The purpose of this study was to determine the perceptions of Indiana superintendents regarding utilizing the services of a clerk of the works, a construction management firm, or an in-house project manager to provide project oversight for school corporations. The study identified 20 responsibilities in 3 different categories. Budget management capabilities, communication skills, and expertise in construction management were incorporated into a research survey. The study also examined the difference between respondents who use an annual appraisal instrument and those who do not on the rating of the level of commitment to specific evaluation components. Studies have shown principal instructional leadership behaviors to be a factor in student achievement. There has been little research on principal leadership instructional behavior in schools where the principal and student body are predominately Mexican-American.

This causal-comparative study examined the relationships among the school, the achievement scores of third grade students as measured by the reading portion of the Texas Assessment of Academic Skills (TAAS) and leadership behaviors of elementary school principals. This paper presents data concerning the effect uniformed police officers have on attitudes towards the police and fear of crime within the high school setting. Two identical surveys were administered to 522 high school students at two periods during a school year. The primary purpose was to determine whether placing uniformed police officers, called School Resource Officers, in high schools would improve attitudes towards the police and reduce the fear of crime. Although opinions towards the police were positively affected and the fear of crime was reduced, neither was affected significantly. The primary implication drawn from this research is that …

As of January 1996 a new process has been implemented in teacher dismissal cases in Texas public schools. In the new process a hearing examiner is assigned by the Texas Education Agency to oversee fact-finding duties in mid-contract teacher dismissals, thereby circumventing the previously exclusive adjudicative role of school board members in dismissal cases.

This study explores the implementation of the 1995 legislation that resulted in major changes to the teacher dismissal process in Texas, an important component of the larger and broader educational reform mandates that have been gradually introduced by the Texas legislature over the last decade.

This study examined the need for a uniform dress policy at Clearview Regional High School. The subjects included 285 students along with 3 high school administrators and 65 teaching faculty and staff. The students completed a 7-item survey consisting of five structured multiple-choice questions, and two unstructured open-ended response questions. The survey also provided the opportunity for the students to express additional comments. The survey measured the students' grade level while measuring the students' opinions regarding a uniform dress policy at Clearview Regional High School. The purpose of this study was to evaluate Dennis Township School District's Long-Range Facilities Plan (LRFP) submitted to the Commissioner of Education in October 2000 to comply with the New Jersey Educational Facilities and Construction Act. All New Jersey school districts are required to submit a Long-Range Facilities Plan to the New Jersey Commissioner of Education every five years. The law does not allow any district to advance a school facilities building project for which they are seeking capital funding from the State until the district has an approved Long-Range Facilities Plan. The purpose of this study was to develop and implement a new and effective beginning teacher support network at Paulsboro High School using an action research approach. During the study, a total of ten teachers participated ranging from one to two in years of experience in teaching at Paulsboro High School. The primary data collection techniques used in the study was surveys and one-on-one interviews with all of the teachers. This study examined the use of performance enhancing supplements of Buena Regional High School student-athletes and the need for drug testing policies. The subjects included 120 student-athletes who had participated at the varsity or sub-varsity level. The student-athletes completed a 21 item survey that consisted of 6 items that measured the students demographics such as age, gender, grade, race, sport and level. The survey also consisted of 15 statements that determined student's use of performance supplements, reasons why they use supplements, the types of supplements that are used and their feelings about drug testing policies. The role of department chair in today’s colleges and universities is much different and more multifaceted than it was just a decade ago. Academic department chairs must conduct performance reviews, oversee budgets, carry out strategic planning, and negotiate their department’s identity within highly complex institutions (Hecht, Higgerson, Gmelch, & Tucker, 1999). Evidence gathered from ACE workshops indicated that as many as two-thirds of the chairs had no prior administrative experience and yet they face a demanding role requiring a wide range of talents (Hecht, Higgerson, Gmelch, & Tucker, 1999).

Technological, demographic, and competitive changes in distance education (DE) pose complex leadership and strategic issues for community colleges. Leaders must establish institutional and academic objectives, develop financial and technological strategies, and organize, market, and evaluate DE initiatives. There is also dramatic evidence of the demise of a great many, once prosperous, small communities surrounding those same schools. It is time for more effective and sustained intervention, particularly in strengthening a sense of ‘citizenship of the place’ in those communities, especially among current school-aged children. Price pressures in the form of escalating tuition will continue to impinge upon colleges and universities in an unabated fashion. While distance learning experiments and electronic assisted teaching may provide some relief in training-centric sectors of higher education, the university enterprise remains a labor intensive endeavor. Technology and healthcare expenses will continue to grow at most institutions at a rate far above the cost-of-living index. Public institutions are finding strong resistance to additional support based on tax revenue. Private institutions are increasingly being questioned about the “valueadded” they provide and whether it justifies their premium tuition.

School choice is increasingly promulgated as a promising education reform policy for failing urban schools, but no solid evidence has yet shown the promise fulfilled. The authors argue that choice based on market theory without a moral center is insufficient. Without a moral foundation, such market-driven choice programs may actually disadvantage some children further. A market approach, absent a moral perspective, fails to encompass all the necessary dimensions for an educational system that can fulfill the traditional commitment to the common good and effectively serve all urban children, their families, and society. In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index. Children with disabilities are not the sole clients of the pediatric physical therapy practitioner. However, research, best practice, and federal mandated legislation oblige therapists to transition from a traditional medical child-centered model of intervention to a family-centered model. This model places an emphasis on instructing parents, guiding their development as the dominant change agent for their children. Viewing parents as the predominant learner during intervention sessions is hampered by the paucity of family-related and adult-learning content in the professional preparation programs in higher education.
