The purpose of this study was to seek out and identify the traits, attitudes and characteristics of innovative, creative and highly effective teachers within a suburban elementary school district. Participants included five elementary teachers who were identified by their colleagues as being exceptionally innovative, creative and fostering 21st Century Skills. The research method for this qualitative case study consisted of teacher interviews, student interviews, and multiple classroom observations by the researcher. This Program Evaluation Plan (PEP) investigates teacher morale in several schools and explores how it may possibly relate to school grade. There are many factors that influence teacher morale, but I believe that school grade plays a major role; and this dissertation takes a closer look as to how some teachers and administrators feel about their schools and positions. By implementing a questionnaire, and conducting interviews with teachers and administrators, I was able to discover that school grade is weighing in teacher morale.

This study explores how seventh grade students in an urban school district make meaning for their teacher-assigned report card grades. A great deal of research has been done on report card grades from the perspective of teachers and administrators, but few studies have examined what teacher-assigned grades mean to middle school students. This qualitative study attempts to develop an understanding of the meanings attributed to teacher-assigned grades by 56 seventh grade English Language Arts (ELA) students in an urban middle school in Massachusetts.

The purpose of this instrumental case study was to explore stakeholders’ perceptions of the culturally responsive leadership practices of charter school leaders. The purpose of this qualitative case study was to identify and describe the visions, frameworks, strategies, initiatives and change models used by eight superintendents of exemplar 21st century school districts as designated by the Partnership for 21st Century Skills, in order to successfully implement a district-wide 21st century learning model. Semi-structured interviews were used to provide rich narratives of the superintendents’ experiences with the transformational change processes in their districts as they implemented 21st century models of education. The Gaining Early Awareness for Undergraduate Programs (GEAR UP) incentive program has been in place since the late 1990s nationally. This grant, which covers a time span of six years and offers up to eighteen million dollars in federal funds, is designed to increase college readiness and decrease dropout rate among high school students. This study examines the effectiveness of this grant in southern Mississippi for the graduating class of 2014. Utilizing both quantitative and qualitative methods to determine the effectiveness of this grant, this study draws some conclusions and recommendations for this incentive program.

In Board of Education of Westside Community Schools v. Mergens (1990), the Supreme Court upheld the Equal Access Act (EAA), a federal law enacted to permit student-organized groups to meet during noninstructional time.
The EAA traces its origins to Widmar v. Vincent (1981). At issue in Widmar was a policy whereby officials at a state university in Missouri made campus facilities generally available to student groups for their activities. Treating religion as a form of free speech, the Supreme Court ruled that insofar as officials allowed more than 100 student groups to use campus facilities, they created a forum for …

The purpose of this study was to explore the relationship between elements of teacher collaboration and teachers’ level of knowledge, level of implementation, and level of confidence related to CCSS for Literacy in History/Social Studies, Science, and Technical Subject Areas in grades 6-12. The study included an extensive literature that included an introduction, pertinent literature and research regarding literacy in the 21st century, CCSS, cross curriculum, teacher collaboration, the role of leadership, and the theoretical framework. The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. Data were analyzed from 50 survey questions with 42 of those questions measured on a 5-point Likert scale, 5 questions as multiple choice, and 3 questions as open-ended. …

The purpose of this qualitative study was to examine the leadership experiences and perspectives of five National Distinguished Elementary Principals (NDPs) from the Class of 2010 serving in the Midwest region of the United States. Specifically, the study investigated the application and selection process of recognition as an NDP, their views of school leadership, and their perception of best professional practices. Using a phenomenological approach, the researcher used semistructured phone interviews and analyzed National Distinguished Principal application essays. A recent trend in accountability systems in the United States has been grading schools on an A-F scale. Some of the evaluation components included in these systems are standardized test proficiency rates and student growth measures. Traditionally, these systems have not emphasized accountability for gifted education programming or services. The accountability systems of the sixteen states in the U.S. under these A-F systems were analyzed for indicators that involve gifted education, which does not yet have a federal mandate or centralized decision-making. There has been longstanding concern over the seemingly intractable problem of boys’ academic achievement. Despite extensive research, there is little consensus among researchers and educators regarding best practices and approaches in mitigating and remediating the problem. Before the Supreme Court’s monumental decision banning racial segregation in schooling in Brown v. Board of Education (1954), the federal government had little direct involvement in national education policy. Subsequently, the federal government has assumed a major role in setting national education policy.
The federal government’s first post- Brown major legislative enactment, in 1958, was the adoption of the National Defense Education Act (NDEA). Enacted largely in response to the Soviet Union’s launching of Sputnik 1, the NDEA, made federal funds available to education institutions to focus on areas considered critical to national defense, such as mathematics, science, and foreign …

