Then And Now: An Analysis Of Broad-Based Merit Aid Initial Eligibility Policies After Twenty Years, William K. Ingle, Jason R. Ratliff

Kentucky Journal of Higher Education Policy and Practice

Using Hall’s framework of policy changes, we sought to document and classify changes in initial eligibility and award provisions of broad-based merit aid scholarship programs at inception and present day. Our analysis revealed five first-order changes, two second-order changes, and only one third order change. Although the policy settings, instruments, and goals remained static in five states, the scholarship dollars in four of them have not kept up with increases in overall cost of attendance.

The purpose of this study was to investigate the perceptions of administrators, guidance counselors, and classroom teachers in the high schools of Northeast Tennessee regarding their schools’ academics, climate, culture, parent engagement, and their English Language Learners’ school experiences. The researcher sought to ascertain if significant differences exist between the perceptions of different groups of educational professionals in the school, with those groups to include school administrators, guidance counselors, and classroom teachers. Data were analyzed from 50 survey questions with 42 of those questions measured on a 5-point Likert scale, 5 questions as multiple choice, and 3 questions as open-ended. …

Challenges to teaching history have precipitated a number of teaching strategies whereby teachers have achieved mixed success. The Cultural Approach to History (CAH) has been shown to be an effective teaching strategy from its inception in the late 1960s. Advances in neuroscience revealing how the brain functions in the learning process have been proven to show that stimulating affect in students during instruction may result in a greater long-term learning outcomes than if students underwent traditional lecture-based instruction. In this article, the authors share findings from an ethnographic study drawn from an evaluation of an after-school program directed by a Catholic diocese to meet the educational needs of children attending urban Catholic schools. The authors used critical research methods within the context of Catholic social teaching (CST) as a theoretical framework for the data presented in this article. The ELL population in the United States continues to increase. Research suggests that the English language proficiency growth rates for numerous ELL students are strongly correlated with their English language proficiency levels (Cook & Zhao, 2011; Conger, 2008). The results of Conger’s 2008 study suggested that just over fifty percent of students gained English language proficiency after three years. According to the same study, the students that did not typically gain English language proficiency were students who entered public schools older and with a lower English language proficiency level. This book mainly offers the biography of Moisés Sáenz (1888-1941), founding architect of Mexico's system of public schooling and former student of John Dewey, describing in particular his roles in creating rural schools, initiating bilingual education (for Mexico's indigenous populations), and experimenting with linkages between schooling and community development. The volume also includes the author's reflection on the relevance of learning about Profr. Sáenz for his own intellectual trajectory (which includes studying the movement of students between Mexico and the US) and reflections by Mexican educators Humberto Leal Martinez and Juan Sánchez García.

This paper highlights the importance of school principals in English Learners’ academic achievement in the age of the Common Core State Standards. Revising the curriculum of administrator preparation programs to include a greater emphasis on curriculum and instruction is one approach to enhancing principal leadership for English Leaners. Another approach is to reculture site-level instructional leadership through professional development to address the academic learning needs of English Learners.

The purpose of this study was to determine predictor factors of upward transfer for Kentucky community college students enrolled in a developmental algebra course. For independent students, a mother with a college degree, a declared major, a federal work-study position, greater adjusted gross income, and a higher grade point average was positively correlated with upward transfer. For dependent students, a father with a college degree, a declared major, and a higher grade point average was positively correlated with upward transfer.

California’s Local Control Funding Formula was signed into law in California in 2013 and allowed districts the flexibility to meet their student needs in locally appropriate manners. One year after its implementation, a panel of 26 reviewers, including educators, English Learner (EL) advocates, and legal services staff reviewed the Local Control and Accountability Plans (LCAPs) to understand how districts employ this flexibility to address the needs of ELs. Specifically, the study sought to interpret the women’s experiences and identities, through the framework of intersectionality and gender performance, as ones that contributed to advancement within contexts traditionally barred to women. Undocumented students in the United States are trapped in a myriad of completing federal, state, and local laws that impact their lives daily. While approximately 60,000 undocumented students graduate from high school each year, the college going rate for this population is substantially lower than their documented peers. Since President Obama signed the Deferred Action for Childhood Arrivals executive order, undocumented students have gained national attention. However, when many of these programs participate in leadership development activities beyond the local level, the diversity of their participants fails to mirror that of their enrollment. This report advocates for my district's participation in the Illinois State Seal of Biliteracy Program, which became law in August, 2013. This program places value on developing bilingual or multilingual citizens. Through the demonstration of proficiency in English and one or more foreign languages, students can earn the State Seal of Biliteracy, which is recognized on high school diplomas and transcripts.
