Then And Now: An Analysis Of Broad-Based Merit Aid Initial Eligibility Policies After Twenty Years, William K. Ingle, Jason R. Ratliff

Kentucky Journal of Higher Education Policy and Practice

Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

This paper uses a review of relevant literature on empowerment and youth empowerment theories and models to develop a comprehensive understanding of key elements that are found in youth empowerment programs. Through the literature review, there are five themes identified which can be used to analyze youth programs for the presence of empowerment. The five themes considered are: a power sharing adult-youth relationship, an individual and community level orientation, a safe and supportive environment, peer collaboration, and reflection. This study compared the perceptions of students versus faculty at Central Mountain College with regard to the issue of student engagement. Central Mountain College participated in the Community College Survey of Student Engagement and the Community College Faculty Survey of Student Engagement during the spring semesters of 2009, 2011, and 2013. The institution was provided with aggregate results from these survey administrations by the Center for Community College Student Engagement. Prior to this study, the survey results had not been accumulatively evaluated by the institution.

The study included an extensive literature that included an introduction, pertinent literature and research regarding literacy in the 21^st century, CCSS, cross curriculum, teacher collaboration, the role of leadership, and the theoretical framework. The purpose of this study was to explore the developmental education process within the community college system in Mississippi. Tinto’s (1993) Integration Theory and Astin’s (1993) Theory of Student Involvement were employed as a framework to assess and understand the relationship between academic integration, social integration, student involvement, and rates of completion.

The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. Librarians at a college library developed a Peer Research Mentor (PRM) program for undergraduate students in order to facilitate peer learning and expand the library's formal instruction program beyond the traditional reach of the library and librarians. The presenters will discuss recruiting the initial cohort of eight PRMs, strengthening PRMs' research skills through an intensive training curriculum, and an overview of the various instructional outreach projects that have been designed and implemented by PRMs for other students. The presentation will discuss program assessment methods, share findings from the current cohort, and outline plans for the program's development.

This article analyzes the effect of the American Catholic Church, through its program of specialized labor education, on the growth and development of organized labor in the twentieth century. With the proclamation of Pope Pius XI’s encyclical Quadragesimo Anno, he requested that the Church complete the work began by Pope Leo XIII in 1891 with his landmark social encyclical Rerum Novarum.

In this article, the authors share findings from an ethnographic study drawn from an evaluation of an after-school program directed by a Catholic diocese to meet the educational needs of children attending urban Catholic schools. The authors used critical research methods within the context of Catholic social teaching (CST) as a theoretical framework for the data presented in this article. Repeated studies show that cyberbullying is pervasive amongst adolescents. Cyberbullying can lead to self-harm, depression, and suicidal thoughts. Educators are called to intervene in educating students about cyberbullying through research and federal legislation. However, there is little research examining whether this education is taking place or having an effect.

This study investigates the relationship between the incidences of cyberbullying victimization and offending over time and the direct cyberbullying instruction and activities facilitated by classroom teachers. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

One of the challenges facing higher education today is to graduate undergraduate students in a timely manner. Graduation rates are reported to students, parents, and the general public as well as academic and political leaders. The rates are derived using different methodologies. The Integrated Postsecondary Education Data System (IPEDS) collects data annually by law from every institution offering federal financial aid in the United States. The "IPEDS reported" students are considered students who start in the fall semester, full-time, first-time in college, and graduate from the original institution (no transfers).
