Strategic planning has become an integral part of the management of higher education institutions (HEIs) worldwide, largely in response to an external environment that is exerting increased pressure. The experiences of all but one of Ireland’s 21 Universities and Institutes of Technology with strategic planning over a ten-year period are considered in this paper. Despite evidence of growing experience with strategic planning, some significant deficits are identified. Before the Supreme Court’s monumental decision banning racial segregation in schooling in Brown v. Board of Education (1954), the federal government had little direct involvement in national education policy. Subsequently, the federal government has assumed a major role in setting national education policy.

The federal government’s first post- Brown major legislative enactment, in 1958, was the adoption of the National Defense Education Act (NDEA). Enacted largely in response to the Soviet Union’s launching of Sputnik 1, the NDEA, made federal funds available to education institutions to focus on areas considered critical to national defense, such as mathematics, science, and foreign …

This researcher uncovered the fact that most state departments of education in the United States do not track or focus on professional development for school leaders on the issue of school climate. However, the state of Georgia has made substantial efforts in bringing the importance of school climate into the assessment of schools. Repeated studies show that cyberbullying is pervasive amongst adolescents. Cyberbullying can lead to self-harm, depression, and suicidal thoughts. Educators are called to intervene in educating students about cyberbullying through research and federal legislation. However, there is little research examining whether this education is taking place or having an effect.

This study investigates the relationship between the incidences of cyberbullying victimization and offending over time and the direct cyberbullying instruction and activities facilitated by classroom teachers. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. Most colleges and universities function independently and lack the wherewithal of measuring performance areas of effectiveness, efficiency or quality. The United States Department of Education maintain a number of subsidiary organizations and external sources that provide public statistical data for analysis, yet an institutional performance output measure has not been defined, created, nor developed. At best, university rankings (from sources such as US News and World Report) have been the main source of institutional performance for decades despite researchers’ attempts to address gaps within the higher education field. The Value Of Iowa School District Community Demographic Data In Explaining School District Itbs/Ited 3rd And 11th Grade Language Arts And Mathematics Scores, Byron E. Darnall

The purpose of this study was to determine which combination of 15 community demographic factors account for the most amount of variance and can best predict an Iowa school district’s percentage of students scoring proficient or above on the 2010 Iowa Test of Basic Skills (ITBS) and Iowa Test of Educational Development (ITED) for 3rd and 11th grade Language Arts and Mathematics. This study, along with extant literature and past research, supports the hypothesis that community demographic factors have an impact on state standardized test scores.

The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. Ninth Grade Academies were designed to smooth the transition of rising ninth graders academically and behaviorally. Current research has addressed the long-term effects of Ninth Grade Academies on academics, behavior, and graduation rates. This literature has shown the Ninth Grade Academy to be moderately effective in improving graduation rates but have only limited success in retention, disciplinary action rates, and academic performance. “Warming Up” In The Developmental Sequence? Upward Transfer Conditional On Dependency Status, Cody Davidson, Kristin B. Wilson

Kentucky Journal of Higher Education Policy and Practice

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

Noting that collaboration between business executives and superintendents was wide but not deep, a Harvard Business School monograph, "Partial Credit: How America's School Superintendents See Business as a Partner," identified positive findings regarding access. Nearly two-thirds of 1,117 responding superintendents said they had access to business leaders to whom they could turn for advice and support. In urban districts, the figure was 84 percent. However, responses to a question on the AASA's decennial survey suggested otherwise.

School-Based Consultation To Improve Concussion Recognition And Response, Susan C. Davies, Jenna M. Sandlund, Lisa B. Lopez

Many students who have sustained concussions return to school requiring academic adjustments while their brains heal. However, school personnel often are not trained to accommodate these students. This exploratory project examined the usefulness of school-based training paired with ongoing consultation and continued dissemination of information to improve both concussion recognition and response among school personnel.

A case study design was employed in which a school district received training that was followed by ongoing consultation and continued dissemination of concussion resources. This study highlights the importance of involving school psychologists in concussion management programs.

Institutional Merit-Based Aid And Student Departure: A Longitudinal Analysis, Jacob P. K. Gross, Don Hossler, Mary B. Ziskin, Matthew S. Berry

The use of merit criteria in awarding institutional aid has grown considerably and, some argue, is supplanting need as the central factor in awarding aid. Concurrently, the accountability movement in higher education has placed greater emphasis on retention and graduation as indicators of institutional success and quality. In this context, this study explores the relationship between institutional merit aid and student departure from a statewide system of higher education. We found that, once we account for self-selection to the extent possible, there was no significant relationship. By contrast, need-based aid was consistently related to decreased odds of departure.

The purpose of this study was to examine the training practices of NASP accredited graduate programs in school psychology with regard to best practices in working with English Language Learners (ELLs). Training directors of school psychology programs were surveyed regarding the amount of time and the extent of instruction they provided their school psychology graduate students on the topic of ELLs. School psychology interns were also surveyed regarding both their current knowledge about serving ELLs and their perceived preparedness to serve ELLs. An analysis of traditional authoritarian preservice teacher development approaches in Pakistan demonstrates that they develop teachers as technicians who carbon copy the same authoritarian training model in their classrooms. The more contemporary approaches to teacher education with leadership development focus are mostly limited to in-service teacher education programs. The key dilemma with in-service education is that once the teachers have received higher qualification they tend to move out of the classrooms to assume management positions. Growth: The Journal of the Association for Christians in Student Development

Students and alumni affiliated with faith-based institutions of higher education who experience same-sex attraction regardless of identity label or behavior (“sexual minorities”) shared some of their experiences in these unique settings. The results of this study are consistent with existing research in this area suggesting that sexual minorities may be a distinct group in several important ways. We reported on their experiences of milestone events, meaning-making associated with identity, and concerns about campus climate in light of a range of perspectives on religious doctrine and institutional policies.

In our work with students in the residence halls, we identified a need for additional education regarding professional identity formation among female students. We have found a naivety in students regarding the current climate of the American workforce and potential challenges women may encounter in their career fields as it pertains to gender norms, gender-bias, and inequity. Born again Christians are a significant religious population in the United States, and throughout the world. The process by which a born again identity is assumed is not clearly described in the research literature. Therefore, we asked 18 born again Christian college students a series of questions designed to uncover what led to their identity of being born again. Responses fell into three overarching themes. First, participants described exposure within relationships to God’s principles. Second, participants noted the influence of introspection and reflection on their lives apart from the influence of God. Third, participants had an active response in which …
