Standardized objective testing remains the most popular mode of licensure testing. Even where other types of tests are incorporated, it is often the case that they are provided as complimentary to standardized, multiple-choice (MC) tests. Moreover, scoring theories and standard-setting procedures have been developed over the years in the context of standardized MC testing. At the same time, critics have pointed to limitations of contemporary MC testing practices, including lack of fidelity to real-life challenges and emphasis on recall of factual minutiae. Licensure Testing: Purposes, Procedures, and Practices

Testing candidates with disabilities, testing repeaters, and coaching involve issues of fairness, the validity of the inferences made from test scores, and protection of the public. Licensing boards must develop policies to deal with each of these issues. It is interesting to note that although all three are of concern to licensing agencies, little of the research on these topics has been conducted in licensure settings. This chapter discusses the results of research conducted on each topic, considers the psychometric implications for policy of each, and suggests steps licensing boards can take when formulating policy.

Item banks developed by licensure agencies range from a collection of items stored on index cards to highly sophisticated electronic databases. Regardless of the storage mechanism, most banks contain items that have been organized and referenced according to procedures established by the licensure agency. This chapter outlines useful practices for building and maintaining a computerized item bank. We address storage of item text, graphics, and statistical history. Computerized testing has come out of the laboratory and into the field. By rough estimates, over a million licensure and certification examinations are currently given by computer each year, and the number is rising. Computerized testing is not appropriate for every application, however. Computerized tests always result in significantly greater direct costs than paper-and-pencil tests. To justify their use, a computerized test must result in a net dollar saving. Japan's rising economic prowess in the 1980's and its penetration of the North American automobile marketplace produced a major economic restructuring. Seven Asian automobile assembly plants, along with four Japanese-Big Three joint ventures, and GM's Saturn were built across the industrial heartland of the United States and Canada.' This common experience, accompanied by a transformation in industrial production methods and the reorganization of work defined in terms of Japanese lean production techniques and cooperative labor relations, created a crisis for the Fordist regime of industrial production, its system of labor-management relations, and organized labor. Purpose. The purpose of this study was to describe how and why teachers with a vision of an ideal teacher have chosen teaching as their profession and to articulate how that vision has influenced their educational practice.

Procedure. This study was conducted in the classroom setting using qualitative methods. The qualitative techniques were informal and formal interviews, non-participant observations, and personal journal entries.

Conclusions. The findings of the study revealed that the three teachers do have visions, which they clearly articulated. Their visions resulted from their interaction with others, but specifically with some of their former teachers. As new ideas, …

This dissertation analyzes the entering and exiting beliefs of preservice elementary education students in three domains. The domains are: (1) the nature of teaching mathematics, (2) the nature of learning mathematics, and (3) the nature of the underlying source of their success or failure in mathematics. The data collection for this study was comprised of two questionnaires. The first questionnaire with 72 items used a five point Iikert scale. The second questionnaire took 10 of the Iikert items and formatted them as an open-ended response questionnaire. The purpose of this study was to assess and describe programmatic and curricular differences between developmental and regular kindergartens. The research questions were to find how regular and developmental teachers describe their program and to determine from these descriptions any differences or similarities. A descriptive research design was used. A survey was developed from a search of literature, review by a panel of experts, and a pilot study.

The problem related to this study was to develop a clearer understanding of organizational climates in K-8 schools in Tennessee and the relationship that climate has to school performance, as measured through value-added assessment. The purpose of this study was to identify relationships between dimensions of school climate and student achievement as measured by mandated value-added assessment at the third grade level in Tennessee. The North American auto marketplace witnessed a major restructuring during the 1980s. This article examines UAW's and CAW's quite different and distinctive responses to these developments at two union plants: the UAW's and GM's joint operation of the Saturn plant and the CAW's adversarial shop floor labor-management relations at CAMI, a GM-Suzuki joint venture. Then the article focuses on the common challenges both unions have to overcome in organizing Hyundai, the South Korean automaker, and the six Japanese plants. The article closes by exploring the risks and opportunities both unions face from the North American Free Trade Agreement.

The focus of this project was to develop a manual to assist teachers in the training of fellow teachers on the management of student records. The program creates a time saving method in the training of a computerized gradebook found within the trACE™ program. The gradebook component of the trACE™ program offers a variety of report formats which assist with classroom organization and instructional planning. Included are lesson plans that show the training procedures for this project.
