Legislative mandates require teachers to provide access to the general curriculum for all students in the least restrictive environment. Though policies are in place to ensure high quality instruction for all students, many students with developmental disabilities are still being served in self-contained settings with a life-skills instructional approach only, without the necessary supports for accessing the general curriculum. School districts around the country have sought to mitigate students' reasons for dropping out through a variety of approaches. A repeated theme in the dropout research is student course failure in key academic subjects needed for on-time promotion with grade-level peers. The crux of the problem is that within the traditional classroom environment, a significant number of students do not demonstrate the required level of academic skills and knowledge needed to pass specific state and district mandated courses, which ultimately decreases their ability to advance to the next grade and graduate in 4 years.

This dissertation was designed to determine reasons graduate students do not complete requirements for a Master's in Middle Level Education degree at the southeastern university. Since the program's initial on-campus cohort (2000) the graduation rate has decreased from 80% to 62.96% with the fourth on-campus cohort (2005). The current cohort currently has five students enrolled which will yield a 29% graduation rate depending on student choice. Program faculty is concerned about the increasing difference between the number of applicants and number of those completing the program.

The purpose of the study was to perform a program evaluation of the Right Choices Program to determine the program's effectiveness in delivering constructive interventions that modify student behavior once students have left the program and have returned to their regular learning environment. This mixed-method evaluation consisted of an experimental-comparison design approach that included interviews with program participants, completing focus groups, and comparison of the number of out-of-school suspensions that participants received after completing the Right Choices Program.

This dissertation was designed to examine the impact of collective teacher efficacy on high school science achievement by looking at relationships among collective teacher efficacy, its two constructs, group competence and group task analysis, and high school science achievement scores at four rural high schools in Northwestern North Carolina.
