In recent years, falling standards in the American public-school system have elicited public concern and criticism, leading to several public-school reforms. One such reform is the charter-school movement. Charter schools provide a public option for parents in search of an alternative to traditional public schools. At the same time, the achievement gap continues to widen, with students of low socioeconomic status on the losing end. Since the beginning of the charter school movement, research has focused on comparisons in achievement between students in charters and traditional public schools. Results have been mixed.

There was a need for improvement in fourth-grade reading after receiving data from the school and state assessments. From 2013-2019, all Kentucky school districts have administered a common screener to each student entering kindergarten. In this study, kindergarten readiness—determined by academic skills/cognitive development, language development, and physical development—was a significant predictor of grade 1 end-of-year mathematics achievement. The model predictions show that kindergarten students who met the readiness benchmark had higher grade 1 end-of-year mathematics scores compared to students who entered kindergarten below the readiness benchmark. The model predictions improved substantially with the inclusion of prior level of achievement as indicated by grade 1 beginning of the year mathematics achievement. Data was gathered through interviews from a purposeful sample of gap year program participants and program administrators.
