This guide provides policy makers with research-based information about systemwide assessment programs. Good decision making at all levels of an education system is facilitated by easily accessible, relevant, and reliable information. Many indicators provide useful input to educational decision making; but the most important indicators are those which address the central concern of education: the promotion of student learning. Education systems monitor student learning—with the fundamental intention of promoting learning—by collecting, analysing and reporting student achievement data. Students participating in this LSAY cohort were originally sampled in 1998 from 296 schools nationally. In 1999, the schools from which the original sample of students was drawn took part in a survey to collect information about the features and programs of schools, as well as features of teachers and teaching, which might influence the progress of students in their school and in their later work careers. Choices that are in the subjects studied in senior secondary school influence differences in access to higher education, vocational education and training, and to labour market outcomes. Previous studies have shown that students from higher socioeconomic backgrounds, those from private schools, high early school achievers and students from non-English speaking backgrounds are more likely to participate in the courses that are avenues to higher education and the professions. Students from disadvantaged backgrounds tend to participate in courses that lead to vocational education and training or more often to entry into the labour market without any further formal education or training. …

In 1995, a nationally representative sample of approximately 13,000 Year 9 students was selected to form the first cohort of the new Longitudinal Surveys of Australian Youth program. The sample was constructed by randomly selecting two Year 9 classes from a national sample of 300 schools designed to represent state and sector. Reading and numeracy tests were administered to students in their schools to provide information on early school achievement for use in later analyses of educational and labour market participation. This report is based on 1996 and 1997 data from the Longitudinal Surveys of Australian Youth program. The data provides the most recent and comprehensive nationwide estimates of Year 10 and Year 11 students participating in work experience and workplace learning programs. This report also includes information on student characteristics such as gender and social background and information on student's perceptions of the perceived benefits of participating in work placement programs.

This literature review focuses on teaching and learning strategies that support the development of numeracy skills in Aboriginal children. Its purpose is to provide a theoretical framework that will inform the development of numeracy materials to support teachers of Aboriginal children in New South Wales primary schools. The key themes which inform a framework for the development of numeracy resources for Aboriginal children are identified as: teaching Aboriginal students; cultural frameworks; engaging in the language of mathematics; and contextualising mathematics.

A common method of assessment is to present students with a series of questions or prompts and to use students' written responses as evidence of their levels of knowledge, competence, understanding or attitude. Longitudinal Surveys of Australian Youth is a program of surveys of young people conducted by ACER with funding from the Commonwealth Department of Employment, Education, Training and Youth Affairs. The surveys focus on the education and labour market experiences of groups of young Australians, beginning from their middle years of secondary schooling. Examples include items of food and clothing, pieces of artwork (drawings, paintings, sculptures) and articles made of wood, metal, plastics and ceramics. Product assessment is the assessment of students' mastery of the processes and tools required to make products (for example, design and production processes) and the assessment of the practical and/ or aesthetic qualities of the items students make. The national school English literacy survey conducted in 1996 provides the most comprehensive picture yet developed of the literacy achievements of Year 3 and Year 5 students in Australian schools. The most significant finding of the survey is the wide range of literacy achievement among Australian children. The top ten per cent of students in each year are working about five year levels ahead of the bottom ten per cent. This range indicates the complexity of the teacher's task in providing appropriate learning opportunities for all students, and the need for schools to reflect on the implications of this range …
