quality instruction and services. Preparing students for higher education is a primary aim of K-12 education. However, some high school graduates do not meet college readiness benchmarks and must take remedial noncredit courses in college (Adams, 2013; Butrymowicz, 2017). One of the strongest predictors of student success in college is rich and rigorous high school curriculum (Adelman, 1999; Adelman, 2006). The Advanced Placement (AP) program offers high school students college-level courses that can earn them college credits from participating institutions (Kolluri, 2018; Rothschild, 1999). This study examines dual enrollment activities and their impact with a focus on equitable recruitment, persistence, and targeted success mechanisms for Black students and students from low-income families. The lived experiences of four former students from diverse racial and socio-economic backgrounds, and the perspectives of ten dual enrollment practitioners garnered from a purposeful sampling of two Southwestern Pennsylvania universities inform the study. A qualitative approach examines interviews, focus group, and survey data through thematic investigative interpretation to yield common and unique experiences and perspectives relevant to recruitment processes, funding, support systems, and observed outcomes. The rise of such reading programs in the market economy has come at the expense of placing the burden of reading development solely on the shoulders of students after restricting their academic and personal growth. This single case study examined the perceptions of William L. “Bill” Phillis, the Executive Director of the Ohio Coalition for Equity and Adequacy of School Funding, concerning an unconstitutional funding model, subsequent sociopolitical barriers, and their impact on students and school districts from underprivileged socioeconomic background within the context of the DeRolph v. State of Ohio legal battle. This research adds to the extant literature on the educational implications of the property tax and foundation model of school funding. This engaging, interactive, self-reflective session focuses on equity at the classroom level. It challenges teachers to look within themselves relative to how they relate to and engage with their at-risk students of color and other underserved students. It challenges teachers to confront whatever biases they may bring to these students that may be either blatant, subtle, undetected or unacknowledged. It argues that high-performance is an impossibility in classroom environments where equity fails to exist.

Through our presentation attendees will be able to identify the four main components of the human brain that control our emotions and behaviors. We will provide evaluation-based techniques to strengthen self-awareness. Teaching, above all else, is about relationships and engagement. Students need to see teachers, especially in their affinity group, as successful and guiding role models. American schools have spent 20+ years implementing strategies that seek to match student and teaching staff demographics. Through examination of lived experiences and related artifacts, the counter-stories within this study created the space for trends and recommendations to be identified. This report comes from the MERC Achieving Racial Equity in School Disciplinary Policies and Practices study. Launched in the spring of 2015, the purpose of this mixed- method study was to understand the factors related to disproportionate school discipline outcomes in MERC division schools. The study had two phases. Phase one (quantitative) used primary and secondary data to explore racial disparities in school discipline in the MERC region as well as discipline programs schools use to address them. Research reveals that zero-tolerance policies lead to school suspensions of a disproportionate number of African American students in urban areas (Center for Civil [CCRR], 2015). Suspensions increase student failure rates and dropout likelihood and reduce the ability to graduate on time (Skiba, Arrendondo, & Williams, 2014). Studies have also shown that African American students are suspended three times more than their White American peers and two times more than their Latino American peers (CCRR, 2015). This manuscript seeks to better understand the extent to which urban universities have pursued prestige over time. I situate the institution-level decisions made by campus leaders over time and within the higher education context to better understand how these efforts collectively reflect broader forces within the higher education environment towards prestige that aligns with standards of excellence misaligned with the equity-serving mission of urban-serving universities. Findings demonstrate widespread engagement in prestige seeking among urban universities, with greater engagement in areas of enhancing research revenue, graduate enrollment and completions, and enhancing incoming student SAT scores. Many national, state, and institutional policies and initiatives advocate for change in higher education through structured forms of data use. The case study of “Old Main University” presented in this article shows how local reformers (n=9) drew on data and data use tools provided by a long-term action research project implemented at the university to advance racial equity goals at their university. This paper addresses the need for developing culturally proficient educational leaders. Our experiences influence our mental models. Our mental models inform our attitudes, expectations, and behavior. Leaders in education are expected to influence current and future educational practices in ways that disrupt conditions of oppression in order to foster equity and justice. It is essential that educational leadership graduate work addresses the awareness of mental models, dimensions of diversity, deliberative thinking with reflection, and the value of student voice in order to integrate standards of culturally proficient leadership into daily behavior.
