This dissertation explores the medicalization domains through three studies to assert that communication exists in all facets of the patient- physician relationship. The first study is a policy analysis that examines the institutional domain through policies and educational standards created in the medical community that dictate the importance of communication. The second study examines medical students' level of clinical empathy using the Jefferson Scales of Empathy. The second study ties to the conceptual domain of the medicalization of communication, showing the creation of terminology (i.e., clinical empathy, clinical communication) helps uniquely identify and measure empathy through communication. Children inherently practice forms of intrinsic motivation. Most would agree that they do not like being micromanaged - they enjoy a sense of freedom when completing tasks. Despite this, many students learn in a controlling environment and many Marines work under controlling leaders. The qualitative bounded case study examined the HOPE Scholarship including the policy changes it went through since its inception and the impact HOPE has made on postsecondary education in Georgia. HOPE is the largest merit-based scholarship in the United States and is facing issues with funding for future scholars. This dissertation addressed its inception by Governor Zell Miller, the changes that it went through as issues arose, and the impact it has made on postsecondary education since 1993.

Vygotsky’s sociocultural theory of cognitive development was used to guide this study. Vygotsky’s theory focuses on cognitive development being fundamentally framed by social interaction. In 2016-2017, the NBCOT revised and field-tested the certification examinations for occupational therapists (OTRs) and certified occupational therapy assistants (COTAs). The revised examinations begin officially being administered and scored in 2018-2019 (NBCOT, 2021). In recent years, the Polk State College (PSC) OTA program’s faculty and staff witnessed its graduating cohorts decline from a 100% passage rate to a 75% passage rate on the revised NBCOT COTA examination (NBCOT, 2021). This study examines why the passing rates of African Americans on the CBEST are the lowest in California at 60%. Madkins (2011) identified licensure testing as a significant reason why African Americans cannot enter the teaching progression. According to Darling-Hammond et al. (2016), California has an ongoing credentialed teacher shortage. An even more significant need is for teachers of color. As part of a larger MERC study, this report provides an overview of federal, state, and regional policies and practices relevant to teacher retention. Using key informant interviews and document analysis, the report addresses the following research questions: What teacher retention policies exist at the federal, state, and local levels? How are these policies structured at the state level and local levels? How do teacher retention policies vary across MERC divisions? Following the findings, the report presents recommendations for policy and practice.