This book mainly offers the biography of Moisés Sáenz (1888-1941), founding architect of Mexico's system of public schooling and former student of John Dewey, describing in particular his roles in creating rural schools, initiating bilingual education (for Mexico's indigenous populations), and experimenting with linkages between schooling and community development. The volume also includes the author's reflection on the relevance of learning about Profr. Sáenz for his own intellectual trajectory (which includes studying the movement of students between Mexico and the US) and reflections by Mexican educators Humberto Leal Martinez and Juan Sánchez García.

Assessment is used to determine whether students are meeting the goals of education. In Nebraska, the goals are measured through statewide testing to meet the requirements of No Child Left Behind. As the requirements of No Child Left Behind increase, this study described the strategies used by Nebraska public elementary school principals in an effort to improvement student achievement.
The researcher gathered literature in order to identify the role of the principal in the assessment process and found the focus to be on the preparation of the statewide testing but little on the role of the principal. The literature revealed …

The use of social media, particularly services such as Facebook and Twitter, has grown exponentially in recent years. Yet to date, relatively little litigation has arisen around the issue of teachers and other educators engaging in questionable or inappropriate use of social media when communicating with students. Even so, parental complaints do arise when teachers share inappropriate communications with students through social media. Consequently, as social networking continues to increase, school business officials and other education leaders should devise policies to help deal with this growing trend.

Professional Development In Urban Schools: What Do The Teachers Say?, Tanya R. Green, Mishaleen E. Allen

This quantitative causal-comparative study compared perceptions of professional development opportunities between high-achieving and low-achieving elementary-middle school teachers in an urban school district using the Standards Assessment Inventory (SAI). A total of 271 teachers participated including 134 (n=134) teachers from high-achieving schools, and 137 (n=137) teachers from low-achieving schools. Teachers in high-achieving schools reported receiving professional development more aligned to the 12 NSDC standards for quality professional development than teachers in low-achieving schools. In addition, teachers in high-achieving schools indicated receiving professional development modeled as Professional Learning Communities (PLCs). Noting that collaboration between business executives and superintendents was wide but not deep, a Harvard Business School monograph, "Partial Credit: How America's School Superintendents See Business as a Partner," identified positive findings regarding access. Nearly two-thirds of 1,117 responding superintendents said they had access to business leaders to whom they could turn for advice and support. In urban districts, the figure was 84 percent. However, responses to a question on the AASA's decennial survey suggested otherwise.

This study investigated the relationship between principal leadership behaviors and the level of teacher motivation in a specific region of Virginia, within school divisions that have at least one elementary school designated as a focus school. This study will examine whether the relationship between leadership and motivation differs in elementary schools classified as focus, in-improvement and those with no designation as defined by the flexibility waiver received by Virginia Department of Education. Institutional Merit-Based Aid And Student Departure: A Longitudinal Analysis, Jacob P. K. Gross, Don Hossler, Mary B. Ziskin, Matthew S. Berry

The use of merit criteria in awarding institutional aid has grown considerably and, some argue, is supplanting need as the central factor in awarding aid. Concurrently, the accountability movement in higher education has placed greater emphasis on retention and graduation as indicators of institutional success and quality. In this context, this study explores the relationship between institutional merit aid and student departure from a statewide system of higher education. We found that, once we account for self-selection to the extent possible, there was no significant relationship. By contrast, need-based aid was consistently related to decreased odds of departure.

Dr. Oliveras-Ortiz conducted a correlational study to examine the relationship between teacher effectiveness and student achievement in a north Texas school district. Results show that the issues school administrators face are much deeper than instructional practices and test preparation. Implications for practice are discussed.
