This study examined the phenomenon of the difference between high-poverty, low-performing schools and high-poverty, high-performing (H-P/L-P & H-P/H-P schools through the metaphorical lens of Kelling and Wilson's 1982 Criminal Justice Broken Windows Theory. The Broken Windows Theory describes the norm-setting and beckoning effect of urban disorder and vandalism on additional crime. Previous research found that H-P/H-P schools had a collaborative school culture. This research used elements of school culture as metaphorical broken windows. The study employed a cross-sectional phenomenology mixed methods design to examine school performance scores, school routines and school culture. Grouping students for learning has historically been debated among educational professionals. Twenty-first century skills encourage students to work together within their classrooms in preparation for future careers. Adopting Next Generation Science Standards (NGSS) has required educators to encourage collaboration among students for science learning. Church documents and scholars affirm that traditional pedagogies are ineffective in preparing students for the demands of the 21st century (CCE, 2014, p. 13, Darling-Hammond, 2010; Hartley, 2003; Kampylis, 2010; Skiba, Tan, Sternberg & Grigorenko, 2010). A review of the literature revealed that a gap in research on the Catholic elementary school principal’s understanding of and commitment to creativity exists. Even teachers who value creativity cannot fully support its development in the classroom without proper training. The purpose of this study was to discover factors about first-time freshmen that began at one of the six 4-year universities in the former Tennessee Board of Regents (TBR) system, transferred to any other institution after their first year, and graduated with a degree or certificate. These factors would be used with predictive models to identify these students prior to their initial departure. Thirty-four variables about students and the institutions that they attended and graduated from were used to perform principal component analysis to examine the factors involved in their decisions. This case study focused on the understandings of the administration and teaching staff with regard to the implementation and student academic growth of the B-L Upward program. The understandings were formed from data collected through structured, face-to-face interviews. The questioning of the staff members assisted in determining an understanding of the instructional model of the B-L Upward program. The experimental nature of the B-L Upward program allowed students, primarily those graduating from eighth grade and heading into high school, to choose an alternative to the traditional secondary learning environment. The student bodies of universities are made up of a diverse financial class of students which utilize various methods to cover financial obligations on campus, even with the use of welfare governmental assistance. Low-income students that are involved in government welfare programs are given an Electronic Benefit Transfer (EBT) card to support them while they are pursuing an education; however, every university in San Diego, CA (and nearly the entire United States), segregate EBT into an unacceptable category and refuse to accept the card at any venues on campus. Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

The El Dorado Promise is a universal “first dollar” Promise program that guarantees a full tuition scholarship to all students who attend the El Dorado School District from grades K-12, and a partial scholarship for those who enroll in for at least 9th-12th grade. While prior research on Promise Programs has found that Promise scholarships increase postsecondary matriculation, few studies have examined the impact of a Promise scholarship on college completion or the differential impact of a Promise scholarship on college completion by student characteristics. Evidence from placement data show that culturally and linguistically diverse (CLD) students are over-identified for learning and intellectual disabilities (Donovan & Cross, 2002). Cognitive assessments play a central role in correctly identifying CLD students for special education services. This study reviewed the literature to determine support for three methods of cognitive assessment with CLD students. Search results revealed that although there was considerable research supporting the use of the Cultural-Linguistic Interpretive Matrix (C-LIM) and Nonverbal Assessment, there was also much research disputing their use. Much of the support the C-LIM and Dual Language Assessment was not from peer reviewed research. …

This case study explored how the teachers’ union in a mid-Atlantic urban school district used collaboration with the school district to foster a change in its organizational culture that was previously characterized by adversarial relationships. The change in the union culture presented a unique opportunity that led both sides to believe that there was value to short-term and long-term collaborative partnerships. The study was framed on an open systems theory of organizations and an evolutionary change theory. The purpose of this qualitative case study was to understand how school leadership, teacher–student relationships, and school climate impact students’ perceptions of school connectedness at a freshman academy located on a middle school campus in southeast Alabama. The research questions focused on school leadership, teacher–student relationships, and school climate. Hirschi’s social bonding theory provided a framework to understand the association between socialization and social learning by focusing on an individual’s bond to social institutions. Wagner et al.’s (2010) change leadership model was used to assess culture, context, conditions, and competencies of a large, diverse urban school district to create a systemic plan for supporting building level administrators. Interviews were conducted with former building level administrators, teachers, and staff who worked with building level administrators within the district. Results indicated overwhelming support for the building level administrators in the district. Strategies for implementation included: creating professional learning communities, leading adult learning, and developing leadership capacity. This presentation chronicles the work of Houston County Schools in developing a risk prevention model built on more than ten years of longitudinal student data. In its second year of implementation, Houston At-Risk Profiles (HARP), has proven effective in identifying those students most in need of support and linking them to interventions and supports that lead to improved outcomes and significantly reduces the risk of failure.

The purpose of this study was to determine the predictive accuracy of community and family demographic variables, which are found through the use of the 2010 U.S. Census data, on the percentage of students at a district level who are Meeting or Exceeding Expectations on the 2016 New Jersey PARCC in Algebra 1 and Grade 10 English Language Arts/Literacy. Students with disabilities have long lagged behind their non-disabled peers when it comes to science achievement. The increased emphasis on STEM related careers and the use of science in everyday life makes learning science content and concepts critical for all students especially for those with disabilities. We examine the differences in cost-effectiveness and return-on-investment (ROI) for public charter schools and traditional public schools (TPS) in eight major cities in the United States. The cities are Atlanta, Boston, Denver, Houston, Indianapolis, New York City, San Antonio, and the District of Columbia. We utilize data on how much money is invested in public charter schools and TPS, what levels of student achievement are attained across the two public school sectors, and how much economic payoff our society can expect to receive as a result of the educational investments in each sector. A survey taken by 511 respondents dealt with such issues as past and current educational practice preparation, educational purposes in America, core class subjects, and soft skill teachings. Its results revealed a public opinion believing the primary goal of education as teaching students to adapt to any situation they find themselves in. Other results include a lack of preparation in current practices for life beyond education, although workforce preparation is adequate. Also, soft skills ought to see a curriculum of their own and taught explicitly to students in education instead of implicitly enforced, hoping parents alone taught these skills previously. …
